Lesson Learned: Civil Society Engagement for Democracy and Good Governance

The project successfully engaged with local state authorities in Côte d’Ivoire, notably the Ministry of the Interior, the Union of Cities and Communes, and members of the national monitoring Committee. These groups provided support to the trainings for elected representatives and civil society actors. This paved the way for establishing the monitoring Committees which allowed for practical dialogue and debate on local issues.

Project Description
The main focus of the project in Côte d’Ivoire was to put in place five departmental committees and one national committee for the monitoring of democracy and good governance. By strengthening the capacity of the members of these committees, the project promoted voluntary involvement in the management of communes and the exercise of civic control. By relying on the country’s policy of decentralization, the project helped local populations develop an interest in governing local affairs through learning about their roles as citizens. This was done through cooperation and engaging in dialogue with locally elected leaders. With this project the grantee integrated strategic priorities of the national decentralization policy into local governance. It also managed to take into account the context of the Ivorian crisis, which was characterized by a weakness of democracy and poor governance. It was therefore a kind of post-crisis pilot project on raising awareness and approaches to training in democratic education and good governance. The project could have applied a more nuanced approach in relation to the different groups that were part of the target population, particularly women and young people and provided more local support.

Lesson Learned: Civil Society Engagement for Democracy and Good Governance

Mayors and municipal counsellors in Côte d’Ivoire became more aware of the essential role of the Commune and the importance of dialogue with citizens. As examples from this project have shown, such dialogue required officials to be more transparent for example by regularly reporting to the population on their activities.

Lesson Learned: Education and Training of Youth for Democracy in Burkina Faso

There was evidence that the project implicitly contributed to the reestablishment of a social contract between authorities and citizens, enabling young leaders and many institutional actors - such as political representatives and local authorities - to exchange views and opinions.

Project Description
The project aimed to mobilize youth to participate in the presidential election, by reinforcing citizens’ and voters’ knowledge. The beneficiaries were young leaders of women’s and men’s associations from across Burkina Faso, aged 18 – 25, who were involved in and committed to civil society specific activities for the youth. Activities focused on education, training and sensitization and, subsequently, on the development of a group of young leaders that can relay information and training knowledge to members of youth organisations and to the youth of their villages. The project was firmly rooted in the socio-political and cultural context of Burkina Faso. The lack of participation of young citizens in successive elections is intrinsically linked with the lack of education, in particular citizens’ and voters’ education. In the context of a still male-dominated country, the identification of beneficiaries comprising both young men and women was also appropriate to address the political participation of women. The project was also coherent in that it covered the pre-electoral, electoral and post electoral periods.

Lesson Learned: Enhancing Dialogue for Inclusive Constitution

The grantee seemed to have missed the opportunity to convince the project's former beneficiaries of the importance of continued dialogue, negotiation and networking to ensure sustainability. Since the Constitutional Assembly in Nepal failed and, taking into account the project's long-term objective to establish a mutually shared vision of Nepal's future form of governance, the project's former beneficiaries could have played a lasting key role in further disseminating relevant knowledge and information, in particular at the grass-roots level.

Project Description
This project aimed to improve the situation of Nepal's historically marginalized and indigenous Dalit, Muslim and Adivasi groups. The project was undertaken to correspond with the schedule of the country's Constituent Assembly (CA), which was entrusted with the development of a new constitution for Nepal. It developed coalitions among the country's marginalized groups, in order to increase receptiveness of political parties to Dalit and indigenous issues and to reflect them in the new constitution. The grantee made a deliberate effort to provide the marginalized group representatives and those involved in the drafting of the constitution high quality information about issues related to constitutional processes and examples of federalist practice in other countries. Although the Constituent Assembly dissolved without completing its mission, the extent to which the alternative constitution, the project's central output, has contributed to preliminary constitutional drafts of the Constituent Assembly‘s thematic committees demonstrate the project's impact.

Lesson Learned: Appui à la participation politique et citoyenne de la femme dans le processus démocratique au Burundi

The project was closely linked to the 2010 electoral challenges in Burundi to encourage women to vote and to stand for election. The election process, with a mandatory quota of 30% female representatives within institutions, was an important lever to generate collective awareness among all these leaders and shapers of opinion. This project also went beyond the elections by suggesting the creation of a National Forum for dialogue, allowing women leaders to overcome political differences and to exchange ideas on priorities to be implemented in order to improve the living conditions of Burundian women.

Project Description
The goal of the project was to increase and strengthen political participation and citizenship among women within democratically elected institutions before, during, and after the election process of 2010. The underlying idea was to make use of this election period as a timeframe allowing for public debate in order to raise awareness among influential parties, such as the media and women leaders, of their rights in order to better know and to assert these rights by creating a National Forum.
