Lesson Learned: Creation of Women's Parliament in Azerbaijan

Gender related themes cover a huge range of issues from domestic violence to early marriage. While they may be linked pursuing each of them in-depth, would enhance the comprehensiveness of the project objectives and society-wide impact. The thematic coverage by the Women’s Parliament was too broad.

Project Description
The overall purpose of the project was to address gender inequality and improve the situation of women’s rights in Azerbaijan. The establishment of the first Women’s Parliament (WP) – a symbolic model of alternative parliament with the focus on gender equality– served as a vehicle for achieving this goal. The Women’s Parliament was expected to result in four specific project outcomes: opening a discussion space for raising gender-specific issues; enhancing gender equality advocacy; strengthening civil society by facilitating women’s participation; raising awareness of national and international stakeholders on women’s issues. The direct beneficiaries of the project were members of the Women’s Parliament. Indirectly, the project aimed to benefit the female population of Azerbaijan.

Lesson Learned: Youth Training for Democracy and Development

By awakening participants to the concept of gender equality, the project helped change perceptions about the place of young women in communities, thus improving young women’s access to basic services and fostering their participation in social and political life. This could represent the foundation for a new culture of civic equality

Project Description
The overall objective of the project was to strengthen the participation of young people in Guatemala through training to create a base of young leaders from indigenous communities living in the Department of Alta Verapaz. The project strategy revolved around four priority components: developing the competencies of young leaders to improve their ability to assume responsibility in their communities; promoting knowledge about current legislation to foster rule of law, governance, and democracy; improving the quality of the dialogue between youth and local government to consolidate opportunities for participation; and encouraging youth to become more involved and influential in local decision-making bodies to help meet the basic needs of their communities. The approach was consistent with the grantee’s strategic goal of providing young people training in participatory civic practices, and enabling them to approach and develop responses to the problems and needs of youth in rural indigenous communities. In addition, the project’s cost-benefit ratio was positive: there was very high participation in terms of the number of benefiting communities and the number of young people completing the project’s training.

Lesson Learned: Engendering democratic governance in South Asia

The media training was well received by the participants. Journalists are often limited by the views of their editors, producers and other “gatekeepers”. Bringing together media gatekeepers (editors, sub-editors, executive producers and others in decision-making roles in the media) would further reinforce the mobilization of journalists in the project and increase the likelihood of their developing gender-sensitive coverage and women’s stories. This should not be promoted as training but might perhaps take the form of a modest ”retreat” at which information can be shared and trust built.

Project Description
The project aimed to enhance meaningful and equal participation of women in democratic governance by addressing the issues of gender-based exclusion, violence and discriminatory practices. The project established National Democracy Watch Groups (NDWGs) and Local Watch Groups (LWGs). These groups were intended to promote knowledge sharing. The project organized a series of local, national and regional meetings and included a component focusing on sensitizing the media to challenge gender stereotypes. The project succeeded in reaching a significant number of people across the three countries in through the watch groups as well as through radio debates and the stories developed by journalists trained as part of the project. The project exceeded its aims. Senior members of government (both national and local), democratic institutions such as electoral commissions and senior figures in the NGO and media worlds participated in the various meetings and/or groups, embedding the information provided and the debate into key areas of governance and civil society.

Lesson Learned: Educating Rural Women in Haiti for Democratic Citizenship

The gender mainstreaming approach had an excellent multiplier effect. Women participants went on to raise the awareness of men of women’s rights, so that they in turn could raise awareness among other men. This resulted in a high degree of ownership among the beneficiary populations.

Project Description
The project objective was to strengthen the citizenship and democratic skills of women. With virtually no access to civic information and limited opportunities for women to participate in political life including access to positions that involve decision-making, especially in rural areas, the grantee aimed to raise awareness among local authorities and strategic civil society organizations in Haiti, so they would become more engaged in promoting a culture that recognizes the role of women in society, fostering in women and men alike a new perspective on their political participation. The project was implemented in twenty rural communes, notably in very remote, virtually ignored sections of Haiti, which lacked basic, educational and health services. With regards to its objective, the project was fully aligned with current government priorities, and in the context of elections, it recognized the need for women to participate fully in the electoral process, as well as in political affairs and to become aware of their civil rights and rights as citizens.

Lesson Learned: Strengthening Somali Media Capacity for Democracy and Human Rights

The project took due account of the requirements for gender balance in terms of participation. However, the contents of the training sessions did not sufficiently emphasize the gender aspects of human rights and governance, which are particularly important in a conflict context such as Somalia’s.

Project Description
The project aimed strengthened the capacity of the Somali media to implement principles and practices of democracy and respect for human rights by providing professional training to Somali journalists across the country, focusing on ethics and good journalistic practices, and holding workshops on good governance and human rights. The use of training sessions and workshops was appropriate to address the issue of journalists’ skills development. Creation of a media centre was also useful in helping journalists to do their work. However, the project's planned activities were not sufficient to address all its objectives. The number of participating journalists was on target, as was the ratio of women participants (30%). This is a very significant achievement, considering the prevalence of armed violence and high levels of political instability in many parts of Somalia during the project period. Significantly, the project benefited about half of Somalia’s journalists. On the other hand, the failure to address other stakeholders - government, editors, and publishers - reduced the likelihood of positive changes. However, the very fact that the project took place has to be seen as an achievement in its own right.

