Lesson Learned: Promotion of Women’s Empowerment and Rights in Somalia

The engagement of “community catalysts/mobilizers” included men in leadership positions within the communities. These men were recruited to spread the messages of women’s empowerment in conjunction with the grassroots campaigns. One community catalyst interviewed was a teacher and religious leader who was also consulted on the nature of the messages and said he considered them “excellent”. Another religious leader said his job was to “undo communities’ negative views on women’s rights and empowerment” and to help change people’s perceptions, including those of parents so that they allowed their daughters to explore their potential “even by seeking leadership positions”. The community catalysts also helped smooth the way for CSOs to gain access to regional administrations. Several of those interviewed expressed their satisfaction at having been consulted and then brought into the project.

Project Description
To increase representation and participation of women in social, economic and political activities in Somalia, the project focused on training and providing support to 20 CSO partners, through mentoring, exchanges, and networking. Grassroots awareness was raised through the CSOs and via the media, as well as through a series of school debates. Advocacy targeting regional and national officials was carried out through meetings and the development of regional and national strategies on women’s empowerment. A final component of the project tested the new capacity of these CSOs, by awarding 10 USD2,000 grants to CSOs which submitted the most innovative projects on women’s empowerment. The project was well designed, with a number of components that helped it both to empower women in the 20 participating CSOs and beyond. It was also timely, given discussions on a new Constitution and elections announced for 2016. The actions planned were carried out and met their targets. There were no superfluous components in the project; each was designed to add value to other parts of the project.

Lesson Learned: Empowered Civil Society Addressing the Democratic Needs of Rural Women in Myanmar

Raising awareness among men about women’s rights is necessary to contribute to reducing some of the challenges faced by women who seek leadership roles in their community. The project contributed to changing men’s attitudes towards women’s role in the community: there was greater acceptance among men of women exercising a leadership role at local level, even though some men continued to note that this trend faces hostility.

The project's objective was to strengthen institutional capacity of three independent CSOs working with rural women’s groups so that they could establish associations of self-help groups and promote inclusive participatory dialogue with authorities. Working from a UNDP model, the project focused on three aspects: transparency and accountability; rights awareness and advocacy; and linkages with other community-level groups. The project was exemplary in its effectiveness, both in terms of the clarity of outcomes to be achieved (and activities to achieve them) and of quantitative and qualitative standards of achievement. It raised awareness of voters’ and women’s rights, and initiated engagement between local officials and rural communities. This is also an example of a project where sustainability was included in the design. The capacity building activities included supporting partner organizations achieve a degree of financial independence, by providing technical advice on project design and management, and by helping them develop internal governance and accountability systems.

Lesson Learned: Empowered Civil Society Addressing the Democratic Needs of Rural Women in Myanmar

The project correctly emphasized the need to build the capacity of women to take part in decision-making processes, but it could also have included an element addressing men, to encourage them to support women’s involvement in such processes. In the absence of engagement specifically directed at men, the project ran the risk of appearing to be solely a support mechanism for women.

Lesson Learned: Promoting the representation of Malagasy Women in Political and Public Affairs

While the project was designed by women for women, which was a strength in terms of ownership and credibility among the participants, the absence of any activities designed to engage with men in the main political parties was a weakness. The reality is that it is mostly men who are heads of executive and legislative bodies. Engaging men in power is necessary in order to integrate women into political and public life.

Project Description
The global objective of the project was to promote inclusive democracy as a key component for the country to emerge from political crisis and to set the ground for stable governance. It targeted two groups; the participants in formal politics which included women candidates and elected representatives, institutions and political parties and more general, the wider public. Specifically, the project aimed to increase the priority of gender issues and the number of women representatives in policy-making. It also aimed to raise awareness and acceptance women participating as candidates and voters in public and political affairs. The grantee’s intervention strategy relied on using existing Malagasy women’s associations and networks in order to push for the fulfilment of commitments made under international and regional instruments ratified by Madagascar, in particular a Protocol of the Southern African Development Community which had a parity goal of 50 per cent in elected positions. In a context marked by recurrent political crises, the project contributed in a relevant way to address the socio-political burdens that prevent women from participating as citizens and decision-makers.

Lesson Learned: Advancing the rights of women in the West Bank periphery, Palestine

The project did not meet all its targets in relation to the number of community members, in particular men, who would be engaged by the activities in Palestine. However, the grantee used this as an opportunity to learn lessons on the challenges of persuading men to consider new approaches to community decision making. The grantee may have benefited from help in this area of implementation from an organization with some expertise in mobilizing men’s participation; alternatively, it might have looked at an alternative forum to include men in the project.

Project Description
The objective of the project was to promote social change and empower women in the West Bank to increase their participation within local governance, specifically in urban and environmental planning at the level of local councils. The project also aimed to increase public awareness and support for women’s participation in local governance and urban and environmental planning. The project was implemented in the north, middle and south of the West Bank, focusing on zones where the Israeli authorities have control of land use. Upskilling local councils through the training of women - both elected and aspiring to election - was particularly relevant as it filled a specific and significant need to developing community governance in the most challenging areas of the West Bank.

Lesson Learned: Improving the Participation of 155 Women's Groups

The strategic approach of the project could have been stronger if the awareness-raising initiatives organized had also included men so as to complement those carried out with women. The project could have also distinguished between different age groups, focusing on young people, who are probably more open to adopting new ideas.

