Lesson Learned: Engaging civil society and youth in public policy dialogue in North Africa

While the project’s training methodology was excellent, the project design did not include a sufficiently detailed analysis of the political environment surrounding participation in policy debates. This resulted in a failure to build on-going contacts to close the gap between young people and political leaders involved in policy making.

The project’s objective was to support the involvement of youth in public policy debates. The project activities included training and organizational support for local civil society projects. It aimed to help civil society organisations and youth to identify problems and propose solutions to decision makers, develop effective leadership and advocacy skills to articulate their positions. It also hoped to establish a sustainable regional network of policy advocates to share information, best practices and lessons learned. Weaknesses in the grantee’s initial problem analysis and a lack of hands-on support undermined the project’s effectiveness. Training on leadership and advocacy skills could have been delivered by experienced civil society members instead of professional educators. It would have also been appropriate to include and seek involvement from political decision-makers to ultimately obtain support for the project’s objective and outcomes.

The project’s third outcome, the establishment of a regional advocacy network, was not achieved. The young participants were more engaged with designing and implementing specific projects at local level. This left them with little time or resources to engage in participatory policy development and broader advocacy. This reveals that some aspects of the training’s design – notably on advocacy campaigning and on cross-border networking – were not addressed in sufficient detail.

The project had an indirect impact through encouraging participants to engage in their own local development projects, for example, youth participants worked on awareness-raising on drugs; campaigns to encourage girls to complete secondary education; vocational training for young unemployed people and research on the exploitation of underage domestic employees.

Lesson Learned: Civic Involvement for Transparency and Accountability in Kosovo

The methodology for monitoring was adopted consistently by all partners. The approach to monitoring was well structured in setting out what to do and how to do it. The grantee also provided templates for recording information and reporting. In the course of the project, in addition to drafting monthly reports, all CSO monitors produced three reports on municipal governance performance.

Lesson Learned: Civic Involvement for Transparency and Accountability in Kosovo

Participating CSOs were given training and reference materials to enable them to engage in hands-on processes including monitoring of the proceedings of the municipal assemblies and the decision-making of the municipal executive. The training also enabled them to draft monitoring reports, facilitate community participation and assess priority issues in local communities as well as to develop policy analysis, prepare policy briefs and engage in advocacy. The training was highly effective in all three cases, and was followed up by continuing coaching and accompaniment at key points in the process by the grantee project team.

Lesson Learned: Civic Involvement for Transparency and Accountability in Kosovo

The initial project idea was for the grantee to replicate its earlier experience in monitoring the national legislature in Kosovo at the level of the municipal assembly. However, following a request to the grantee from UNDEF to make adjustments to the project plan, its focus switched from managing a team of locally-recruited consultants to preparing selected CSOs to monitor the work of municipal assemblies and of the work of municipal government, more generally.

Lesson Learned: Civic Involvement for Transparency and Accountability in Kosovo

Community engagement was the area where the project had the greatest short-term impact. Most municipal assembly Heads, mayors and senior local government officials, had little or no previous exposure to meetings where they interacted with local community members on their concerns and priorities. The project introduced community consultations and more elaborate Town Hall meetings. This innovation was quite successful it persuaded municipal leaders of the value of citizen engagement. It also led to concrete results when issues raised by the community were included in municipal budgeting.

The short-term impact of the project in enhancing transparency and accountability in local governance was positive with the project demonstrating most effectively the potential contribution of civil society in enhancing democratic practice at local level. It is also apparent that without sustained financial and technical support and continuing monitoring the gains will not be sustained.

Lesson Learned: Civic Involvement for Transparency and Accountability in Kosovo

The emphasis on advocacy built on the experience participants had gained in monitoring, reporting and community engagement. It focused on enabling the CSOs to identify the most pressing issues, to conduct further research, and to identify practical options through which the problem might be addressed. Policy briefs were produced to a set format, and these formed the basis for an advocacy process, during which the CSOs were often accompanied by the grantee in key meetings.

Lesson Learned: Civic Involvement for Transparency and Accountability in Kosovo

The grantee’s knowledge of social and political realities in all regions of Kosovo and in all ethnic communities enabled it to be thorough in its risk analysis. The primary risk identified was that of non-cooperation by the municipal assemblies and municipal government administration. Risks were well-identified, and risk mitigation strategies effective.
