Lesson Learned: Towards a Rights-based Political Culture for the Political Participation of the Dominican Population of Haitian Origin

When the project tackles long-standing generational issues (as is the case in this project), the methodology used to guide the intervention plays a key role in project impact.

The use of a 'Theory of Change' (ToC) approach can help with looking beyond the logical framework to collectively construct a clear understanding of the transformations sought by the project.

The use of a ToC approach can help...:
1) Organizational awareness of the need to review and update the assumptions used in the initial project design
2) Simplify the nature of the context and determine whether the initially established conditions for change have been maintained
3) Redefine new strategies as needed

Project Description
The project aims at promoting recognition of the rights of Dominicans of Haitian descent and those at risk of deportation in three municipal districts. The project will achieve: increased access to identity and migration documents, increased debate and knowledge on the rights of Dominicans of Haitian descent and immigrants, and strengthened capacity and advocacy efforts leveraged by diverse actors to promote for the right to nationality, immigration regularization, and due process in case of deportation.

Lesson Learned: Fostering Ethical Democracy and Advancing Micro Justice in India


In order to effectively achieve project goals, grantees must be realistic about their organizational capacity, especially when working in areas and subject matters that are new to their organization. Grantees should call upon the expertise of other organizations with more experience in those fields if possible.

Project Description
This project aims to improve the provision of local democratic services to women, youth and students in disadvantaged communities in 5 regions. It will facilitate capacity development and create an enabling environment for Women Self Help Groups, youth associations and student groups to support their own "democracy action" initiatives. The project also seeks to initiate intensive campaigns on the Right to Information Act, in developing informed citizens. Additionally, the project will develop micro justice initiatives to address problems of infringement of rights; establishing para-legal clinics to facilitate the insurance of citizen rights and entitlements for development.

Lesson Learned: Rural Media Development for Promoting Democracy and Human Rights

The grantee collected rich and interesting data but was let down by not analyzing this data sufficiently to provide evidence of progress. Moreover, the overall M&E system needed more coherence, so that projects are able to measure the same indicators at the beginning and the end to show progress. This could have been done in various ways, for instance, by using the same framework for baseline and endline data collection, or by pre and post training questionnaires.

Project Description
This was a well-structured project which laid the foundation for a nationwide network of journalists concerned with human rights issues, particularly in rural marginalized areas. The project was relevant and much needed given the context of human rights abuses and the suppression of the media. It was also appropriate, although there are constraints there is sufficient democratic space for human rights influenced journalism since journalists were able to write about a range of human rights issues and call duty-bearers to account. The project also met its objectives: the skills of journalists in relation to human rights issues have been enhanced, reporting on human rights has increased, and civil society capacity to understand how the media works has improved – though closer engagement between NGOs and the media could be further strengthened.

Lesson Learned: Increased Citizen Dialogue through Strengthened Media in Jordan

Software and tools developed in a project may have different applications beyond the initial concept. In spite of the issues linked to different understandings of “Maidan” app,  the tool has potential to be highly useful and efficient for journalists and other actors alike. It is important for both the grantee and UNDEF to consider other applications of specific software development or upgrades beyond the scope of the project for sustained impact.

Project Description
The project sought to expand the space for informed public dialogue on human rights issues in Jordan and contribute to building a stronger public culture of respect for human rights. The developed a training manual on how to use data-driven journalism to cover human rights issues and trained a group of journalists to apply these skills in their daily work. The project also aimed to foster a more informed public dialogue on human rights issues through the production of high quality journalism and radio programmes that actively informed and engaged the public on human rights topics. The project also leveraged of new technology tools to provide media with more factual information to produce human rights-oriented stories. The exceeded its targets including the training of 11 senior journalists and 69 students/junior journalists on the use of data-driven journalism and publishing 52 in-depth stories as well as broadcasting 12 radio shows. The project helped consolidate a community of journalists highly engaged in covering human rights-related issues. It also helped in setting higher standards for reporting, encouraging other journalists to adopt similar methodologies and widen the use of data-driven and evidence-based journalism. As such, the project contributed to building a public culture of respect for human rights in Jordan, with a focus on freedom of expression and gender equality.

Lesson Learned: Promotion of Women’s Empowerment and Rights in Somalia

Training materials focused only on upgrading the CSOs’ skills in governance, leadership and gender mainstreaming within their organizations. Advocacy was the only element of the project that looked beyond the organizations to wider political frameworks such as to national and local authorities. This seems to have been something of a missed opportunity; some specific training on, for example, media relations and campaigning might also have been useful.

Project Description
To increase representation and participation of women in social, economic and political activities in Somalia, the project focused on training and providing support to 20 CSO partners, through mentoring, exchanges, and networking. Grassroots awareness was raised through the CSOs and via the media, as well as through a series of school debates. Advocacy targeting regional and national officials was carried out through meetings and the development of regional and national strategies on women’s empowerment. A final component of the project tested the new capacity of these CSOs, by awarding 10 USD2,000 grants to CSOs which submitted the most innovative projects on women’s empowerment. The project was well designed, with a number of components that helped it both to empower women in the 20 participating CSOs and beyond. It was also timely, given discussions on a new Constitution and elections announced for 2016. The actions planned were carried out and met their targets. There were no superfluous components in the project; each was designed to add value to other parts of the project.

