Lesson Learned: Strengthening Participation of Women in Geographically Deprived Communities in Local Governance in Ghana

Some Women’s Group Advocacy Platforms have registered as Community Based Organizations with the District Assembly. Official registration enhances the stability, legitimacy and credibility of these women groups, and makes them an attractive partner to other development actors looking to support women in Ghana.

Project Description
The project’s objective was to increase participation of women in decision making to develop sustainable, decentralized, bottom-up planning processes in Ghana. The grantee institutionalized Women’s Group Advocacy (WOMGA) Platforms to engage and dialogue with local government authorities in decision making processes on public service delivery. At the heart of the project strategy was the mobilization and empowerment of 150 women, who were trained and deployed to monitor policy implementation at the district level using a Gender Monitoring and Tracking Tool, and to champion the participation of women in local planning and implementation processes. The project’s intervention logic was sound and had clarity and coherence. Institutionalizing the WOMGA Platforms facilitated regular engagement with local government authorities, and hence effectively contributed to the overall development goal of increasing women’s participation in decision-making process on public service delivery. Local officials commended the high level of preparation they had to undertake for the public sessions the project held, during which they faced thorough questioning by the WOMGA members and the community.

Lesson Learned: Strengthening Youth, Minority and Women’s Organizations in Pakistan

The grantee gave out double the number of seed grants anticipated to CSOs in 20 project- and two non-project districts in Pakistan. No information on the amounts was provided but several organizations appeared to have received multiple grants with four CSOs implementing 20 percent of the activities listed.

Project Description
The project aimed to improve the understanding and capacity of 150 civil society organizations (CSOs) to mobilize youth, women and minority groups so that they could participate in democratic processes at the grassroots level in 25 districts. Its intended outcomes were: improved understanding among civil society on democracy and advocacy skills for good governance; and increased participation of youth, women and minorities and their organizations in democratic processes. The design was ambitious in geographic scope and in the number of CSO participants, especially for the level of funding. This limited the number of activities that each CSO could undertake because it spread the funding out between so many different organizations and locations. This resulted in a number of CSOs losing interest in the project. The project also did not tailor its activities to the different needs and context of the different districts and target groups. All of the above affected the project’s relevance.

Lesson Learned: Strengthening Democratic Processes for Bangsamoro Government in Lanao Lake Watershed Reservation in the Philippines

The fact that the grantee and its implementing partner failed to devise a strategy to secure additional resources for the capacity building of those barangay officials not covered by the project, has left the Institute for Environmental Governance (IEG) without a clear work plan and direction. Mindanao State University has yet to fully integrate IEG in its strategic planning; and to raise IEG’s planning capacity to enable it to elaborate annual work plans, which are backed by a permanent donor screening activity that identifies potential sources of funding to support its training programme for those barangays not yet covered by the project. It is necessary to integrate previous and future trainees, to ensure the continued participatory development, implementation, and actual monitoring of the region’s local and area-wide environmental action plans.

Project Description
The goal of the project was the objective was to build a strong coalition to ensure the efficient management, conservation and protection of the Lake Lanao Watershed Reservation – through democratic processes involving community integration and the introduction of partnerships, pre-consultation, capacity building, the promotion of micro-projects, and monitoring of policy implementation. The design of the project’s training methodology was appropriate to introduce the basic concept of ecology, best management practices, and to raise awareness of applicable environmental laws, rules and regulations. The project contributed to the joint elaboration and adoption of environmental action plans, as well as supporting policies and ordinances on watershed, fisheries and solid waste management. Print and radio media outputs also facilitated the wider public’s key role in the protection of the environment and to empower individual citizens to participate in the enforcement of environmental laws. The grantee managed to work with the full range of different political, religious and social leaders in the Lanao Lake Watershed Reservation. This was reported by the beneficiaries as an unparalleled achievement.

Lesson Learned: Engaging civil society and youth in public policy dialogue in North Africa

There was an imbalance in funding between Morocco and Tunisia, and project management was not sufficiently collegial. More than 75% of the project funding was devoted to activities in Morocco, leaving only about 25% for Tunisia. A more balanced approach to funding between the two countries would have been desirable, particularly in view of the needs in Tunisia in the post “Arab Spring” context.

