Lesson Learned: Opening the Doors of Policy Making in Central Asia and South Caucasus

From the institutional point of view, one of the strongest sustainability aspects is that new think tanks undertaking research have been integrated, informally if not yet formally via certification, into a long-established existing think tank network. The project benefited from, a strong internet dissemination strategy.

The project sought to strengthen policy processes in eight countries -- Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan – by improving the capability of independent civil society organizations to engage in policy debates. Activities included two training workshops, two regional networking conferences, and supervised research during the course of which eight policy fellows produced research papers. The project promoted sharing of experiences among CSOs operating in often isolated and difficult settings. The project also allowed NGOs to benefit from the experience of NGOs in countries such as the Baltics and countries in Eastern Europe where CSOs were a positive force for democratic development.

Lesson Learned: Opening the Doors of Policy Making in Central Asia and South Caucasus

The policy research papers produced by fellows gave the training an “on the job” aspect and guaranteed that at least one significant output would be produced as a result of the training. All policy papers were translated so as to be available both in English and Russian and published on the internet and in a bilingual hard-copy volume that was assigned an ISBN number.

Lesson Learned: Opening the Doors of Policy Making in Central Asia and South Caucasus

The prospects for successful democratic transition in the target countries is more challenging than it ever was in the now-European former Soviet states and Eastern Europe. The lack of domestic financial support will make independent NGOs vulnerable to nationalist criticisms. While it has formed capacity, strengthened institutions, and introduced CSOs into an international network, it is difficult to imagine any of the target NGOs successfully mobilizing substantial international support.

Lesson Learned: Best Practices for Women´s Participation in Democracy at Local Levels (Argentina)

The study Sex and Power. Who runs Argentina?  led to the development of the Women’s Participation Index (IPM), a methodological tool that will facilitate future studies on women’s gains in policy-making. The publications have had an extensive impact and are being used not only by the beneficiaries but by stakeholders outside the project (e.g., UNDP, FLACSO, British Embassy, CSOs)

Project Description
The project tackled the issue of women’s political participation from a broader, more inclusive perspective, moving beyond the national level to analyze developments in the provinces and municipalities. This approach responded to the unmet needs and challenges of the Argentine context, and led to greater equality in real terms and improved women’s participation in society and politics at the local level. The project strategy focused on consolidating and advancing a new view and understanding of the essential role of women leaders in social and policy-making bodies in Argentina. It pursued two main objectives: (a) to promote women’s leadership in civil society by identifying and sharing relevant experiences in leadership-building with this group at the local level; and (b) to provide tools for improving women leaders’ ability to promote the issues on their agenda through advocacy with national and local government agencies.  At the technical and institutional levels, the project yielded results that will support the continuity and replication of its initiatives.

Lesson Learned: Towards a better electoral process in Mongolia

The efforts to develop a new module for civic education, that contained the information on the structure of government and voter’s rights, roles and responsibilities, directly addressed the lack of a civic education program in the schools that was relevant to Mongolian democracy in the 21st century. The grantee worked directly with the Ministry’s Institute of Educational Research which increased its relevance and significance for the Ministry and for the national school system.

Project Description
The project sought to strengthen the electoral system and civic participation in Mongolia by raising the level of voter education and public awareness on democratic institutions and processes. Its main objectives were: to prepare a voter education high school curriculum; establish a network of volunteers able to train on voters rights issues; improve the skills of key officials involved with elections; and implement a public awareness campaign for voters for the elections in 2012. Its intended outcomes were to have its voter education curriculum adopted by the Ministry of Education as part of the national school curriculum; trained observers and officials ready for the 2012 elections; and, a more knowledgeable public on voter issues. It is evident that this project contributed towards these results and to the more positive outcome of the 2012 electoral process when compared to the situation in 2008. The project started early when no one else was working on these issues, and it was a sizeable project for the sector. However, the extent of the project’s reach and its actual impact is unknown.

Lesson Learned: Development of Sustainable Voter Registration Methodologies in Sub-Saharan Africa

The incorporation of the specific voter registration findings matrix into other programmes also enhanceds sustainability. For example the BRIDGE programme has a unique curriculum designed to reach all direct and indirect electoral stakeholders, including CSOs, local observers, the media, electoral monitoring groups.

