Lesson Learned: Promoting Freedom of Information Activism at the Local Level in Brazil

The grantee partnered with the AMARRIBO network, which is the largest network fighting corruption in Brazil. An umbrella organization for some 200 grassroots groups, its purpose is to foster local participation in the fight against municipal corruption. The two organizations complemented each other well. The grantee contributed its experience and knowledge about civil rights issues, access to public information, and the law as well as experience in training and legal advice in these areas. AMARRIBO has a broad social base and extensive experience with intervention at the municipal level, especially as a leader and advocate with public entities. Its knowledge of the local context and stakeholders was a very positive factor in the implementation of the project.

Project Description
The aim of the project was to promote the development of a more inclusive and equal society through promoting the free flow of information to the general public so that individuals, civil servants and civil society groups acting at the local level can hold their government to account, advocate for their rights and entitlements more effectively and influence policy-making processes. Specifically the project set out to foster local activism on freedom of information and to use access to information and transparency tools to strengthen participation within municipal governments across Brazil. The project strategy was built around four specific components: a strengthened and effective network of local activists working on access to information; increased public understanding of the importance of freedom of information and how to use the concept to encourage transparency and accountability; increased public demand for governments’ responsiveness to information requests at the local level; legislative and policy reform initiatives to promote transparency at the local level. The project was highly relevant since the Access to Public Information Act had recently come into effect. This Act required each municipality to draft regulations ensuring its proper enforcement. Yet surveys had indicated a lack of interest and knowledge in many municipalities about enforcing this law.

Lesson Learned: Promoting Freedom of Information Activism at the Local Level in Brazil

The project directly contributed to local enforcement of the Access to Information Act and public transparency policies. This clearly has a positive effect on strengthening Brazil’s democratization process. The project also facilitated the integration of two social intervention practices that had not been used before in this context: the experience of punishing and fighting corruption through the grantee’s network and the preventive approach offering technical assistance to the governments and monitoring agencies to create an oversight system for curbing corruption.

Lesson Learned: Citizen Journalists for Free and Fair Elections in Georgia

The grantee relied heavily on personal contacts to recruit participants, including journalists from the Charter of Ethical Journalists which the grantee had created under an earlier EU project. This was efficient since these people were known to be independent and helped maintain the perception of impartiality. At the same time, this limited the reach of the project to people who were already civically active. There were no links apparent between this effort and other more substantial efforts for citizen journalism, election reporting or observation. The reach of the project could have been extended through better use of social networks beyond the staff’s Facebook pages, and the use of participating media organizations to promote citizen reporting, the website and project purpose.

Project Description
The project’s objective was to promote free and fair elections in Georgia. The project aimed to reduce electoral fraud and increase trust in the election results by involving citizens in monitoring and reporting on elections in cooperation with professional journalists. The citizen journalists, who included media professionals, NGO members and political party representatives, received training and some technical resources, including a memory stick and the grantee’s contact information. They were then left alone to report to the grantee about problems they have witnessed. The intervention was directly relevant to the need to strengthen the integrity of the electoral process and ensure the dissemination of objective information. Georgia lacked a tradition of citizen engagement or peaceful transfer of power through the ballot box. A financial incentive was used by the grantee, paying USD 40 for each verified report.

Lesson Learned: Youth local councils for civic engagement and social change in Palestine

The Youth Local Councils (YLC) in Palestine became very active on social networks; all opened a Facebook page and a common page was created to exchange best practices. The bringing-together of the YLCs in networking meetings and training and promoting a mentoring system to support new participants and retain the experience and expertise of young participants reaching the age limit of 22 were mentioned by a number of beneficiaries.

Project Description
The project focused on the creation of Youth Local Councils (YLC) in six villages in the West Bank – two in the north, two in the central area and two further south. All the young people in these villages were mobilized to register to vote in the YLC elections and underwent training in citizenship, democracy and electoral processes. Families, municipal councils, local non-governmental organizations (NGOs) and community members were involved in the campaign meetings or in overseeing the elections. The YLCs then received further training in the skills they would need in order to ‘govern’ effectively: negotiation, leadership, conducting meetings, fundraising, strategic planning and community action. They consulted with their youth constituents, the municipal council and community members, to devise a plan of action to contribute to their communities’ needs, and subsequently undertook a wide range of cultural and social activities, ranging from computer classes for other young people to the painting and renovation of school buildings.

Lesson Learned: Renforcement des capacités de formation en leadership pour renforcer la participation des femmes dans la vie publique (Algérie)

One of the expected mechanisms of sustainability foreseen – the training of trainers – did not take place. The concrete outputs – a video documentary and a “study” based on an opinion poll – are not of sufficient quality to be usable in Algeria. Although some of the women who participated came together in an informal “network”, experience suggests that the sustainability of such a network will depend entirely on the efforts of those involved in it and/or of a strategic approach to its maintenance by the grantee.

