Lesson Learned: Strengthening Grassroots Women’s Groups to Promote and Protect Civic Space in Uganda

It is vital to document and present evidence of how a project meets target indicators in the delivery of its activities both for internal learning but also to be able to demonstrate effectiveness and impact in a robust and comprehensive way. This requires a dedicated person in charge of monitoring, evaluating, and learning.

Project Description
The project goal is to empower 6,000 women by raising awareness of their gender specific rights, promoting women’s political participation, and addressing all forms of injustices that affect women’s wellbeing; strengthen the capacity of 100 unregistered women’s groups to become registered under the NGOs Act 2016; and support 100 registered women’s groups in advocating, promoting and protecting civic space in Uganda. Project activities will incorporate actions in response to the Covid-19 crisis, as it impacts women, including gender-based violence as well as social and economic pressures.

Lesson Learned: Learning Democracy DemoLab in Hungary

Secondary schools, teachers and students in Eastern European countries are often in a disadvantaged position, especially due to the unfavorable economic situation and very low

salaries; often hampered by a political climate that does not favor creative and democratic learning methodologies. Therefore, projects that try to break out from these constraining conditions and environment in secondary school education are much needed and should be highly supported.

Project Description
The project offers a unique opportunity for experiential learning for young people of all walks of life. It enables them to acquire basic personal, social and citizenship skills and experience a democratic and safe environment in which they are encouraged to take initiatives of their own. This will happen through regularly organized Demo Lab sessions in high schools, boot camps in the summer and assemblies at the beginning of the school year, to empower young Hungarians to take active part in shaping their communities and society, and to inspire others to follow suit.

Lesson Learned: Expanding and Fortifying Local Democracy through the People’s Council in the Philippines

The training activities attempted to cover complex topics in very brief training sessions. This limited the prospects for building the practical knowledge of trainees in local governance and public participation issues.

Project Description
The project had the overall development goal of facilitating the recognition and replication of the Peoples Council in the country as a democratization mechanism in local governance. The immediate project objective was to establish, expand and institutionalize the Peoples Council in 21 barangays in the city and six municipalities in the Metro Naga area. In Naga City, the People’s Council proved itself as an effective mechanism for public participation, particularly for representatives of poor and other vulnerable groups. The project’s initiative to replicate the success of the Naga City People’s council was a relevant contribution to the broader aim of enhancing local democracy in the Philippines. The project had mixed success in achieving its targets and encountered some major disappointments in reaching the goal of institutionalizing the People’s Council in the 27 target local government areas. However, the People’s Councils were officially recognized in the case of four of the six municipal people’s councils, but only in five of the 21 barangay people’s councils. Despite this, grantee cannot be faulted on its effort to achieve the project goals, and, given the scope of what the project sought to achieve, a great deal was accomplished.

Lesson Learned: Civil Society to Monitor and Contribute to Transparency and Anti-Corruption Policies in Moldova

Disappointingly, neither the grantee nor the Anti-Corruption Alliance took the initiative to build on what might be learned from the ten sub-projects and ten organizations. An opportunity to share and jointly build on experience was lost, in particular in areas which are beyond the capabilities of individual members to organize and deliver.

Project Description
The project sought combat corruption – one of the major barriers to effective governance in Moldova - by strengthening civil society and enabling it to become an active participant in shaping of public policy on the subject. At the core of the project was building the capacity and reach of the previously established Anti-Corruption Alliance and related civil society organizations. Through intensive training, ongoing coaching and financial assistance with small sub-projects, the project also offered valuable support in building the knowledge and practical skills of smaller NGOs, both members and non-members, in the anti-corruption field.

Lesson Learned: Empowering Civil Society Groups to Promote Social Accountability

Most activities were planned logically to build awareness and understanding of social accountability on the part of Papuan CSOs, local officials and elected representatives, along with local academics and journalists. However, while individual activities were technically sound and well-received, the project lacked a clearly-defined strategy putting in place sustainable knowledge and skills. Capacity cannot be built through lectures and question-and-answer sessions alone. Beyond this, it will be necessary to provide trainees or learners with opportunities to put what has been learned into practice and adapt new knowledge to the local context.

Project Description
The overall goal of the project was to improve governance in Papua, Indonesia. Specifically, it focused on developing and implementing a practical strategy to build a forum for civil society organizations where civil society could develop skills in social accountability and promote accountability and transparency of the provincial and city governments. Given the deep suspicion of civil society on the part of government in Papua, the intention of the project was to establish the CSO Forum as a legitimate body in the eyes of both decision-makers and the public. Training was provided to all stakeholders – including government officials and a series of dialogue sessions was also organized. However, gaps in the initial baseline analysis and stakeholder consultations, along with a decision to implement the project without a local partner, reduced the project’s relevance to the Papuan context and the needs of beneficiaries. Eight visits to Papua over a two-year period by members of the Jakarta-based project team limited opportunities for contact between the visiting team and beneficiaries, and a lack of continuity across activities restricted what the project was able to accomplish.