Project Description
In recent decades, virtually every African country has at some point considered modernizing voter registration technology. New ICT applications have been adopted in many African countries, particularly in post-conflict situations. The project was based on a sound strategy that clearly identified the institutional weaknesses in voter registration models. In selecting partner countries, geographic balance, a variety of political contexts, linguistic diversity, and different levels of technical knowledge were sought. The project’s aim was to generate knowledge and disseminate it among experts and institutional stakeholders. However, the link between knowledge, capacity, and the actual election process, which depends primarily on political will, was not explicitly established in the project design, nor was it incorporated as such in the project strategy. All project activities were successfully implemented and even delivered beyond expectations. The project management team developed a strong organizational and logistical support mechanism to guarantee smooth operation of the database and provided easy and immediate access to it. The project had a number of positive impacts, including ongoing in-depth discussions of voter registration reforms.

Lesson Learned: Democracy for Women’s Rights in Sindh, Pakistan

Not much thought was given to the design of the media campaign element of the project at its start. In planning for this element of the project the grantee could have included a qualitative market research component, even as simple as a few focus groups, to help assess impact and revise messages and materials accordingly. This would have also allowed an assessment of the impact of the media campaign.

Project Description
The project’s objective was to enhance the quality of rural women’s political participation by raising their awareness of fundamental rights; the advantages of democracy and the importance of participation. The grantee aimed to mobilize and motivate rural women to actively participate in political life, and to organize them to take collective efforts on their own behalf.  Activities were targeted at both women and men in 680 communities in Sindh Province, Pakistan, and included data collection, participatory meetings, extensive media campaigns and social gatherings to stimulate community discussion, and the organization of local groups to promote and protect women’s rights. The project was relevant, given the fact that democratic participation in Pakistan, especially of women, was low. Underlying causes included the male-dominated social system, low awareness of fundamental freedoms and democratic rights, and a general lack of confidence in democratic processes.

Lesson Learned: Strengthening the Leadership of Women in Local Democracy – Gram Panchayats (Village Councils in India)

The collection of baseline data from the elected women before they participated in the project’s capacity building activities progressed very slowly as implementing partners were unfamiliar with the methodology of the baseline survey. A second survey to determine the project's outcome was not carried out before the end of the project.

Project Description
The project aimed to strengthen the leadership of women elected into Gram Panchayats (Village Councils) in the state of Rajasthan. Project activities were undertaken pre- and post-elections. Pre-election the activities involved championing the women candidates. Post-election the project focused on helping women fulfill their roles and responsibilities as elected women representatives (EWRs). A pre-election campaign focused on the dissemination of simplified, complete and accurate information. The goal of this information was to counter various myths and misunderstandings that were used to discourage prospective women candidates. Campaign materials were well researched and created with great care, taking into account local needs and conditions. Following the elections, residential leadership workshops instilled confidence, self-respect, dignity and solidarity among the women representatives.

Lesson Learned: Assessing Democracy Assistance

Weigh the advantages and disadvantages of book or journal special issue publication. Papers can quite quickly become outdated. But publishing through a leading academic press, can add credibility and reach.

The project’s goals were to provide the first comprehensive assessment of global democracy assistance efforts based on the views and perceptions of local stakeholders and to ensure, through systematic dissemination and consultation among policy makers, opinion leaders, media and local stakeholders, the findings’ impact on future policy design. Whether the project succeeded in strengthening international commitment to democracy assistance and strengthening the quality of development assistance by improving the alignment between the supply and demand sides is difficult to judge, especially for a small, short-term intervention. However, evidence has been found that project results were broadly disseminated and cited among academics and practitioners worldwide. While the project did not provide capacity building and institution strengthening in the traditional sense, it did promote activities of a number of relatively young researchers, contributing to rejuvenating and strengthening the democracy community.

Lesson Learned: Assessing Democracy Assistance

All funders in the development assistance field, whether government agencies or private foundations, have shied away from funding research. The result was a cleavage between research as it would more traditionally be considered in the social, political and (more recent and largely Anglo-American) policy sciences, and programme design and implementation.
