Lesson Learned: Young Builders of a New Citizenship In Chad

The project outcomes were ambitious especially given the outputs that were delivered to achieve them. The authorities in Chad were not adequately informed or involved during the project. The grantee assumed that putting youth organizations together and formulating a youth plan and platforms would be sufficient to create autonomous youth initiatives and to forge dialog with authorities.

The project aimed to empower young people so that their voices could be heard by public authorities. The project focused on strengthening youth capacity, youth initiatives and dialogue between youth organizations and authorities as partners in public policy. It was a continuation of a programme which the grantee had been conducting since 2005 through its youth network in 12 municipalities across the country. The project was based on the finding that participation of young Chadians in the public sphere was very low and that there was a need to increase their capacity for action. The project was relevant, since there is no real youth strategy in the country and youth represent 70 per cent of the population but lack access to democratic space and have a low quality of education.

The project design would have benefited from a better use of lessons learned from the grantee’s previous projects and its youth association network. This would have helped identify the challenges faced by young people and to develop a proper national action plan and youth platforms that were relevant.

Lesson Learned: Young Builders of a New Citizenship In Chad

Although more than eight hundred young people from Chad were informed about their rights and duties, the project did not lead to any changes in the youth organizations’ perception of how the voice of young people could be heard. Most of the young interviewees declared that there was no additional dialogue with authorities after the project’s termination.

Lesson Learned: Engaging civil society and youth in public policy dialogue in North Africa

While the project’s training methodology was excellent, the project design did not include a sufficiently detailed analysis of the political environment surrounding participation in policy debates. This resulted in a failure to build on-going contacts to close the gap between young people and political leaders involved in policy making.

It aimed to help civil society organisations and youth to identify problems and propose solutions to decision makers, develop effective leadership and advocacy skills to articulate their positions. It also hoped to establish a sustainable regional network of policy advocates to share information, best practices and lessons learned. Weaknesses in the grantee’s initial problem analysis and a lack of hands-on support undermined the project’s effectiveness. Training on leadership and advocacy skills could have been delivered by experienced civil society members instead of professional educators. It would have also been appropriate to include and seek involvement from political decision-makers to ultimately obtain support for the project’s objective and outcomes.

Lesson Learned: Engaging civil society and youth in public policy dialogue in North Africa

The key impact of was changes in attitude among the participating youth. These changes can be ascribed to the Project Citizen methodology employed by the project which used a hands-on training approach, in which participants worked in small groups to develop change strategies addressing specific, real-life concerns.

Lesson Learned: Empowering Vulnerable People through Internet: E-Learning Initiative for Young Migrant Workers in China

In the sphere of social media, the grantee assisted the trainees in establishing micro-blog and instant messaging accounts with well-known service providers in China. A small number of the trainees, drawn from the ranks of the Focal Points, emerged as young labour leaders, playing important roles in organizing their colleagues to petition employers and local government on specific labour grievances, and, at times, mobilizing other YMWs to take part in strike or protest action.

Of these, eight described practical initiatives or small projects. Each of the eight was awarded a small grant to implement the plans proposed. While some students gained valuable experience, many of those involved lacked the commitment to taking an active role in support of the young migrant workers. Further, the role assigned to the students in “assisting young migrant workers using social media” was vague, and they lacked guidance on what to do and how to do it. In addition, the students, as well as the academic coordinators and the CSO representatives interviewed, all commented on the wide social gap between students and the young workers, which made communication difficult.

Lesson Learned: Empowering Vulnerable People through Internet: E-Learning Initiative for Young Migrant Workers in China

Student participants seem to have learned a great deal about the experience of migrant worker life in China. Around 30 students became thoroughly engaged and met frequently. Once the training was completed, the students who remained involved pursued two lines of activity: to work with CSO partners in support groups to assist workers groups with effective use of social media, and, secondly, to assist the grantee with running the web-site dedicated to young migrant workers.

Lesson Learned: Empowering Vulnerable People through Internet: E-Learning Initiative for Young Migrant Workers in China

Three of the problems encountered, which arose from mistaken assumptions about three of the principal set of participants in the project, were rather basic, suggesting gaps in the initial needs analysis and feasibility assessment conducted by the project team. The first concerned the primary beneficiaries, the young migrant workers, and a lack of fit between the character of planned project activities and their way-of-life. It was discovered that they had limited time availability and an unpredictable schedule of working hours. Given what is widely known about the conditions of work and living of migrant workers, this should not have been a surprise.

The project tried to do too much with too many beneficiaries in too many locations. A more focused project would have been both more efficient and more effective. For the most part, project resources were deployed well in support of the project plan. However, in retrospect, given the limited success of the E-Learning and social media components, as well as the limited duration of the engagement that the project had with most youth trainees, there are questions as to whether project resources were utilized in the most efficient way to support the designated beneficiaries.
