Lesson Learned: Strengthening Dialogue for Community Decision-Making

The broadcasts based on the community debates complemented the training sessions on human rights and democracy. Together, they contributed to developing the capacity of the radio listeners’ clubs, so that the members had an improved understanding of democratization.

Project Description
The objective of the project was to involve grassroots communities with democratization processes across the Ituri District in the Province Orientale of the Democratic Republic of Congo. To achieve this, the grantee planned to strengthen the capacity of radio listeners’ clubs through training and practical support; to organize community debates using the radio listeners’ clubs; to produce radio broadcasts based on the community debates and on roundtable meetings between communities and officials; and to produce a range of news and educational broadcasts. The project provided local communities with knowledge they could use to convey their concerns to the authorities. It encouraged dialogue by inviting local political leaders to debate with communities and members of radio listeners’ clubs. The various elements of the project formed a well thought-out and organic whole, which was able to foster positive changes at community level. The focus on women’s participation in democratic debates was also relevant, and connected to the emphasis on access to broadcast news.

Lesson Learned: Strengthening Local NGOs in Areas Where Extractive Industries Operate

The project considered NGO capacity weakness as an obstacle to implementation rather than a need that should be addressed. A wide range of topics, including an understanding of CSR policies and practices, could have been addressed in training courses – such as budget analysis, monitoring of oil and mining operations, tax laws, public information on government revenues and payments by extractive companies, information on other CSR networks - for NGOs in Indonesia.

Project Description
The objective of the project was to enhance trust-building and cooperation among local government, nongovernmental organizations and extractive industries in Indonesia, by strengthening the capacity and credibility of NGOs as partners in corporate social responsibility (CSR) programs. The focus was on improving the ability of local NGOs to forge permanent partnerships with companies and local governments in CSR policy design and implementation. The project was relevant, given the legal and fiscal requirements governing CSR, the degree of poverty in extractive areas, the lack of enforcement of CSR policies, and the lack of attention paid to civil society engagement and NGO involvement as direct benefits of CSR policies. However, the project risks and problems in terms of corporate and local government commitment were neither adequately identified nor addressed during the design and implementation phase.

Lesson Learned: Strengthening Governance and Democratization Processes in Kenya and the East and Central Africa Region

To enhance the capacity of the newly established Office of the Registrar of Political Parties in Kenya, the grantee organized study tours to Canada, Mexico and Ghana. While the tours were useful in raising awareness of participants, there was no plan for how new knowledge and recommendations should be incorporated into the organization. Study tours should have been part of a broader institutional capacity building effort that also provided follow-up activities.

Project Description
The main objective of the project was to strengthen the capacity grassroots organizations, and enhance the participation of citizens in governance to promote a democratic culture in Kenya and in eastern and central Africa. While some project activities were highly relevant and empowering to individual beneficiaries, others lacked follow-up. Among the project’s successes were the election observation trainings which had a multiplier effect with grassroots organizations. Following the workshop trainings, 12 observation groups were established to monitor the Kenyan election of 2013, all of which later obtained a long-term accreditation status as election observers. In general, the project was activity-driven which made outcomes and institutional impact difficult to assess. Project design showed some weaknesses, as several challenges that appeared during implementation could have been anticipated by the grantee beforehand. For example, the shortage of staff and a better coordination with the electoral timeline in Kenya could have ensured a smoother implementation.

Lesson Learned: Training of Justice System Professionals to Litigate before the Inter-American Court of Human Rights

Expectations and demands arose that posed challenges for the implementing partners. The beneficiaries considered the training as a first step. The project made them realized they need to receive further training covering a variety of aspects of their work as defenders specialized in international human rights. Despite the success of the project it appears, however, that the need for a sound strategy for sustainability and consolidation has not been addressed.

Project Description
The aim of the project was to increase victims’ access to international justice through the Inter-American Court of Human Rights, following an amendment of the court’s rules of procedure to improve the victims’ access to legal representation. The project focused on upgrading the technical and legal advocacy skills of justice system professionals for the promotion and protection of human rights and improving their understanding of international human rights standards. It also focused on raising awareness of the 100 Rules of Brasilia Regulations, and the Inter-American Human Rights System. This was the first initiative in the region aimed specifically at training Inter-American Defenders. The beneficiary groups acknowledged that they have gained a better understanding of the Inter-American Human Rights system at the regional and national level and that their capacity to litigate before the Inter-American Court of Human Rights, an increasingly specialized and complex process, had qualitatively improved.

Lesson Learned: Democratizing governance for development: LDC civil society engagement

The relevance of the project is questionable, however, in relation to the capacity building and empowerment of constituent CSOs who participated in the project. Insufficient attention was paid to the capacity-building needs of the CSO partners.

Project Description
The project was timed to coincide with UN processes related to follow-up of the outcome document of the Third UN Conference on the Least Developed Countries (LDC-III) in Brussels in 2001, known as the Brussels Programme of Action (BPoA) and preparations for the Fourth UN Conference on the LDCs (LDC-IV) held in Istanbul in May 2011. The project aimed to build the capacity of civil society organizations in Least Developed Countries to mobilize and consolidate their energy, expertise and commitment to achieving quality inputs to the Comprehensive Review Summit in 2010, and strengthening democratic decision making in international development processes. It had three intended outcomes: Enhanced capacity of CSOs and CBOs; Increased awareness and coverage of LDC issues; Progress and setbacks on MDGs and BPoA reviewed. The project aimed to undertake activities in 20 countries: 13 in Africa, 2 in South Asia, 2 in South-East Asia and 3 in Pacific Island Countries (PICs). However planned activities changed throughout the project.

