Lesson Learned: Gender Equality and Equity - Follow Up to CEDAW and Romani women

In two of its components, the project was fighting an uphill battle to get the attention of potential partners. The first component concerned Roma political parties, and, the second, municipal government and cooperation with the Equality Commissions (committees) of the municipal councils. The lack of interest by these partners highlights the absence of effective political representation of Roma and their interests in a “patron-client” political system, where parties do a poor job of representing the priorities of their constituencies, or of responding to their concerns. The parties saw no benefits in opening themselves to cooperation with an NGO which they did not trust. There seems to be little interest on the part of local government units in committing resources to Roma issues, and Roma tend to be invisible in local decision-making. The work supported by the project in two of the three municipalities was useful, but had no impact in changing the disposition of local government towards Roma and Roma women’s organizations.

There were three additional audiences: local government officials; young people, Roma and non-Roma; and, officials of Roma political parties. This focus sought to address in a practical way the weakness of Roma civil society organizations, and particularly those led by, and working for, Roma women, in undertaking advocacy on behalf of their own people. The grantee accomplished a great deal with the small amount of funds provided. It built on the strategic plan developed for 2008-2010, and its earlier project “Implementation of CEDAW for Romani Women”, as well as follow-up initiatives (2005-2008). Through an extremely careful allocation of funds to different areas of activity, the organization was able to undertake a long list of activities and, thus, achieve its own objective. Yet, from an external perspective, it is apparent that there were insufficient funds for some activities, where follow-up was badly needed.

The particular attention to Roma women was important, since this is a group whose interests are particularly poorly-served by public programs, and which often lacks voice in its own community. Projects of this kind deserve attention, since they tend not to fit with the priorities of most other donor organizations.

Lesson Learned: Empowerment of Roma to Fight Rights Deprivation

The project focused on individual youth activists from Central and Southern Europe as the primary unit for capacity development, rather than focusing on Roma NGOs first, and youth working with them, secondly. Such an approach would have increased the probability of the organization retaining the benefits of the capacity development support provided.

Project Description
The project sought to support and empower grassroots Roma organizations in six countries in Central and Southern Europe to advocate for laws, policies and practices to combat racial discrimination, and to promote the application of international human rights standards concerning housing in national legislation. Working with Roma youth activists to lobby policy makers the grantee hoped to strengthen working relationships. A separate project component aimed to raise awareness among the Roma population of using legal means to challenge rights abuses. By focusing on the themes of anti-discrimination laws and housing and shelter rights, the project emphasized particular spheres where action was urgently required. Targeting Roma youth and young activists, the project sought to address in a practical way the weakness of Roma civil society organizations in undertaking advocacy on behalf of their own people. The litigation component finally was to demonstrate to the Roma people the viability of taking legal action as a means through which the state might be held accountable for its failure to uphold their rights.

Lesson Learned: Learning and Living Democracy in Bosnia-Herzegovina

Although the project aimed to specifically address the needs of children with special needs and from Roma minorities, it struggled to identify these groups as participants since they are mostly absent from schools. Since the project strategy relied on working with official education authorities this was a weakness.

Project Description
The project identified institutional educational weaknesses and proposed pragmatic approaches to address them. Overall the project was a success. The following elements contributed to the quality of the strategy: an appropriate response to the complex political and social context in the country drawn from the NGO‟s long time experience; a sound assessment of the political context based on long term partnership with education ministries in Bosnia and a good understanding of the targeted audience needs, based on the grantee’s experience of certifying teachers and their involvement in official curricula content design taught in all public schools.
