Lesson Learned: Youth local councils for civic engagement and social change in Palestine

The young people themselves had creative ideas about how to secure both funds and in-kind support for their activities; however repeatedly having to source such support can over time become a disincentive to participation. Despite the strong commitment to volunteerism created and promoted by the project, it would have been a good idea to increase the attention given to fundraising during the training provided to the elected Youth Local Council members and to bring in an experienced fundraiser to deliver such training so that the young participants would have access to the resources necessary to implement their many creative ideas.

Project Description
The project focused on the creation of Youth Local Councils (YLC) in six villages in the West Bank – two in the north, two in the central area and two further south. All the young people in these villages were mobilized to register to vote in the YLC elections and underwent training in citizenship, democracy and electoral processes. Families, municipal councils, local non-governmental organizations (NGOs) and community members were involved in the campaign meetings or in overseeing the elections. The YLCs then received further training in the skills they would need in order to ‘govern’ effectively: negotiation, leadership, conducting meetings, fundraising, strategic planning and community action. They consulted with their youth constituents, the municipal council and community members, to devise a plan of action to contribute to their communities’ needs, and subsequently undertook a wide range of cultural and social activities, ranging from computer classes for other young people to the painting and renovation of school buildings.

Lesson Learned: Promoting Active Participation of Civil Society in Environmental Governance

Following the completion of the project, the Vietnam Institute for Human Rights required external support to train future trainers at the provincial and district-level officials and civil servants. The withdrawal of support from the Institute after the end of the project could have been predicted.

Project Description
The project aimed to improve environmental conditions in Viet Nam. The grantee worked with the Vietnam Institute of Human Rights (VIHR) of the Ho Chi Minh National Academy of Politics and Public Administration (HCMPA) to prepare a curriculum for high-level government officials designed to provide a better understanding of the benefits of civil society participation in environmental policy. The grantee also worked with the Center of Environmental Training and Communications (CETAC) of the Vietnam Environmental Administration (VEA) to train journalists in the use of independent research methods and sources of investigation. In addition, the project supported the capacity building of local NGOs in the areas of strategic planning, financial management, and communications, in order to help them address key donor expectations.

Lesson Learned: Reinforcement of the role and image of women in West African media

The grantee did not fulfil its commitment to recruit a full-time project coordinator, using its own funds.Whenever an applicant indicates preparedness to provide in-kind contributions as part of a project, UNDEF should require that this be expressed in a binding contract, and ensure that the contribution is actually delivered.

Project Description
The project was to promote journalistic content countering negative images of women and reinforce the role of women journalists in the media, including at leadership level. The project’s impact was very clear in Niger were it contributed to the publication of a “Charter for the Improvement of the Image of Women in the Media”. In Mali and Burkina Faso, stakeholders mentioned positive changes in relation to journalists’ training on the use of oral testimony. The Femedia prizes given as part of the project had an impact beyond those journalists and media houses that participated in the competition. However, the overall impact of the project could have been greater if the grantee had developed and implemented an explicit advocacy strategy addressing government authorities and media regulators. As it was, the project only addressed these stakeholders indirectly.

Lesson Learned: Democratizing governance for development: LDC civil society engagement

The evaluators believed that the grantee cannot simply continue advocacy actions but must put in place a strategy and work plan that reflect the needs of its members and that might include actions – like training and information processes – that donors would consider funding.

Project Description
The project was timed to coincide with UN processes related to follow-up of the outcome document of the Third UN Conference on the Least Developed Countries (LDC-III) in Brussels in 2001, known as the Brussels Programme of Action (BPoA) and preparations for the Fourth UN Conference on the LDCs (LDC-IV) held in Istanbul in May 2011. The project aimed to build the capacity of civil society organizations in Least Developed Countries to mobilize and consolidate their energy, expertise and commitment to achieving quality inputs to the Comprehensive Review Summit in 2010, and strengthening democratic decision making in international development processes. It had three intended outcomes: Enhanced capacity of CSOs and CBOs; Increased awareness and coverage of LDC issues; Progress and setbacks on MDGs and BPoA reviewed. The project aimed to undertake activities in 20 countries: 13 in Africa, 2 in South Asia, 2 in South-East Asia and 3 in Pacific Island Countries (PICs). However planned activities changed throughout the project.

Lesson Learned: Pour une Diplomatie Non Gouvernementale

The project activities had an impact on those platforms and NGOs that were directly involved but it is not clear how the platforms and networks will be sustainable in the longer term given the lack of a strategic fundraising approach. The grantee needs to search for alternative and diversified sources of funding to ensure continuity of the activities and optimization of the effects and impact of the initiatives undertaken.

