Lesson Learned: Strengthening CSO Engagement with Defence Institutions to Reduce Corruption and Strengthen Accountability in Mali

Primary victims of conflict and insecurity in post-conflict and fragile states are often located far away from capital cities - where decision-making and consultation processes are centralised – and their voices are too often overlooked. There was an appetite amongst both Civil Society Organisations and uniformed personnel to take part in joint focus group discussions, and there was a constructive dialogue around improving communication between civil society and defense and security forces at the local level

Project Description
The project was implemented by Transparency International – Defense and Security (as Implementing Agency) and the Cercle de Réflexion et d’Information pour la Consolidation de la Démocratie au Mali (CRI-2002, as Implementing Partner), from April 2018 to December 2019. The project benefited from a UNDEF grant of USD 187,000 and sought to reduce the risk of corruption in the Malian defense and security sector. It included a mix of capacity-building, advocacy and research work in order to build civil society’s ability to advocate for accountability and transparency in the defense sector, and to open a space for them to do so. Strengthening links between civil society and defense institutions and the democratic bodies charged with oversight of defense was an integral part of the approach.

Lesson Learned: Transparency and Public Accountability in Education in Brazil

For an objective assessment of the project impact, the results frameworks must contain baseline, indicators and target that are specific, measurable, achievable, relevant and time-bound (SMART). Use a Monitoring work-plan to determine how the project’s specific activities and results are contributing to the achievement of the project’s outcomes and final impact.

Project Description
The project works to improve access to education in Brazil, by tackling mismanagement in construction of schools; empowering civil society groups to pressure local and federal government official for more accountability; building a network of local monitoring organizations; gathering robust information on problems in several phases of construction and delivery, presented in semi-annual reports to Federal Government and media; holding a final conference on lessons learned and how to redesign policies for effective monitoring and control with the help of local civil society organizations.

Lesson Learned: Civic education and empowerment for more women in leadership, from villages to parliament in Fiji

As part of the capacity building process, at the end of the training session, each facilitator had to submit to the class a project proposal, including a selection of the topics more relevant for her own communities, including an action plan and a budget. This was a very practical approach that worked. The action plan was also a condition for the release of funds to start implementing workshops at the local level.

Project Description
The project aimed to increase women’s representation in public office as part of wider support for women’s representation in political processes and civic leadership in Fiji. The project strategy was structured around three expected outcomes: increased awareness and knowledge of civic education principles among potential women leaders in Fiji; increased capacity of potential women leaders for active participation in civil leadership within both parliament and administrative boards and councils in Fiji and increased awareness within the broader community of the importance of the involvement of women in political processes and civic leadership in Fiji. The project had some success, in particular in training marginal women who are usually excluded from mainstream education and in working with church groups and political parties from across the political spectrum. Implementation, however, was marred by a number of administrative and management shortcomings including a lack of SMART indicators and irregular communication. In addition, the project encountered a number of external challenges including political tensions that generated delays in implementation and the tropical cyclone in February 2016 that left homeless ten thousands of people.

Lesson Learned: Creating a Network of Young Reporters in Armenia

The project lost relevance in implementation to achieving its development objectives as it focused on media skills and products and did not directly address the issues of youth participation, rights or democratization issues in Armenia. Although some youth showed full ownership and were substantially integrated into the project activities, others were not due to the intermittent nature of the contact. The grantee should increase focus on developing the links between skills training and producing media products and the democratic development outcomes sought.

Project Description
The project sought to empower youth and increase their civic participation and the building of a more democratic society through the development of their media skills. Its intended outcomes were to: 1) increase civic and media literacy among regional youth; and, 2) increase the participation of youth in information creation, production and distribution. Its activities intended to 1) increase the capacity of 300 youth in media and journalism through workshops, mentoring and peer teaching; 2) use media as a tool for empowerment by combining social media with professional journalism to strengthen the voice of participating youth; and, 3) connect the youth through a young reporters’ network to organize joint projects and serve as role models.

Lesson Learned: Underpinning and developing the democratic electoral processes in Azerbaijan

The project was relevant to the needs of Azerbaijan because (i) three elections were scheduled during the implementation period, (ii) voter participation has been low, particularly women’s participation, and (iii) especially in rural regions, women’s participation in social and political life is limited.

Project Description
The project was conducted by Center Women and Modern World (CWMW) in partnership with Baku Volunteer Center (BVC), and New Shamakhi Foundation (NSHF). The project was directed promote democratic values and mobilize women for participation in elections. I’s primary focus was on involving women in elections with journalists and local NGO heads as secondary beneficiaries. The project was carried out in 10 regions located close to Shamakhi, which is three hours’ drive outside the capital Baku.
