Lesson Learned: Human rights and democracy campaign

Promotion of the use of different national languages could have enhanced democratization, decentralization and development, to better implement Senegal’s international human rights commitments.

Project Description
Aiming to contribute to the emergence of responsible and aware citizens in four of Senegal’s regions, the project provided information on human rights and democracy in the country’s most common languages - Wolof and Pulaar. The project also aimed to ensure citizens access to legal and administrative texts through local document libraries; and trained local resource persons to be involved in the establishment of democracy and human rights monitoring centres. The project responded to clearly existing information gaps and its relevance was enhanced by the fact that it sought to build the capacity of local officials and leaders to implement decentralization policies and other decision-making processes. It is a matter of concern, however, that the project did not include any lobbying component targeting the government itself, to address the language issue at policy level, which was the principal root cause for lack of relevant legal and administrative documentation.

Lesson Learned: Assessing Democracy Assistance

By financing part of the first systematic canvassing of views of democracy aid recipients, UNDEF contributed to improving the quality of democracy assistance worldwide, a highly relevant activity.

Project Description
The project “Assessing Democracy Assistance” was implemented by Fundación para las relaciones internacionales y el Diálogo Exterior (FRIDE) from 1 October 2009 to 30 September 2011. The project’s goals were to provide the first comprehensive assessment of global democracy assistance efforts based on the views and perceptions of local stakeholders and to ensure, through systematic dissemination and consultation among policy makers, opinion leaders, media and local stakeholders, the findings’ impact on future policy design. Whether the project succeeded in strengthening international commitment to democracy assistance and strengthening the quality of development assistance by improving the alignment between the supply and demand sides is difficult to judge, especially for a small, short-term intervention. However, evidence has been found that project results were broadly disseminated and cited among academics and practitioners worldwide. While the project did not provide capacity building and institution strengthening in the traditional sense, it did promote activities of a number of relatively young researchers, contributing to rejuvenating and strengthening the democracy community.

Lesson Learned: Assessing Democracy Assistance

Target beneficiaries were all groups committed, whatever their differences, to promoting democracy. Groups opposing democracy were by definition, not targeted by the project, and it is such groups that are often the real barrier to democratic development.

Lesson Learned: Engaging Civil Society in a Democratic Election Process in Sudan, Bahrain, Tunisia and Jordan

There was no evidence that the project sought to coordinate with other donor-led initiatives in the democracy field. Such coordination would have to be initiated by the grantee. In the current context, Arab countries are enjoying a surplus of offered democracy support aid for community activism.

Project Description
The project aimed to strengthen electoral processes by focusing on election monitoring by independent civil society organizations. The project established a regional expert group on elections monitoring, carried out training sessions and provided election monitoring services. In Tunisia, the group established – the Arab Working Group on Elections Monitoring - carried out a limited number of trainings in the four countries, and engaged in elections monitoring in Tunisia. Because of some political challenges, not all of the activities planned in Bahrain, Sudan, and Jordan, were undertaken. In general, training and monitoring focused more on the quantity than the quality of monitoring, a strategy that can be defended but may pose problems for longer terms sustainability.

Lesson Learned: Rights and freedoms for all in Togo

The project did not sufficiently focus on Togo’s institutional stakeholders. The project’s target groups were all civil society members or local political leaders. None represented the law enforcement or judicial sectors, which are key actors in relation to human rights, freedom and democracy.

Project Description
The objective of the project was to promote democratic culture at all levels in society irrespective of social status, political, religious, ethnic or regional allegiance. Activities included awareness-raising of rural populations on the concept of democracy; training of local elites on participatory democracy, human rights and citizenship; information, education and communication to promote participation in the 2010 presidential elections and in local elections; and debates in secondary and high schools on democratic values and principles. While the grantee responded to a priority need in Togo for the development of a democratic culture, significant weaknesses in design and implementation limited the project’s relevance. Important stakeholders such as the judicial and law-enforcement sectors were not addressed by the project’s actions and there were months-long periods when very few activities were implemented.
