Lesson Learned: Advancing Gender Justice with Community Broadcasters in Kyrgyzstan

Foreign funding is a matter of controversy and concern in Kyrgyzstan, especially as it relates to media engagement. UNDEF’s support proved valuable as a neutral, credible, and legitimate source of funding. It allowed for activists and journalists from very different regions, political views, social backgrounds to meet and work together, without prejudice, and achieve results from productive and meaningful collaborations.

Project Description
This project aims to strengthen the transformative role of community media (community radio and community multimedia centers) in Kyrgyzstan to reduce gender-based violence (GBV) and to promote positive role models for women in their respective communities. The project will cover all regions in Kyrgyzstan and work with key stakeholders, including journalists, women activists, rural women as well local government officials through three integrated outcomes focused on stakeholder capacity building, public awareness raising, and support for dialogues.

Lesson Learned: Advancing Gender Justice with Community Broadcasters in Kyrgyzstan

Challenges on gender in Kyrgyzstan still consist of polarized public opinion, declining women's participation in the political system, radicalization and religious extremism, media messaging on negative stereotypes. There is demand for high-quality media programming that promotes more positive role models for women in Kyrgyz society.

Lesson Learned: Advancing Gender Justice with Community Broadcasters in Kyrgyzstan

Community media is key in Kyrgyzstan, given the geographic challenges of rural communities in remote and mountainous locations, where regional news do not reach the country as a whole, and vice versa. Alternative channels of access to information complement national and regional information. It is thus key in advancing gender justice through gender-sensitive information and conscious opposition to gender stereotypes.

Lesson Learned: Development Pacts: An accountability tool in the hands of local communities in Kyrgyzstan

By being more aware of the responsibilities of local government in Kyrgyzstan individuals involved in the project engage actively to identify the most pressing local service needs. Reducing the gap between demand for and supply of public services has increased the public’s satisfaction with local service delivery

The project motivated both the local population and local government in Kyrgyzstan to jointly assess community needs and to jointly prioritize actions addressing the most pressing concerns within the limits of available resources. The approach of putting a monitoring system in place was implemented by Voluntary Citizen Committees (VCCs), as well as by local authorities. Having generated 16 project-driven and 37 beneficiary-driven Development Pacts (DP), of which most have already produced tangible results, the grantee significantly contributed to an improved responsiveness of local authorities in Kyrgyzstan to citizens’ concerns.

Lesson Learned: Development Pacts: An accountability tool in the hands of local communities in Kyrgyzstan

Beneficiaries explained their motivation to continue applying the Development Pact process with the simplicity of the methodology used to identify and prioritize local issues, which basically established the problem, its frequency and the ability to solve the issue. Each aspect was weighed in points (on a scale from 0 to 10), and a comparison of an issue’s total score served to rank / prioritize the different identified local issues.

Lesson Learned: Development Pacts: An accountability tool in the hands of local communities in Kyrgyzstan

Another reason for the smooth introduction of the new process was the clear and easy-to-use Development Pact (DP) template structure, which comprised of: introduction (topic and monitoring committee purpose agreed upon), definition of the DP priority, description of the issue and how to address it, identification of partners involved (including their inputs) in implementing the DP, clarification of financing (including in-kind contribution), purpose of monitoring, activity plan and deadline for DP completion (including target indicators and schedule for monitoring purposes).

Lesson Learned: Development Pacts: An accountability tool in the hands of local communities in Kyrgyzstan

The service monitoring arrangements secured on-the-spot verification of the actual implementation of commitments made under the Development Pacts, including the compliant use of allocated funds. Most project beneficiaries expressed their high satisfaction with this monitoring process, and described it as inclusive, as it involved all members of the local community in the verification of completeness and quality of services.

Lesson Learned: Empowering Communities to participate in Local Governance

Numerous success stories show that the establishment of the Local Action Groups in Kyrgyzstan offered a new mode of cooperation between local Kenesh deputies, other relevant stakeholders and the local population to bring about change. As a consequence, public input and participation is now effectively considered in decision-making processes relevant to these local communities.

Project Description
The grantee aimed to strengthen public participation in local governance and policy-making by facilitating stakeholder dialogue and fostering civic engagement and activism in various towns located in the seven oblasts of Kyrgyzstan. Exchange and cooperation between Kenesh deputies, members of village/city councils, and the local population was initially almost absent in the local areas covered by the project. With a 25% higher than planned participation in the Local Action Groups (LAGs) and higher than envisaged membership the project proved highly effective in establishing an enabling environment for improved citizen participation in local decision-making processes.

Lesson Learned: Empowering Communities to participate in Local Governance

Project staff conducted survey interviews in their local areas without making a distinction between the general population in Kyrgyzstan and the actual beneficiaries of the project's Local Action Group formation and training activities. This made it impossible to exactly determine the direct impact of the project's activities on citizen participation in local decision making.