Lesson Learned: Strengthening Advocacy Capacity of Civil Society in The Gambia

The grantee provided very useful, tangible and instrumental services which contributed to the project's sustainability. The advocacy strategy framework developed very helpfully outlined the process of organising an advocacy campaign. It was very user friendly and explained clearly in a step by step practical way what needed to be done.

Project Description
The project targeted the Association of Non-Governmental Organizations (TANGO) in the Gambia, and more specifically its 121 member NGOs (including the staff of some 60 NGOs) including over 2,000 members (community based organizations, religious and cultural bodies, youth organizations, trade unions and farmer associations). While the country has a plan for decentralization, the implementation of the plan has been incomplete. Civil society in the country has lacked advocacy capacity and communication channels to cooperate with regional and local level administrations so that decision making takes into account the most pressing needs of citizens.  The project attempted to increase the level of understanding between government and civil society about the positive effect that joint dialogue could have while aiming to increase the association of NGO members’ capacity to effectively engage with the government on issues of concern to civil society. The project in most cases achieved or exceeded the targeted outputs. Beneficiaries praised the usefulness of the advocacy strategy framework tool the project introduced. In addition, advocacy skills trainees confirmed that the knowledge they acquired serve their professional needs. In addition, the project’s communication forum effectively informed the public discussion about discrepancies between legal provisions and current policies.

Lesson Learned: Training of Justice System Professionals to Litigate before the Inter-American Court of Human Rights

The professional competence and the quality of the infrastructure provided by the grantee was excellent The grantee made available a modern E-learning platform for the online phase of the international human rights training courses and personalized assistance to the beneficiaries. This methodological approach yielded excellent academic results, striking a balance between the online and in-person training.

Project Description
The aim of the project was to increase victims’ access to international justice through the Inter-American Court of Human Rights, following an amendment of the court’s rules of procedure to improve the victims’ access to legal representation. The project focused on upgrading the technical and legal advocacy skills of justice system professionals for the promotion and protection of human rights and improving their understanding of international human rights standards. It also focused on raising awareness of the 100 Rules of Brasilia Regulations, and the Inter-American Human Rights System. This was the first initiative in the region aimed specifically at training Inter-American Defenders. The beneficiary groups acknowledged that they have gained a better understanding of the Inter-American Human Rights system at the regional and national level and that their capacity to litigate before the Inter-American Court of Human Rights, an increasingly specialized and complex process, had qualitatively improved.

Lesson Learned: Empowerment of Women Citizens in Turkey

The work to prepare the 350 women trainees to be trainers themselves was less successful. This is, in part, the result of a design flaw in the project, whereby the Training of Trainers course was expected to both build awareness and train trainers. More fundamental was the limitation of what can be accomplished in an intensive five -day course, no matter how well taught and facilitated.

Project Description
The project aimed to raise women’s awareness of their rights as citizens, while also increasing the participation and representation of women in political life. To this end, the project aimed to increase the capacity of selected women’s NGOs in all seven regions of the country. The grantee developed a training-of-trainers’ (ToT) manual and a training guide; organized and delivered a ToT course in 14 centres, two in each region of the country; and encouraged the 350 graduates of the ToT program to each deliver training courses themselves, utilizing the manual and training guide. Deep gender disparities continued to exist in Turkish social and economic life, and many women were quite unaware of their rights as citizens. The project was directly relevant to this problem, as it sought to enhance the capacity of women activists, who were engaged with improving the lives of other women, by enhancing their knowledge of the concepts of gender equality, of women’s rights as citizens, and of practical measures which might be taken to enable women to defend themselves against injustice.

Lesson Learned: Citizenship is my Right

The project fostered group learning processes that built trust and promoted respect for diversity. This effort has resulted in the training of a substantial number of young leaders who are actively participating in the Municipal Youth Councils and who are involved in concrete employment and social projects that address the needs of their villages.

This project aimed to promote democratic participation in local government decision-making by creating Municipal Youth Councils. Designed to encourage young people to gain self-confidence and trust one another the project focused on civic education for local leaders; the creation of Municipal Youth Councils in the targeted villages; and the development of group and individual employment and social projects addressing the social and economic needs of the villages. There project was coherent and relevant. The skills and knowledge from the training were applied to concrete activities that fostered changes in the young people’s behaviour and their effective participation in decision-making.

Lesson Learned: Preparing Iraqi women as leaders, advocates, participants in the political field

The training component of the project was well received and seen as highly relevant by the participants. The training materials, which were of high quality, have a continuing life and are being used both within the NGOs and by individual participants in Iraq.

Project Description
The project aimed to prepare Iraqi women for full and equal participation in the democratic process, by equipping them with knowledge of their rights and by providing a practical set of skills to empower them use this knowledge politically. The grantee worked with existing NGOs that were members the Iraq Civic Action Network. Activities included Training of Trainers for NGO participants; internships for young women who were placed with the NGOs; knowledge-sharing workshops and civic forums organized by the trainees to reach out to a wider public, including decision makers and media; and the reinvigoration of a National Committee for the Political Participation of Iraqi Women.