Lesson Learned: Promoting the African Charter on Democracy, Elections, and Governance

The regional project to promote the African Charter on Democracy was an example of how a closely related bundle of activities can function well as a logically-structured project, however, the implementing partner had very high capacity and the network infrastructure relating the players was already in place.

At the time the project began, the process of ratifying the African Charter on Democracy, Elections, and Governance, adopted by the African Union in January 2007, was moribund and there was no international project activity to invigorate it. The objective of the project was to strengthen civil society actors to build a constituency for the signing and ratification of the Charter. At the time the project was proposed, 15 ratifications were needed to bring the Charter into force, two countries (Ethiopia and Mauritania) had ratified the Charter and twenty-five had signed it, thus indicating their intention to ratify. Assessing the impact of the project was not easy. The intended direct beneficiaries were members of the African democracy community, whose network and ability to advocate for the Charter were strengthened. It is not possible, based on the timetable of ratifications and project activities, to convincingly demonstrate that the project greatly accelerated the coming into force of the Charter. Only three countries in which activities were implemented actually ratified the Charter. The project objective was not ratification itself but rather strengthening the advocacy community and facilitating ratification yet achieving ratification in target countries was an implicit objective of the project Ultimately, the sustainability of the project activity will also be a function of political will. The project was born of policy elites, implemented by policy elites, delivered results of direct relevance only to policy elites, yet promises substantial benefits to all the people of Africa, who will benefit from democracy.

Lesson Learned: Promoting the African Charter on Democracy, Elections, and Governance

A thorough inventory of the websites of the six participating national NGOs was disappointing. Only one referred to the project, and then only in a brief summary identifying UNDEF as the funder. More worrisome, none of the websites made reference to the African Charter at all. This suggests that the empowerment that undoubtedly occurred was more an empowerment of individuals than an empowerment of institutions. It also underscores the point that most (not all) African democracy NGOs are focused on national issues.

Lesson Learned: Education and Training of Youth for Democracy in Burkina Faso

The project design failed to consider the reality of youth associations in Burkina Faso and to include an element aimed at strengthening the young leaders’ capacity. A civil society organisation is often reliant on only one leader and the most of those organisations lack organizational and operational capacities.

Project Description
The project aimed to mobilize youth to participate in the presidential election, by reinforcing citizens’ and voters’ knowledge. The beneficiaries were young leaders of women’s and men’s associations from across Burkina Faso, aged 18 – 25, who were involved in and committed to civil society specific activities for the youth. Activities focused on education, training and sensitization and, subsequently, on the development of a group of young leaders that can relay information and training knowledge to members of youth organisations and to the youth of their villages. The project was firmly rooted in the socio-political and cultural context of Burkina Faso. The lack of participation of young citizens in successive elections is intrinsically linked with the lack of education, in particular citizens’ and voters’ education. In the context of a still male-dominated country, the identification of beneficiaries comprising both young men and women was also appropriate to address the political participation of women. The project was also coherent in that it covered the pre-electoral, electoral and post electoral periods.

Lesson Learned: Educating Rural Women in Haiti for Democratic Citizenship

The approach taken by the project prioritized strengthening the capacity of women facilitators and motivators from the rural communities and provided close monitoring and support. This enabled the project to capitalize on its achievements and to continuously adapt the intervention to the specifics of the context.

Project Description
The project objective was to strengthen the citizenship and democratic skills of women. With virtually no access to civic information and limited opportunities for women to participate in political life including access to positions that involve decision-making, especially in rural areas, the grantee aimed to raise awareness among local authorities and strategic civil society organizations in Haiti, so they would become more engaged in promoting a culture that recognizes the role of women in society, fostering in women and men alike a new perspective on their political participation. The project was implemented in twenty rural communes, notably in very remote, virtually ignored sections of Haiti, which lacked basic, educational and health services. With regards to its objective, the project was fully aligned with current government priorities, and in the context of elections, it recognized the need for women to participate fully in the electoral process, as well as in political affairs and to become aware of their civil rights and rights as citizens.

Lesson Learned: Women in Politics in Mozambique

It was determined that the two local partners lacked the required substantive and administrative capacities to implement the Project effectively. Consequently, the grantee undertook organizational assessments of its local partners. On the basis of the findings of the assessments, it developed partner development plans to enhance the capabilities of the two provincial-level organizations.

Project Description
The project sought to address a gap in Mozambique’s political life - the low level of women’s participation - by focusing on enhancing the position of women elected representatives in Provincial and Municipal Assemblies, while also nurturing the constituencies of women at community level and bringing the two groups together. In focusing its operations in two Northern provinces, the two principal project implementing partners were able to draw on their prior experience of working there. Yet, despite the local knowledge available to the two partners, the project design failed to take adequate account of local characteristics and underestimated the risks to project implementation. The project strategy was built on some unwarrantable assumptions. Adjustments were made to planned operations, including a broadening of the beneficiary groups, to involve men as well as women, and recognition of the need to involve the Executive as well as the Assembly representatives in activities. Yet, despite this, initial design problems had a significant impact on the feasibility of achieving anticipated results within the project timeframe.
