Lesson Learned: Citizens' Platform for Democratic Debates & Dialogues in Afghanistan

Some debate participants reported that the language used was too technical and theoretical for an ordinary person to understand. Analysis of materials confirms that in some areas of Afghanistan, Western-oriented democratic terminology and usage likely to be too abstract or insufficiently explained was used.

Project Description
The purpose of Citizens' Platform for Democratic Debates & Dialogues in Afghanistan was to address the misunderstanding of democratic values and human rights in the Afghan context. The project planned to clarify and deepen understanding of democratic values among Afghan people, especially among women and other marginalized or vulnerable groups and in rural areas, by conducting research on five pillars of democratic values in international and Afghan contexts, disseminating awareness-raising or educational programs, and establishing a media platform for debates.

Lesson Learned: Appui à la participation politique et citoyenne de la femme dans le processus démocratique au Burundi

The theoretical content of the training sessions, which were carried out almost exclusively in French even though women in rural zones rarely speak anything other than Kirundi, meant that the needs of the beneficiaries could not be efficiently met.

Project Description
The goal of the project was to increase and strengthen political participation and citizenship among women within democratically elected institutions before, during, and after the election process of 2010. The underlying idea was to make use of this election period as a timeframe allowing for public debate in order to raise awareness among influential parties, such as the media and women leaders, of their rights in order to better know and to assert these rights by creating a National Forum.

Lesson Learned: Human rights and democracy campaign

The project did not consider why legal and administrative documentation had not already been made available in languages other than French. Targeted lobbying would have been appropriate to highlight the necessity of translating legal and administrative documents into the different national languages and to facilitate their use by locally elected officials and rural communities.

Aiming to contribute to the emergence of responsible and aware citizens in four of Senegal’s regions, the project provided information on human rights and democracy in the country’s most common languages - Wolof and Pulaar. The project also aimed to ensure citizens access to legal and administrative texts through local document libraries; and trained local resource persons to be involved in the establishment of democracy and human rights monitoring centres. The project responded to clearly existing information gaps and its relevance was enhanced by the fact that it sought to build the capacity of local officials and leaders to implement decentralization policies and other decision-making processes. It is a matter of concern, however, that the project did not include any lobbying component targeting the government itself, to address the language issue at policy level, which was the principal root cause for lack of relevant legal and administrative documentation.

Lesson Learned: Human rights and democracy campaign

The project was part of a well thought-out strategy on governance. The grantee used the project to transition from support to the development of national languages, to an approach based on democratization and the exercise of fundamental rights in development. The project effectively gave shape to this transition – a testimony to the excellent strategic thinking in the organization.

Lesson Learned: The Bottom-up Governance and Leadership Programme for Women in the Pacific

The five funded mini-projects allowed selected women trainees use their newly acquired governance and leadership knowledge in their own communities. However the women were not given sufficiently useful tools to help them to do this since the BGLP training materials were in English and quite academic.

Project Description
The project aimed to increase women’s political representation and increase their familiarity with governance issues and build their leadership skills. The project undertook training through an e-platform across four countries in the Pacific to achieve these goals. A subsequent “BGLP governance and leadership contest‟ was intended to promote bottom-up governance initiatives by women in their local communities. Those women who presented successful proposals went were given training in participatory project management training (PPM) and taken on a study tour before receiving funding to undertake their mini-projects. There was a mismatch in the project between the problem identified and the solutions proposed. Differences among the participating countries were not taken into account, and the method of training delivery was inappropriate.