Project Description
The project’s objective was to support the involvement of youth in public policy debates. The project activities included training and organizational support for local civil society projects. It aimed to help civil society organisations and youth to identify problems and propose solutions to decision makers, develop effective leadership and advocacy skills to articulate their positions. It also hoped to establish a sustainable regional network of policy advocates to share information, best practices and lessons learned. Weaknesses in the grantee’s initial problem analysis and a lack of hands-on support undermined the project’s effectiveness. Training on leadership and advocacy skills could have been delivered by experienced civil society members instead of professional educators. It would have also been appropriate to include and seek involvement from political decision-makers to ultimately obtain support for the project’s objective and outcomes.

Lesson Learned: Media and art as catalysts for free speech and access to information in Jordan

There were concerns about the sustainability of the project’s outcomes as well as the sustainability of the grantee itself. The grantee’s institutional funding model is project-focused and no serious consideration seems to have been given to diversifying funding sources or raising income in other ways. Without project funding, there are many ‘down times’ that lead the volunteers becoming disillusioned and websites become dated.

Project Description
The aim of the project was to engage talented young artists and journalists, and encourage them to use new forms of art in promoting change and advocating for free speech and media freedom as a cornerstone of democracy. The project had three primary outcomes: an increase in media coverage on human rights, media freedom, free speech and the right of access to information by trained young journalists; an increase in the engagement of young people in human rights, media freedom, free speech and the right of access to information through artistic activities/products by young artists; and raised awareness of young people of human rights, media freedom, free speech and the right of access to information by end-2013. The project assumed that enhancing the understanding and skills of the young journalists and artists participating in training, writing/performing and networking will have a multiplier effect. Participants joined an already established network called ‘Freedom Messengers’. The project also included public events and an advocacy campaign that were intended to build public support for the Freedom Messengers and thus create pressure for change. Additionally, the project included the further development of an existing on-line observatory and the creation of a web presence for the Freedom Messengers. The evaluation found that in the implementation of the project the specific press/information-related focus was lost. Consequently there a mismatch between the activities undertaken and the specific objectives set.

Lesson Learned: Civil Society Monitoring of Governorate Councils in Iraq

As civilian oversight was a politically sensitive issue in Iraq, the support from an international third party like UNDEF added explicit value to the project. The legitimacy provided by the UN label alongside the grantee’s credibility and networking skills gave reassurance to both government and civil society partners in undertaking or supporting the initiative.

Project Description
The project sought to enhance government transparency at provincial level in Iraq by training civil society organizations in monitoring and accountability. This approach was particularly relevant in the Iraqi political context, where provincial legislatures’ (Governorates Councils) capacities are weak. Although impact was difficult to measure for the evaluation team, and much work remains to be done in order to meet overall objectives, the short-term achievements of the project were considerable. The project illustrated how civil society monitoring of provincial authorities in Iraq effectively can enhance government accountability – if both civil society and authorities are willing to make the effort.

Lesson Learned: Youth as Agents of Democratic Change through Knowledge and Information Acquisition and Exchange in Laos

There is an over-reliance among project beneficiaries on external funding due to a lack of foresight by donor and implementing partner which results in an expectation that the costs for material needs of both the youth and teachers involved in environmental and other locally relevant action research will be paid for by others.
Therefore the grantee needs to involve the Ministry in developing a strategy providing an appropriate response to the participating schools’ basic material needs. Indicatively, such strategy could foresee shared financing by the Ministry (e.g. for pencils, pens, paper) and by the participating schools. The latter could consider selling the products generated during indigenous knowledge education sessions, thus creating revolving funds covering future needs.

Project Description
The project enhanced the technical capacity of youth group leaders to introduce rights-based development knowledge. It also supported leadership development, and therefore was a relevant effort to involve youth in democratic and participatory processes regarding the management and use of natural resources. In addition, trained teachers of 17 primary schools from 6 provinces developed locally relevant curricula introducing indigenous knowledge. Given the political and administrative realities, the identification of bio-diversity issues and general development challenges, rather than direct democracy issues, represented smart approaches to support participation in environmental policy formulation by youth. The youth’s field-work identified about 30 different bio-diversity themes and general development challenges, and subsequently suggestions were made related to farming practices, but also to the need to preserve local culture and traditions. In view of the appreciation expressed by central and provincial representatives, evaluators are of the view that the project effectively contributed to improved consideration of local and biodiversity knowledge in local community development processes.

