Lesson Learned: Advancing Pedestrian Rights in Georgia

Consider developing formal partnerships with research organizations or think tanks, particularly those specialized in related topics such as public transportation.

Project Description
 The project was generated by UNDEF itself, which approached the grantee and asked it to design the initiative as a response to the asymmetrical power balance between cars and humans in many post-Soviet cities. The project objective was “To create a systematic long-term approach and corresponding tools to effectively impact pedestrian strategy development and state accountability to pedestrian policy development and execution.” The project focus was timely and relevant. The project approach was innovative and agile in adapting to shifts in the context. The project achieved its objectives and was cost-efficient and well managed. Although it faces sustainability challenges, the project approach and grantee could potentially adapt and tailor their work to both international donors and other interested stakeholders. UNDEF’s flexible approach; initiative in generating project ideas; and willingness to generate a project in partnership with a small organization in response to a particular need are valuable assets in the context of this project.

Lesson Learned: Promotion of Women’s Empowerment and Rights in Somalia

Some partners were replaced during the project because they lacked commitment and did not attend meetings. Some of the organizations that were replaced had ceased operations, and in some cases CSOs insisted on nominating unqualified Resource Persons unacceptable to the grantee. Since the CSOs had signed memoranda of understanding with grantee and were considered to be non-performing against these, replacement was relatively smooth.

Project Description
To increase representation and participation of women in social, economic and political activities in Somalia, the project focused on training and providing support to 20 CSO partners, through mentoring, exchanges, and networking. Grassroots awareness was raised through the CSOs and via the media, as well as through a series of school debates. Advocacy targeting regional and national officials was carried out through meetings and the development of regional and national strategies on women’s empowerment. A final component of the project tested the new capacity of these CSOs, by awarding 10 USD2,000 grants to CSOs which submitted the most innovative projects on women’s empowerment. The project was well designed, with a number of components that helped it both to empower women in the 20 participating CSOs and beyond. It was also timely, given discussions on a new Constitution and elections announced for 2016. The actions planned were carried out and met their targets. There were no superfluous components in the project; each was designed to add value to other parts of the project.

Lesson Learned: Promoting Human Rights through Providing Access to Information for Marginalized Women in Zimbabwe

The grantee presented the project as a partnership with three other NGOs and a private commercial radio station. The partners clearly brought added value to the proposal because they had long-standing experience working with women in the project areas. However, the partners had been insufficiently involved in the design of the project, and that they were presented with a set of activities to implement but had had little say in defining the project’s strategy.

Project Description
The project had four objectives: to increase and improve gender-sensitive media coverage of issues affecting women in marginalized communities, in traditional/mainstream media in Zimbabwe; to create tools and use non-traditional media to disseminate and exchange information; to increase the capacity of marginalized women to use social media to access human rights information and freely express themselves on political, social, economic and cultural issues; and to increase marginalized women’s participation in policy dialogues and decision-making in target communities. The project was implemented in 10 communities across Zimbabwe and was designed to benefit over 7,000 women through activities including training of citizens journalists, and professional journalists in gender-sensitive reporting; the production of phone-in radio programmes; mentoring of student journalists; and use of Internet-based platforms for sharing information. The project was based on a good analysis of the gender inequalities faced by marginalized women in relation to access to information, awareness of their rights and exercise of political participation. Nevertheless, the project’s relevance was marred by its overambitious design and a lack of prioritization among its various objectives and approaches.

Lesson Learned: Empowering Local CSOs in Yemen through Participation in Local Governance

The project might have benefited from a small grants scheme. Interviewees at the local level regretted that there had been no provisions for a small grants process in the project design. Such a process might have indeed helped enhance the relevance of the multi-stakeholder dialogues at local level, and communities’ buy-in in the project, as a result of the availability of funds to take immediate action.

Project Description
The project aimed to address the problem of weak local civil society organizations [CSOs] and the general lack of collaboration between private and public development stakeholders in Yemen. Specifically, the project sought to improve the capacity of local CSOs and strengthen partnerships between local CSOs and the government at the local and national levels in order to effectively address emergencies and respond to humanitarian situations. The project was implemented in four governorates of Yemen (Sana’a, Aden, Hadramawt and Hudaydah ) and in three pilot pilot districts (Ghayl Ba Wazir in Hadramawt, Al Boreqah in Aden, and Al Mansuriyah in Hudaydah), while advocacy at national level was conducted with the authorities in Sana’a. The project was very relevant, in that it identified genuine needs at community level and in terms of civil society capacity building and took a two-pronged approach (that was appropriate to the situation in Yemen. The project could not have anticipated the near-failure of central government that Yemen has experienced since 2014. However the project strategy of working with local authorities and civil society stakeholders at community level was relevant to the reinforcement of local governance, irrespective of the national political situation. Some significant groundwork has been carried out in this respect, which may bear fruit if a functional government is re-established.

Lesson Learned: Empowering Vulnerable People through Internet: E-Learning Initiative for Young Migrant Workers in China

In developing future projects, in consultation with its partners and associates, the grantee should ensure that detailed guidelines are developed to ensure that partners and beneficiaries have a road map on: what to do; how to do it; with whom; where; when; and, how frequently.

