Lesson Learned: Supporting civic participation of grassroots communities in the Democratic Republic of Congo

The training sessions for grass-roots trainers were largely one-offs. The failure to build on these sessions made it difficult to assess the extent to which participants had understood and were able to use the knowledge imparted to them. The same applies to the guided tours to the offices of local administrations, and therefore it is unclear if participants acquired a sufficient understanding of administrative processes to conduct lobbying or other activities.

Project Description
The objective of the project was to enhance citizens’ access and involvement in local governance in 50 communities in Kinshasa and Maniema Provinces. According to the grantee’s analysis elections were a time of apparent democracy, because neither the administration nor elected officials were actually accountable to citizens for their actions. Therefore, the project aimed to raise awareness among grassroots communities about the importance of participating in local governance; to involve grassroots communities in identifying information, training and support needs for participatory governance; and to document and learn from local experience in relation to participatory governance. The project’s relevance, however, was limited as its scale of action was too small to enhance democratic culture at the level of entire communities, as suggested by the grantee; and it failed to highlight the need for women’s participation in governance.

Lesson Learned: Strengthening Governance and Democratization Processes in Kenya and the East and Central Africa Region

Although most of the project activities were directly relevant to the objective of strengthening the electoral process in Kenya, most of the activities were designed as a series of one-time efforts. This scattered nature lacked the programmatic links and followed-up needed to be effective beyond the activity level. Failure to collect outcome data made impact difficult to assess beyond the individual level. In order to achieve outcomes beyond outputs, follow-up efforts would have been needed in all four activity areas.

Project Description
The main objective of the project was to strengthen the capacity grassroots organizations, and enhance the participation of citizens in governance to promote a democratic culture in Kenya and in eastern and central Africa. While some project activities were highly relevant and empowering to individual beneficiaries, others lacked follow-up. Among the project’s successes were the election observation trainings which had a multiplier effect with grassroots organizations. Following the workshop trainings, 12 observation groups were established to monitor the Kenyan election of 2013, all of which later obtained a long-term accreditation status as election observers. In general, the project was activity-driven which made outcomes and institutional impact difficult to assess. Project design showed some weaknesses, as several challenges that appeared during implementation could have been anticipated by the grantee beforehand. For example, the shortage of staff and a better coordination with the electoral timeline in Kenya could have ensured a smoother implementation.

Lesson Learned: Enlarging the Social Base for Democracy and the Rule of Law in Egypt

While the grantee provided some data on impact at the individual level, such as greater likelihood of voting and adherence to a political party, no information was provided on how these were arrived at. The grantee could have invested effort in trying to devise individual-level indicators of impact, both qualitative and quantitative, that it can apply in future work.

Project Description
The context of the project was the period of intense political activity and instability in Egypt following the 2011 revolution. Within a highly volatile environment that included repression of civil society organisations and democracy advocates, the project gave special emphasis to training in the use of social media to stimulate citizen journalism and free exchange of thoughts. Overall the project was relevant in view of the focus on youth which was well supported by baseline assessments that identified low youth participation in democratic processes. It was also important in view of the overall political environment leading up to elections during the time of the project implementation. The focus on social media was also relevant and effective given the role it had played as a catalyst of the Arab Spring.

Lesson Learned: Participatory Rights of Physically Disabled Persons in Georgia

Some 11% of the participants in the project found part- or full-time jobs. This percentage could have been higher with better cooperation with the Ministry of Education and Science in Georgia, which piloted inclusive vocational education for people with disabilities within six of Georgia’s 18 vocational training centres.

Project Description
The project undertook an advocacy campaign to support the UN Convention on the Rights of Persons with Disabilities (UNCRPD), which was signed by the government of Georgia in 2009 but not ratified. The overall development goal of the campaign was to counter the social and economic exclusion of disabled people in Georgia. The project produced a number of media outputs - radio and TV broadcasts, information spots, and organized several events. These activities significantly improved the availability of information about disabled persons and contributed to a change in public perception. Given the magnitude of the needs of persons with disabilities and the of lack access to professional training, the project also included a pilot scheme for vocational education. This pilot led to the improvement of the living conditions and employment prospects for a first group of beneficiaries.