Project Description
The objective of the project was to strengthen national and regional platforms of civil society organizations and to increase their influence. The project was based on the strategy that civil society platforms should play an important role in national, regional, and international negotiations. The project aimed to democratize debates on globalization and to enhance the influence of national and regional platforms on public policy-making. The project goals were: to develop national and regional NGO platforms; to enhance CSO advocacy skills through six exercises in nongovernmental diplomacy; the launch of an International NGO Resource Center; and the institutionalization and consolidation of the International Forum of National NGO Platforms. The project worked with national NGO platforms in Brazil, Chile, Senegal and the USA as well as regional platforms based in West Africa, India and Central Africa.

Lesson Learned: Women in Politics in Mozambique

For grantees as well as the provincial implementing agencies, the UNDEF project was simply one part of the larger Women in Politics programme, supported by other donors, and continuing after the UNDEF grant had finished. Understandably, this diminished the sense of urgency on the part of the project team in seeking to achieve results within the period of UNDEF financial support.

Project Description
The project sought to address a gap in Mozambique’s political life - the low level of women’s participation - by focusing on enhancing the position of women elected representatives in Provincial and Municipal Assemblies, while also nurturing the constituencies of women at community level and bringing the two groups together. In focusing its operations in two Northern provinces, the two principal project implementing partners were able to draw on their prior experience of working there. Yet, despite the local knowledge available to the two partners, the project design failed to take adequate account of local characteristics and underestimated the risks to project implementation. The project strategy was built on some unwarrantable assumptions. Adjustments were made to planned operations, including a broadening of the beneficiary groups, to involve men as well as women, and recognition of the need to involve the Executive as well as the Assembly representatives in activities. Yet, despite this, initial design problems had a significant impact on the feasibility of achieving anticipated results within the project timeframe.

Lesson Learned: Gender Equality and Equity - Follow Up to CEDAW and Romani women

The particular attention to Roma women was important, since this is a group whose interests are particularly poorly-served by public programs, and which often lacks voice in its own community. Projects of this kind deserve attention, since they tend not to fit with the priorities of most other donor organizations.

Project Description
The project had two primary audiences: Roma women’s NGOs and young Roma women activists. There were three additional audiences: local government officials; young people, Roma and non-Roma; and, officials of Roma political parties. This focus sought to address in a practical way the weakness of Roma civil society organizations, and particularly those led by, and working for, Roma women, in undertaking advocacy on behalf of their own people. The grantee accomplished a great deal with the small amount of funds provided. It built on the strategic plan developed for 2008-2010, and its earlier project “Implementation of CEDAW for Romani Women”, as well as follow-up initiatives (2005-2008). Through an extremely careful allocation of funds to different areas of activity, the organization was able to undertake a long list of activities and, thus, achieve its own objective. Yet, from an external perspective, it is apparent that there were insufficient funds for some activities, where follow-up was badly needed.

Lesson Learned: Women Can Do It – Balanced Participation in Decision-Making

Funding for NGOs in Modova will remain a continuing challenge. However, the grantee succeeded in building a strong, organizational capacity through developing a roster of experts with the practical skills and experience to take forward the agenda of achieving balanced participation of women and men in decision-making.

Project Description
The purpose of the project was to empower women and encourage them to participate as candidates in the local elections in Moldova in 2011. The project’s methodology, as well as the philosophy and psychology of learning guiding it, derived from a training programme begun by the women’s organization of the Norwegian Labour Party developed in the early 1990s. The grantee utilized the core methodology in earlier, smaller-scale projects since 2001-2002. The emphasis throughout the project process was on building self-confidence and providing guidance on how to overcome the barriers to women realizing their potential as actors in the political process. The approach adopted proved highly pertinent to those involved, not only in relation to public life, but also in enabling them to rethink their place in the workplace, in the family, and in everyday life.

Lesson Learned: Strengthening Civil Society Across Borders to Develop Democracy

The sustainability of the local NGOs was not assured. It is recommended that the local NGOs which participated in the project develop long-term relationships with local authorities; for example, permanent consultative status in an issue area or a multi-year arrangement to provide services. This will enhance financial sustainability in the most convincing way and help to avoid the trap of being dependent on recurrent one-time projects.

Project Description
The project’s goal was to increase the capacity of NGOs in Moldova and Ukraine to network among themselves to enhance their advocacy skills and to improve the functioning of existing mechanisms for engagement between civil society and governments. The project resulted in a range of concrete initiatives, both at the local level and at the level of improved NGO representation in national policy making. Concrete impacts ranged from promoting the participation of blind voters to making amendments to the new law on associations in Ukraine and the human rights action plan in Moldova.