Project Description
The project succeeded in meeting its targets in its final phase, including the development of 20 proposals and petitions by young migrant workers and CSOs working with them, concerning desired improvements in working and living conditions. Of these, eight described practical initiatives or small projects. Each of the eight was awarded a small grant to implement the plans proposed. While some students gained valuable experience, many of those involved lacked the commitment to taking an active role in support of the young migrant workers. Further, the role assigned to the students in “assisting young migrant workers using social media” was vague, and they lacked guidance on what to do and how to do it. In addition, the students, as well as the academic coordinators and the CSO representatives interviewed, all commented on the wide social gap between students and the young workers, which made communication difficult.

Lesson Learned: Advancing the rights of women in the West Bank periphery, Palestine

The project engaged the two West Bank universities that have urban planning programmes, so that the concept and practice of women’s representation and participation in this field can be mainstreamed into the education of future urban planners, architects and engineers. The project also built strong ties with relevant Ministries as well as with UNHABITAT, so that the methodology and outcomes were embedded into work with possible future partners.

Project Description
The objective of the project was to promote social change and empower women in the West Bank to increase their participation within local governance, specifically in urban and environmental planning at the level of local councils. The project also aimed to increase public awareness and support for women’s participation in local governance and urban and environmental planning. The project was implemented in the north, middle and south of the West Bank, focusing on zones where the Israeli authorities have control of land use. Upskilling local councils through the training of women - both elected and aspiring to election - was particularly relevant as it filled a specific and significant need to developing community governance in the most challenging areas of the West Bank.

Lesson Learned: Empowering the Voice of a New Generation in Pakistan

The CBO partners were primarily used for logistical support by the grantee who implemented the project from its office in Hyderabad in Pakistan. The anticipated capacity building for partners did not appear to have taken place. Given their limited programmatic involvement, positive changes among CBO partners are unlikely.

The project’s objective was to increase the role of youth in public affairs and policy development in 20 locations in Pakistan. Its intended outcomes were: a strengthened networking and institutional capacities of the programme; enhanced understanding of the Voice of New Generation youth on social, political and development issues; and increased participation of Voice of New Generation groups in research and advocacy for policy making on youth issues.   The project design addressed issues directly relevant to youth and incorporated community based organizations into programme delivery which helped ensure an effective intervention and continuity of efforts. However, it assumed all participants were literate, had internet access, and the time and drive to develop and sustain a Voice of a New Generation effort within their area. This was the case for only a small minority of the targeted youth. This significantly reduced the relevance of the project.

Links were made with some universities that contributed to several project events, such as a national conference, but there were no links demonstrated with other youth or democratic governance efforts underway in Pakistan, including a similar UNDEF funded project for youth done in some of the same locations as this project.

Lesson Learned: Strengthening Municipal Capacity for Access to Public Information in El Salvador

The grantee created strategic alliances with three institutions of complementary capacities and competencies in an attempt to maximize impact. This allowed the issue to be raised in public educational centres, thereby significantly multiplying knowledge, and it enabled a more efficient deployment of resources. The grantee was a particularly important ally for the governmental Institute for Access to Public Information (IAPI) in El Salvador. However, IAPI’s institutional fragility kept it from capitalizing on the aid provided by the grantee by the end of the project. This could have been a key element to ensure a relevant and high-quality education process in other municipalities.

Project Description
The grantee sought to improve the fundamental conditions for democracy in El Salvador by helping municipal governments enforce the Law on the Access to Public Information. The project strategy focused on strengthening the capacities of public and private stakeholders to publicize, implement and enhance citizen oversight of enforcement of the law. The project successfully contributed to improving the cultural and institutional conditions required for transparency and the participation of citizens in democratic institutions. At the same time there was an increase in the knowledge of citizens about the importance of the right to public information and of citizen oversight. It is worth stressing the relevance and good design of the proposed methodology which was based on training multipliers and carrying out an in-depth analysis of the needs of the actors involved.

Lesson Learned: Promoting Freedom of Information Activism at the Local Level in Brazil

The grantee partnered with the AMARRIBO network, which is the largest network fighting corruption in Brazil. An umbrella organization for some 200 grassroots groups, its purpose is to foster local participation in the fight against municipal corruption. The two organizations complemented each other well. The grantee contributed its experience and knowledge about civil rights issues, access to public information, and the law as well as experience in training and legal advice in these areas. AMARRIBO has a broad social base and extensive experience with intervention at the municipal level, especially as a leader and advocate with public entities. Its knowledge of the local context and stakeholders was a very positive factor in the implementation of the project.

ARTICLE 19: Global Campaign for Free Expression
Project Description
The aim of the project was to promote the development of a more inclusive and equal society through promoting the free flow of information to the general public so that individuals, civil servants and civil society groups acting at the local level can hold their government to account, advocate for their rights and entitlements more effectively and influence policy-making processes. Specifically the project set out to foster local activism on freedom of information and to use access to information and transparency tools to strengthen participation within municipal governments across Brazil. The project strategy was built around four specific components: a strengthened and effective network of local activists working on access to information; increased public understanding of the importance of freedom of information and how to use the concept to encourage transparency and accountability; increased public demand for governments’ responsiveness to information requests at the local level; legislative and policy reform initiatives to promote transparency at the local level. The project was highly relevant since the Access to Public Information Act had recently come into effect. This Act required each municipality to draft regulations ensuring its proper enforcement. Yet surveys had indicated a lack of interest and knowledge in many municipalities about enforcing this law.
