Lesson Learned: Nigeria Procurement Monitoring Project

The project’s internet portal that made it easy to upload monitoring reports and share information played an important role. In preparation for the design of the portal, the project also supported the peer review and updating of the existing monitoring checklist and reporting template. The development of the portal is regarded as an important achievement, not only by civil society, but also by government regulatory bodies and international donors, including the World Bank, UNDP and PACT Nigeria.

Project Description
The project’s overall objective was to increase the effectiveness of procurement monitoring by non-state actors following the Public Procurement Act (PPA) 2007 in Nigeria. The project was built on a thorough analysis of the current situation regarding government procurement and mechanisms for monitoring and reporting on the process. The publication of two carefully researched annual assessment reports on the state of public procurement and stakeholder knowledge of PPA requirements proved effective for connecting public procurement and integrity in governance. The development of new tools for training of trainers in procurement monitoring and the training of 33 monitors were also valuable. Efforts to work closely with the legislature began well. However, the 2011 Parliamentary Elections brought about a wholesale change in the membership of both houses of the National Assembly. The leading champions of reform in regard to public procurement were defeated, and there was no longer an interest among elected members in working closely with PPDC, although a positive working relationship was established with the parliamentary secretariat.

Lesson Learned: Development of Sustainable Voter Registration Methodologies in Sub-Saharan Africa

The project clearly added value at a time when elections in African countries are sometimes jeopardized by a lack of voter registration methodologies and the public’s distrust of technology for example in the Democratic Republic of Congo and Cote d’Ivoire. Acknowledging that no single voter registration system is appropriate in all cases and that there is no literature on the subject were major steps that no other donors had ever supported.

Project Description
In recent decades, virtually every African country has at some point considered modernizing voter registration technology. New ICT applications have been adopted in many African countries, particularly in post-conflict situations. The project was based on a sound strategy that clearly identified the institutional weaknesses in voter registration models. In selecting partner countries, geographic balance, a variety of political contexts, linguistic diversity, and different levels of technical knowledge were sought. The project’s aim was to generate knowledge and disseminate it among experts and institutional stakeholders. However, the link between knowledge, capacity, and the actual election process, which depends primarily on political will, was not explicitly established in the project design, nor was it incorporated as such in the project strategy. All project activities were successfully implemented and even delivered beyond expectations. The project management team developed a strong organizational and logistical support mechanism to guarantee smooth operation of the database and provided easy and immediate access to it. The project had a number of positive impacts, including ongoing in-depth discussions of voter registration reforms.

Lesson Learned: Development of Sustainable Voter Registration Methodologies in Sub-Saharan Africa

One of the project’s main contributions was to show that each country’s political, demographical and historical backgrounds are unique and that voter registration systems cannot be adopted without in-depth consideration of all national specificities. The same system can work perfectly in one country but fail in a neighboring one.

Lesson Learned: Development of Sustainable Voter Registration Methodologies in Sub-Saharan Africa

Despite positive aspects of relevance, the ultimate barriers to free and fair elections in Africa and elsewhere are political, not technological. That being said, the logical framework of the project explicitly targeted the elections community, not the actual or potential voters, who, of course, were reasonably considered to be indirect beneficiaries of the project.

Lesson Learned: The Bottom-up Governance and Leadership Programme for Women in the Pacific

The e-learning platform was not widely used or well understood. Given the limited utility of the e-platform, the grantee may want to consider diverting future funds earmarked for its maintenance to more useful purposes.

The project aimed to increase women’s political representation and increase their familiarity with governance issues and build their leadership skills. The project undertook training through an e-platform across four countries in the Pacific to achieve these goals. A subsequent “BGLP governance and leadership contest‟ was intended to promote bottom-up governance initiatives by women in their local communities. Those women who presented successful proposals went were given training in participatory project management training (PPM) and taken on a study tour before receiving funding to undertake their mini-projects. There was a mismatch in the project between the problem identified and the solutions proposed. Differences among the participating countries were not taken into account, and the method of training delivery was inappropriate.

Lesson Learned: The Bottom-up Governance and Leadership Programme for Women in the Pacific

The majority of the participants did not have easy, affordable access to Internet. The grantee realized this early in the implementation and disseminated training materials in hard copy. Despite this, assignments had either to be submitted by e-mail or put in the post – which was costly and difficult for those living in remote areas. As a result, many of the women did not complete the course.

Lesson Learned: Media, Transparency and Accountability in Albania

National public TV (TVSH) and other TV stations in Albania with nationwide coverage would not broadcast its programmes because of the nature of their content. To compensate, the grantee productions were uploaded onto YouTube and the grantee helped to create a project website to serve as a repository for its programmes, which was originally not anticipated in the project.

Project Description
Media, Transparency and Accountability in Albania sought to strengthen the role of the Albanian media to promote transparency and government accountability by 1) investigating and informing citizens on issues of civic concern and corruption, and 2) developing, implementing and enforcing its own ethical and professional standards. The project did help to improve the media’s capacity to investigate and inform citizens on issues of corruption and civic concern, but that the difficulty in airing the shows on national TV, and in particular, national public TV, limited its potential impact, as did the lack of synergies with other anti-corruption or good governance activities. The mix of local and national topics for its reports seemed appropriate as it attracted the interest of both audiences and drew national attention to some of the problems in the local areas.
