Lesson Learned: Enhancing Women's Land Ownership Rights in Eastern Sierra Leone


In Sierra Leone, chieftaincy authorities are key powerbrokers in local communities. When initiatives work to build the capacity of women and girls, these initiatives are made most effective when they also work to change the attitudes of men and in particular, of traditional authorities. In addition, 'chieftaincy by-laws' are the most applied legal framework in rural communities, regardless of what national laws may say.

Project Description
This community-driven project is aimed at supporting an informed public debate and advocacy on women land ownership rights in the Districts of Kailahun, Kenema and Kono in Eastern Sierra Leone. The project will focus on research, public awareness-raising, building knowledge of communities on human rights and the Devolution of Estates legal framework, thus creating a forum for communities to critically analyze the need to enhance gender fairness and social justice, in the existing land tenure system.

Lesson Learned: Together against violence and discrimination of women

The project design was faulty and unlikely to have a positive impact on the problem of sexual and gender based violence. There were in fact indications that the project had a negative effect. Women involved in activities, because of the ingrained patriarchal culture, were pressured to stay silent. In addition the repetition of messages underlining the dependent status of women, and the perpetuation of traditional responses to incidences of violence that deny the legal rights of the woman, for example – were likely to be negative.

Project Description
The objective of the project was to contribute to the elimination of violence and discrimination against women in 20 communes of Djibouti’s Tadjourah region. This was to be achieved through awareness raising and mobilisation of the local population; and by building the personal capacities of local actors and structures, followed by the creation of 20 local vigilance groups in the targeted communes. There was, however, a fundamental flaw in the design of the project that reflected a mismatch between the problem identified and the responses chosen. The grantee’s research identified the principal cause of violence against women as patriarchal attitudes and behaviours that relegate women to an inferior status in the couple, the community and the nation. A weak legal framework to support action to end violence, and weak implementation of existing clauses in the Constitution that promise gender equality were also found. The project did not address these causes but focused on raising the awareness of women, potentially putting them at risk of reprisals.

Lesson Learned: Women in Politics in Mozambique

The larger Women in Politics project continues on the basis of funding from other donors, and, with a more pro-active approach, and a stronger presence with beneficiaries and local governance institutions, it is possible that the results set out in the UNDEF project may be accomplished by 2013, when the current funding cycle ends. However, given local conditions, more work will be required separately with each beneficiary group, as well as with other gatekeepers and stakeholders, before it becomes feasible to establish a bond between the designated beneficiary groups.

Project Description
The project sought to address a gap in Mozambique’s political life - the low level of women’s participation - by focusing on enhancing the position of women elected representatives in Provincial and Municipal Assemblies, while also nurturing the constituencies of women at community level and bringing the two groups together. In focusing its operations in two Northern provinces, the two principal project implementing partners were able to draw on their prior experience of working there. Yet, despite the local knowledge available to the two partners, the project design failed to take adequate account of local characteristics and underestimated the risks to project implementation. The project strategy was built on some unwarrantable assumptions. Adjustments were made to planned operations, including a broadening of the beneficiary groups, to involve men as well as women, and recognition of the need to involve the Executive as well as the Assembly representatives in activities. Yet, despite this, initial design problems had a significant impact on the feasibility of achieving anticipated results within the project timeframe.

The project’s strategy was deficient in that it lacked a careful assessment of the local context, particularly with regard to women’s position in the political system and the lack of influence on major decisions of elected assemblies, as well as the limited capacities of the local implementing agencies.