Lesson Learned: Empowering Civil Society Groups to Promote Social Accountability

The project worked constructively to draw attention to deficiencies in governance in Papua, and contributed to building a broader awareness of social accountability and what it entails. There was potential for the project to have a catalytic effect. As the grantee represented a highly-credible, mainstream Indonesian policy research institution, it would have been in a position to facilitate dialogue between government and civil society in Papua in a way that locally-based organizations might find more difficult. Had it managed to secure additional funding, lessons learned from the project could have represented a beginning rather than an end.

Project Description
The overall goal of the project was to improve governance in Papua, Indonesia. Specifically, it focused on developing and implementing a practical strategy to build a forum for civil society organizations where civil society could develop skills in social accountability and promote accountability and transparency of the provincial and city governments. Given the deep suspicion of civil society on the part of government in Papua, the intention of the project was to establish the CSO Forum as a legitimate body in the eyes of both decision-makers and the public. Training was provided to all stakeholders – including government officials and a series of dialogue sessions was also organized. However, gaps in the initial baseline analysis and stakeholder consultations, along with a decision to implement the project without a local partner, reduced the project’s relevance to the Papuan context and the needs of beneficiaries. Eight visits to Papua over a two-year period by members of the Jakarta-based project team limited opportunities for contact between the visiting team and beneficiaries, and a lack of continuity across activities restricted what the project was able to accomplish.

Lesson Learned: Strengthening Democratic Participation Among Indigenous Peoples of Oaxaca, Mexico

While the grantee had a clearly defined mission and institutional objectives it lacked a strategic plan that enabled it to clearly define its interventions and the budget needed to implement them in the short, medium, and long term. Up to now the NGO has been funded entirely with donor resources. This poses a risk to its sustainability, given the changing international cooperation priorities and the current adverse environment of budgetary constraints facing all donors.

Project Description
The project sought to empower indigenous people from the State of Oaxaca, Mexico. Through jurisdictional resolutions or agreements, the project worked to reduce the number of conflicts between the indigenous legal system, on the one hand, and the state legal system, on the other, seeking to establish precedents for harmonizing the two systems. The project’s intervention was very timely and highly relevant, given the recent changes in the legal framework, especially the passage of subsidiary legislation and a new energy policy. It provided legal assistance and representation before jurisdictional, judicial, and administrative bodies in the State of Oaxaca. Politically, the project made it possible to include the indigenous peoples’ perspective and expectations in the Constitutional Reform proposal for Oaxaca. The project’s support for empowering indigenous women’s groups had a major impact on the lives of the beneficiaries as well as the development and improvement of institutional and democratic life in the State of Oaxaca.

Lesson Learned: Promoting Freedom of Information Activism at the Local Level in Brazil

The beneficiary groups had the motivation and expectations, but the institutional capacity of both the network and grassroots organizations would need to be strengthened in order to provide the solvency and independence required for continuity in their activities. The project network did not have a plan of action nor the financial resources for future interventions which undermines the sustainability of the processes begun by the project.

Project Description
The aim of the project was to promote the development of a more inclusive and equal society through promoting the free flow of information to the general public so that individuals, civil servants and civil society groups acting at the local level can hold their government to account, advocate for their rights and entitlements more effectively and influence policy-making processes. Specifically the project set out to foster local activism on freedom of information and to use access to information and transparency tools to strengthen participation within municipal governments across Brazil. The project strategy was built around four specific components: a strengthened and effective network of local activists working on access to information; increased public understanding of the importance of freedom of information and how to use the concept to encourage transparency and accountability; increased public demand for governments’ responsiveness to information requests at the local level; legislative and policy reform initiatives to promote transparency at the local level. The project was highly relevant since the Access to Public Information Act had recently come into effect. This Act required each municipality to draft regulations ensuring its proper enforcement. Yet surveys had indicated a lack of interest and knowledge in many municipalities about enforcing this law.