Lesson Learned: Strengthening Youth, Minority and Women’s Organizations in Pakistan

Most CSOs interviewed appeared to have participated in only one or two project activities, so the actual extent of the training and district level workshop activities is uncertain. There appeared to be no follow up to the trainings or to the issues identified in district workshops/forums. The trainings themselves did not appear to have been delivered on the basis of need.

Project Description
The project aimed to improve the understanding and capacity of 150 civil society organizations (CSOs) to mobilize youth, women and minority groups so that they could participate in democratic processes at the grassroots level in 25 districts. Its intended outcomes were: improved understanding among civil society on democracy and advocacy skills for good governance; and increased participation of youth, women and minorities and their organizations in democratic processes. The design was ambitious in geographic scope and in the number of CSO participants, especially for the level of funding. This limited the number of activities that each CSO could undertake because it spread the funding out between so many different organizations and locations. This resulted in a number of CSOs losing interest in the project. The project also did not tailor its activities to the different needs and context of the different districts and target groups. All of the above affected the project’s relevance.

Lesson Learned: Support for Democratic Transition and Promotion of Citizenship

Some of the activities assigned to partners were not carried out neither were they replaced by other activities. There were great disparities between the activities and the achieved outcomes. The grantee could have reorganized its very ambitious and confusing results framework to link activities, outputs and outcomes more clearly. The grantee could benefit from training on results frameworks and monitoring.

Project Description
The project intended to tackle the low level of civic participation in the disadvantaged rural zones of central Tunisia and to boost the civic commitment of those populations. In addition to strengthening the capacity of local actors to transmit information about the election process, the project aimed to increase awareness of and participation of targeted groups - women, young adults and adolescents - in the mechanisms and the activities of Tunisian civil society. Taking into account the profile of the grantee’s partner organizations and the available resources, not all of the project’s objectives were realistic or achievable. The partners introduced important modifications to the expected results during project implementation and there were several delays which affected the way that activities were implemented.

Lesson Learned: Strengthening Democratic Processes for Bangsamoro Government in Lanao Lake Watershed Reservation in the Philippines

The youngest beneficiaries trained by the project have shown their ability to organize themselves as an environmental youth organization (RYTK), in order to network with other partners, and to increase membership to support their activities (such as clean up drives, environmental leadership seminars, and environmental youth summits). While this is a promising starting the leaders and members of RYTK are too young and too inexperienced to be the sole carriers of such a responsibility.

The goal of the project was the objective was to build a strong coalition to ensure the efficient management, conservation and protection of the Lake Lanao Watershed Reservation – through democratic processes involving community integration and the introduction of partnerships, pre-consultation, capacity building, the promotion of micro-projects, and monitoring of policy implementation. The design of the project’s training methodology was appropriate to introduce the basic concept of ecology, best management practices, and to raise awareness of applicable environmental laws, rules and regulations. The project contributed to the joint elaboration and adoption of environmental action plans, as well as supporting policies and ordinances on watershed, fisheries and solid waste management. Print and radio media outputs also facilitated the wider public’s key role in the protection of the environment and to empower individual citizens to participate in the enforcement of environmental laws. The grantee managed to work with the full range of different political, religious and social leaders in the Lanao Lake Watershed Reservation. This was reported by the beneficiaries as an unparalleled achievement.

Lesson Learned: The National Campaign towards Muslim Family Law Reform (MFL Campaign) in Malaysia

The impact of the project is difficult to assess without performance data beyond the output level. Adopt more performance based indicators that can be easily collected and tracked throughout the project, with baseline and end of project data. For example, percentage increase in the level of understanding of participants and changes in behaviour on issues related to women’s rights under Malaysian and Islamic laws. This could be measured through pre and post tests or surveys. When seeking attitudinal change, include knowledge, attitude and practices questions so that this change can be measured.

Project Description
The project sought to increase public demand for law reform based on the principles of justice and equality. It did this by raising awareness among women on their rights within Islam and women’s access to justice. Its intended outcomes were: increased awareness of rights among women at the grassroots level; increased public discussions on religion; and increased engagement and dialogue among women’s groups and government stakeholders by 2015. The project attempted to effect change from the bottom up, but more activities would have been needed at the grassroots level for the desired outcomes. One-off workshops were not enough to create the type of momentum and broad based support needed to create a surge in public voice for law reform.

Lesson Learned: Strengthening Democratic Processes for Bangsamoro Government in Lanao Lake Watershed Reservation in the Philippines

Although the youth responded strongly to the project’s capacity building offer, acceptance was less pronounced among local government officials at the barangay level, as well as among traditional/religious leaders. Only 58% of the targeted barangay officials and 71% of the targeted religious/traditional leaders attended the grantee’s training. Leaders expressed to evaluators their frustration about the spill-over effects of environmental degradation originating from neighbouring barangays that were remiss on environmental protection.