Lesson Learned: The Bottom-up Governance and Leadership Programme for Women in the Pacific

The concrete outputs of the project – the e-platform and the training modules – may be usable in future but will need to be reviewed and revised in the light of the lessons learned. This requires taking into account a solid cause/effect analysis in the country to be targeted. The materials should also be reviewed by a gender specialist to be made culturally more relevant to the projected participants. In particular, gender-sensitive approaches do not mean automatically excluding men – good gender-sensitive programming will take account of the relative status and roles of men and women, girls and boys, and aim to achieve outcomes for women that allow them to progress within family, social and cultural contexts.

Project Description
The project aimed to increase women’s political representation and increase their familiarity with governance issues and build their leadership skills. The project undertook training through an e-platform across four countries in the Pacific to achieve these goals. A subsequent “BGLP governance and leadership contest‟ was intended to promote bottom-up governance initiatives by women in their local communities. Those women who presented successful proposals went were given training in participatory project management training (PPM) and taken on a study tour before receiving funding to undertake their mini-projects. There was a mismatch in the project between the problem identified and the solutions proposed. Differences among the participating countries were not taken into account, and the method of training delivery was inappropriate.

Lesson Learned: Leadership for accountable governance in Southern Africa

Insufficient attention was paid to the gender appropriateness of the training materials in Southern Africa Insufficient attention was also paid to political and indeed racial tensions that might reasonably be expected to occur in groups that brought together people from 10 African nations. Some of the training materials exhibited poor judgement in relation to comments about political leaders.

Project Description
Aiming to empower young government and civil society leaders from southern Africa to catalyze transformative change in their home institutions and communities, the project had indeed a positive impact on some participants, both professionally and personally. It comprised of four principal components: training, support to “personal reform” projects developed by the trainees, integration of the trainees into an existing network, and evaluation of the reform projects with a view to identifying good practice and replicable initiatives. Overall, however, it represented poor value for money for UNDEF taking into account the high cost (US$350,000), relatively small number of participants, lack of strategies for broader engagement and inadequate outcomes.

Lesson Learned: Deepening Democratization Processes Through Youth Leadership in Myanmar

From the outset, the project design aimed to maintain appropriate gender balance and to ensure that women participated fully in the project. This is especially important in grassroots actions where women as leaders are not the norm in some parts of Myanmar. Of the 130 youth fellows involved in the project, 64 were women. Importantly, images of women leading workshops, taking the microphone in forums and participating equally in the project’s actions were included in newsletters and other publications. One newsletter was formally devoted to discussion of women's rights.

Project Description
The project aimed to identify new youth fellows, train them in leadership and concepts of democracy and governance, and prepare them to lead development projects in their communities. The strategy to do this was through "placements" with local grassroots organizations. The 130 trained youth fellows were supported through the fellowship network, including meetings at local and state levels and by identifying 400 youth volunteers through community "reflect circles" that the fellows facilitated. Together, the fellows and volunteers led and established a large number of development projects within the communities, ranging from pig rearing to the building of early education centres. The model is ideally suited to both produce the expected outcomes and also lay the groundwork for potential future representation at national level. The project far exceeded its own expectations, reaching more than 100,000 people through project activities. However, planned training of journalists and the development of a website proved not to be possible in the political climate in Myanmar and were replaced by the production of a series of newsletters for the fellows and for broader dissemination.

Lesson Learned: Underpinning and developing the democratic electoral processes in Azerbaijan

The grantee specialized in increasing the social participation of women in Azerbaijan. In this area, it had expertise, credibility, wide respect, and a strong network. It did not have these assets in elections and democratization. All of the planned outputs consisted of increasing the affiliation of women (and journalists) to the existing, flawed election system.

Project Description
The project was conducted by Center Women and Modern World (CWMW) in partnership with Baku Volunteer Center (BVC), and New Shamakhi Foundation (NSHF). The project was directed promote democratic values and mobilize women for participation in elections. I’s primary focus was on involving women in elections with journalists and local NGO heads as secondary beneficiaries. The project was carried out in 10 regions located close to Shamakhi, which is three hours’ drive outside the capital Baku.

Lesson Learned: Strengthening transitional justice processes in Burundi

While the main project objective was to help build the capacity of transitional justice mechanisms, there was little analysis in the project document of the kind of capacity that needed building in Burundi. The three project outcomes offered only general guidance on this point, prioritizing inclusiveness, gender sensitivity and victims’ concerns, but not explicitly translating these priorities into specific competencies or skills that needed developing at other institutional levels.

The project was related to the establishment in Burundi of a National Consultation Steering Committee (NCSC) made up of government, UN and civil society representatives and tasked with addressing issues of national reconciliation and accountability for past large-scale human rights violations. The overall goal of the project was “to help the NCSC to achieve its mandate and promote transitional justice”
