Lesson Learned: Civil Society Empowerment in Advocacy and Policy Development in Vietnam

The project funded 15 CSO small advocacy initiatives, implemented by 14 CSO partners. In most cases, the CSOs supplemented the $1,000 awarded by securing additional resources from government and donor funds. Designed and implemented with guidance and advice from the grantee, the projects were generally successful in delivering advocacy initiatives which engaged government officials and made progress towards the solution of specific issues.

Project Description
The project’s overall objective was to increase the participation of Vietnamese civil society organizations (CSOs) in democratic policy-making. The grantee sought to achieve this through: building the capacity of CSOs to advocate for democratic participation in the policy development process; enhancing networking, cooperation and communication among CSOs and related government bodies; implementation of existing legal frameworks and policies; and actual, successful participation of CSOs in the policy-making process. The objectives of the project were directly relevant to exploring new possibilities in civil society engagement with government agencies in Viet Nam on public policy, at both local and national levels. The project helped facilitate CSOs voice in discussions and problem-solving on issues of concern to particular disadvantaged and vulnerable communities.

Lesson Learned: Grassroots Gender Accountability in Uganda

Visibly empowered district and sub-county councillors expressed with pride their new influence on the gender-sensitive application of laws, policies and local budgets. Former women MP trainees proudly cooperated across party lines on priority issues of Ugandan women in parliamentary committees. The project’s most remarkable achievement wasthe newly introduced legal requirement that future drafts of the country’s annual budget need to be certified as gender sensitive prior to parliamentary approval.

Project Description
The project worked to help women district councillors acquire knowledge and to push the equality agenda with policy makers. The project’s advocacy activities led to improved gender-sensitive service delivery, as the local government budgeted for enhanced services for women and girls. In September 2016, two years after the end of the project, the Government announced that gender sensitive indicators will be used to ensure that all sectors adhere to gender equality in decision making and service delivery in the country.. Visibly empowered district and sub-county councillors expressed with pride their new influence on the gender-sensitive application of laws, policies and local budgets. Former women MP trainees proudly cooperated across party lines on priority issues of the Ugandan women in parliamentary committees. The approach of putting in place a monitoring system that was run by Village Budget Clubs (VBCs) and district councillors alike was appropriate. The project’s training methodology ensured the transfer of necessary skills such as gender-sensitive analysis, budgeting, caucusing, lobbying and advocacy.

Lesson Learned: Strengthening Advocacy Capacity of Civil Society in The Gambia

External factors relating to the implementation by the government of civil society legislation limited the impact of joint dialogue between civil society and government in Gambia.  Those local government administrations, which have already responded to advocacy efforts by introducing new services, mostly do so by financing through local tax income. As these resources are scarce, they are usually insufficient to meet the local needs NGOs have identified.

Project Description
The project targeted the Association of Non-Governmental Organizations (TANGO) in the Gambia, and more specifically its 121 member NGOs (including the staff of some 60 NGOs) including over 2,000 members (community based organizations, religious and cultural bodies, youth organizations, trade unions and farmer associations). While the country has a plan for decentralization, the implementation of the plan has been incomplete. Civil society in the country has lacked advocacy capacity and communication channels to cooperate with regional and local level administrations so that decision making takes into account the most pressing needs of citizens.  The project attempted to increase the level of understanding between government and civil society about the positive effect that joint dialogue could have while aiming to increase the association of NGO members’ capacity to effectively engage with the government on issues of concern to civil society. The project in most cases achieved or exceeded the targeted outputs. Beneficiaries praised the usefulness of the advocacy strategy framework tool the project introduced. In addition, advocacy skills trainees confirmed that the knowledge they acquired serve their professional needs. In addition, the project’s communication forum effectively informed the public discussion about discrepancies between legal provisions and current policies.

Lesson Learned: Democratizing governance for development: LDC civil society engagement

The reality is that CSOs/NGOs have more influence on policy and practice at national level, and that their major contribution to international and UN processes most often comes when their advocacy has been effective on their national government whose delegation will then carry this into governmental debate and processes such as outcome documents.

Project Description
The project was timed to coincide with UN processes related to follow-up of the outcome document of the Third UN Conference on the Least Developed Countries (LDC-III) in Brussels in 2001, known as the Brussels Programme of Action (BPoA) and preparations for the Fourth UN Conference on the LDCs (LDC-IV) held in Istanbul in May 2011. The project aimed to build the capacity of civil society organizations in Least Developed Countries to mobilize and consolidate their energy, expertise and commitment to achieving quality inputs to the Comprehensive Review Summit in 2010, and strengthening democratic decision making in international development processes. It had three intended outcomes: Enhanced capacity of CSOs and CBOs; Increased awareness and coverage of LDC issues; Progress and setbacks on MDGs and BPoA reviewed. The project aimed to undertake activities in 20 countries: 13 in Africa, 2 in South Asia, 2 in South-East Asia and 3 in Pacific Island Countries (PICs). However planned activities changed throughout the project.