Project Description
The project’s principal objective was to build the capacity of women who are involved in NGOs, trade unions and political parties so that they have the confidence to participate in governance, particularly in local bodies in Algeria. This was to be achieved through leadership training in eight districts for at least 500 women; and a series of four seminars on women’s role in public life for at least 300 women. While the project was relevant, it was only partly effective, not efficient and difficult to judge its impact and sustainability.

Lesson Learned: Enlarging the Social Base for Democracy and the Rule of Law in Egypt

Despite the emphasis on social media and development of trainees’ ICT skills, there was no strong evidence that project beneficiaries stayed in contact or used the ICT skills required to engage in robust advocacy campaigns as per the project's goals. More attention should have been paid to promoting post-workshop networks.

Project Description
The context of the project was the period of intense political activity and instability in Egypt following the 2011 revolution. Within a highly volatile environment that included repression of civil society organisations and democracy advocates, the project gave special emphasis to training in the use of social media to stimulate citizen journalism and free exchange of thoughts. Overall the project was relevant in view of the focus on youth which was well supported by baseline assessments that identified low youth participation in democratic processes. It was also important in view of the overall political environment leading up to elections during the time of the project implementation. The focus on social media was also relevant and effective given the role it had played as a catalyst of the Arab Spring.

The implementing partners in the project document were not used. Instead the grantee implemented the project directly, hiring consultants to do some of the work and using a few of the members from the implementing partners to form additional groups.

Project Description
The Electoral Justice Principles for Trust in the Electoral Process project sought to raise the integrity standard of the electoral processes in Africa by addressing the relations between the key electoral justice institutions and their relevance and accessibility to the electorate. Its main objectives were to: produce a set of electoral justice principles drafted by a group of chief justices and senior electoral and political leaders from Africa and other continents; and support the implementation of these principles in two African countries. Its intended outcomes were to increase trust in electoral justice authorities; reduce violence related to electoral dispute settlements, and to have political parties, candidates and civil society organizations (CSOs) in the pilot implementation country able to claim, advocate and defend rights for public integrity consultations. The project undertook minimal consultations with the large and dynamic electoral assistance sector and missed opportunities to tap its experience, explore collaboration and develop synergies with other efforts, such as the Global Commission on Elections, Democracy and Security that promote the integrity of elections. The norms themselves were not disseminated as planned so awareness of them is extremely limited and they were not endorsed by any international organization as anticipated. Most of those interviewed felt the principles needed wider consultations and did not have the weight required to make significant changes. The project was not Africa-specific and African involvement was limited primarily to the launch in Ghana and the APEJ-SL. The principles and guidelines were global in scope, and were not tailored to Sierra Leone for the pilot. It also focused on general electoral integrity issues and lacked a clear focus on electoral justice and how specifically this could be achieved through the creation of a steering committee.

Lesson Learned: Creation of Women's Parliament in Azerbaijan

The project increased the capacity of members of the women’s parliament in Azerbaijan through a number of activities including thematic and plenary sessions and various working groups. The selection of these activities reflected well the main gender issues in the country. The women’s parliament members are now represented in various coalitions and settings and have become recognized experts on women’s rights and gender equality. Each of the members utilized her networks and areas of influence for a further promotion of gender equality principles.

The overall purpose of the project was to address gender inequality and improve the situation of women’s rights in Azerbaijan. The establishment of the first Women’s Parliament (WP) – a symbolic model of alternative parliament with the focus on gender equality– served as a vehicle for achieving this goal. The Women’s Parliament was expected to result in four specific project outcomes: opening a discussion space for raising gender-specific issues; enhancing gender equality advocacy; strengthening civil society by facilitating women’s participation; raising awareness of national and international stakeholders on women’s issues. The direct beneficiaries of the project were members of the Women’s Parliament. Indirectly, the project aimed to benefit the female population of Azerbaijan.

Lesson Learned: Promoting the African Charter on Democracy, Elections, and Governance

The sustainability of the project will depend on continued political will both of the governments involved but also of the African Union who would need to put in place monitoring and enforcement mechanisms.

At the time the project began, the process of ratifying the African Charter on Democracy, Elections, and Governance, adopted by the African Union in January 2007, was moribund and there was no international project activity to invigorate it. The objective of the project was to strengthen civil society actors to build a constituency for the signing and ratification of the Charter. At the time the project was proposed, 15 ratifications were needed to bring the Charter into force, two countries (Ethiopia and Mauritania) had ratified the Charter and twenty-five had signed it, thus indicating their intention to ratify. Assessing the impact of the project was not easy. The intended direct beneficiaries were members of the African democracy community, whose network and ability to advocate for the Charter were strengthened. It is not possible, based on the timetable of ratifications and project activities, to convincingly demonstrate that the project greatly accelerated the coming into force of the Charter. Only three countries in which activities were implemented actually ratified the Charter. The project objective was not ratification itself but rather strengthening the advocacy community and facilitating ratification yet achieving ratification in target countries was an implicit objective of the project Ultimately, the sustainability of the project activity will also be a function of political will. The project was born of policy elites, implemented by policy elites, delivered results of direct relevance only to policy elites, yet promises substantial benefits to all the people of Africa, who will benefit from democracy.