Project Description
The project’s objective was to increase the number of rural women in Côte d’Ivoire participating in the democratic process, specifically in decision-making. In order to do this, the project set out to raise awareness among rural women of their political and civil rights; and increase the number of informed rural women able to participate in electoral processes either as candidates or as voters. The activities were designed to take into account the post-election crisis in Côte d’Ivoire, taking into account that women make up the largest proportion of the voting population. The decision to intervene in the western part of the country, which was particularly affected by the war and where women became victims of sexual and gender based violence allowed a more targeted response to the specific needs of the beneficiary populations.

Lesson Learned: Strengthening Dialogue for Community Decision-Making

The project benefited from prioritizing women’s rights. Women targeted by training activities made good use of the knowledge they acquired, thanks in part to the grantee’s use of experienced trainers, including UN experts. However, the effectiveness of the grantee’s strategy would be improved by also including men systematically in training, awareness raising and lobbying for women’s rights.

Project Description
The objective of the project was to involve grassroots communities with democratization processes across the Ituri District in the Province Orientale of the Democratic Republic of Congo. To achieve this, the grantee planned to strengthen the capacity of radio listeners’ clubs through training and practical support; to organize community debates using the radio listeners’ clubs; to produce radio broadcasts based on the community debates and on roundtable meetings between communities and officials; and to produce a range of news and educational broadcasts. The project provided local communities with knowledge they could use to convey their concerns to the authorities. It encouraged dialogue by inviting local political leaders to debate with communities and members of radio listeners’ clubs. The various elements of the project formed a well thought-out and organic whole, which was able to foster positive changes at community level. The focus on women’s participation in democratic debates was also relevant, and connected to the emphasis on access to broadcast news.

Lesson Learned: Women in Politics in Mozambique

The decision to expand the list of direct beneficiaries to include men among the elected representatives, and as base group members, was justified by the weak position of women within both target groups, as well as the generally low level of education and experience among women beneficiaries. The decision to involve members of the Executive, both members of the Provincial and Municipal Councils (leadership) and officials, as well as political party leaders, was essential, given that the elected members had little influence in planning and budgeting.

Project Description
The project sought to address a gap in Mozambique’s political life - the low level of women’s participation - by focusing on enhancing the position of women elected representatives in Provincial and Municipal Assemblies, while also nurturing the constituencies of women at community level and bringing the two groups together. In focusing its operations in two Northern provinces, the two principal project implementing partners were able to draw on their prior experience of working there. Yet, despite the local knowledge available to the two partners, the project design failed to take adequate account of local characteristics and underestimated the risks to project implementation. The project strategy was built on some unwarrantable assumptions. Adjustments were made to planned operations, including a broadening of the beneficiary groups, to involve men as well as women, and recognition of the need to involve the Executive as well as the Assembly representatives in activities. Yet, despite this, initial design problems had a significant impact on the feasibility of achieving anticipated results within the project timeframe.

Lesson Learned: Strengthening women’s empowerment in municipal government

The overall situation regarding women’s rights in Malaysia was largely unchanged by the project. However, if the project had not occurred, it is likely that the space to discuss Muslim women’s rights would have closed further as grantee activities kept these issues in the public arena. It also seems likely that this project provided a safe space for women to discuss their problems and to find strength in collective voice. The project also gave some of the women’s groups, pro-reform media and interested Members of Parliament (MPs) the language and justifications they could use to support Muslim Family Law reform when that issue arose.

Project Description
The project objective overall was on empowering women in eight Pacific Islands. Initially the project was to concentrate on Fiji, but after a number of specific challenges including floods, political instability and the termination of elected councilors in Fiji and the country’s suspension from the Commonwealth, the project had to be redesigned. The focus shifted from elected representatives at municipal level to women working at management and service-delivery levels in local government. The project also moved to become more regional, involving women in local government across the Pacific Islands. The project included gender awareness training, Training of Trainers (ToT) for women working in local government, the creation of a Women in Local Government network and website, multimedia outreach to the community to promote understanding of local government and the crucial role women play in service delivery, and a research and publication component. Although redesign was forced onto project holders by the political climate, it turned out that the local government approach and the regional nature of the project were its major strengths.

Lesson Learned: Democracy for Women’s Rights in Sindh, Pakistan

Evidence collected during interviews and group discussions, and as self-reported by the grantee, indicated that women’s new-found confidence to exercise their democratic rights was sensitive to the attitudes and decisions of their male relatives. If this confidence does not get translated into actual democratic participation the motivation of the women involved may weaken.

Project Description
The project’s objective was to enhance the quality of rural women’s political participation by raising their awareness of fundamental rights; the advantages of democracy and the importance of participation. The grantee aimed to mobilize and motivate rural women to actively participate in political life, and to organize them to take collective efforts on their own behalf.  Activities were targeted at both women and men in 680 communities in Sindh Province, Pakistan, and included data collection, participatory meetings, extensive media campaigns and social gatherings to stimulate community discussion, and the organization of local groups to promote and protect women’s rights. The project was relevant, given the fact that democratic participation in Pakistan, especially of women, was low. Underlying causes included the male-dominated social system, low awareness of fundamental freedoms and democratic rights, and a general lack of confidence in democratic processes.