Lesson Learned: Enhancing the Capacity for Inclusive Local Governance through Synergies and Sustainable Linkages between Communities and Government in North Afghanistan

The institutional impact of the project at district or provincial level in Afghanistan is difficult to judge, but unlikely to be significant. However, at community level, it may well be that the enhancement of organizational/managerial and advocacy skills will have made a difference to the energy and effectiveness of governance processes. The experience of participating together in the workshops may also have resulted in new possibilities for cooperation across stakeholder groups.

Project Description
Enhancing the Capacity for Inclusive Local Governance in Northern Afghanistan was generally effective as a training project, but its overall design was not well-aligned with the overall objectives specified. The project made a difference for the trainees who benefited from the course provided, but did not contribute much to the institutional results linked to enhancing inclusive local governance. The grantee was a well-known international NGO. This was strength in some ways, but may have been a weakness in others. The project design had a “generic” quality to it, suggesting a lack of attention to the specific needs in the project sites that were addressed. Further, the lack of engagement with the project by ACTED Kabul at a management level, along with the absence of decentralization of decision-making to the local level, undermined project effectiveness.

Lesson Learned: Increasing Women’s Participation in Politics and Decision Making in Angola

Training and radio programmes developed in Angola were the most effective project components, unquestionably raising awareness about the issues discussed. What remains unclear is their subsequent usefulness and the degree of ownership they inspired in the women involved. Also unclear is the extent to which the project tangibly contributed to greater equality between men and women political office-holding and, above all, to an improvement in the “quality” of their participation. There is no registry or procedure for evaluating or monitoring specific outcomes, which undoubtedly undermined project efficiency.

Project Description
Increasing Women’s Participation in Politics and Decision Making in Angola targeted the women’s organizations of Angola’s political parties and other platforms that work to promote the political empowerment of women. Participants found the issues addressed by the project interesting and appreciated the participatory methodology, which encouraged interaction among people who in many cases were from different political parties, enabling them to get to know one another. However, the decline of the grantee’s institutional capacity substantially lessened the project’s potential impact.

Lesson Learned: Democratic dialogue in Palestine: Acculturation towards tolerance

The impact of the project was significant at an individual level, with a number of participants putting their training into action within their communities in Palestine – through training, organization of meetings, campaigns and on-line exchange.

Project Description
The project aimed to build the capacity of young people in Palestine – primarily students at university in the West Bank and Gaza Strip – to contribute to understanding of tolerance and difference, with a view to bridging socio-political gaps within Palestinian communities, and between the public and the three main authorities in Palestine - the legislative, judiciary and unions. The project design was underpinned by the growing problem of division among young people in Palestinian society. Project stakeholders also repeatedly mentioned the broader political reality of life in the Palestine territories that impose restrictions that undermine the human rights for young Palestinians and influence their perception of human rights and justice.

Lesson Learned: Civil Society Support Initiative on Political Marginalization in the Niger Delta in Nigeria

Some 237 CSO activists were trained in civic and political education, exceeding the target of 180. Similarly, 185 women and young people were trained through the engagement seminars, also exceeding the target of 135. In its own review, the grantee concluded that the sessions on participation and on media engagement were the most successful, in that they provided entirely new and practical knowledge, which trainees could apply readily. There was also a positive response from trainees to the module on democracy monitoring. In a number of cases, those supported by the project were motivated to take further action. Most often, this involved “stepping down” the training to other members of their networks.

The project was built on the grantee's experience of the most urgent problems of local communities in the Niger Delta, and particularly of women, youth and other vulnerable groups. It aimed to engage with three sets of stakeholders: CSOs at local level in the nine Niger Delta states; representatives of marginalized groups (women, youth and the disabled); and officials from three branches of government. The project’s focus on working with the CSOs and beneficiary groups in strengthening the basis for broader-based citizen participation in the political process was highly relevant to addressing the democratic deficit in a region where there is widespread distrust of the governing authorities and the absence of a belief that the voices of the people will make a difference in decision-making. Despite some limitations overall, the project proved to be effective in building the capacities of its target groups, in enhancing their self-confidence, and in motivating many to take further action. Follow-up activities undertaken by participants included “stepping down” the training to others in their local networks, and organizing advocacy and public awareness initiatives. The project succeeded in contributing to increasing the levels of participation in the public realm by both CSOs and beneficiary groups.

Lesson Learned: Civil Society Support Initiative on Political Marginalization in the Niger Delta in Nigeria

A radio programme, based on a Democracy Roundtable, was produced and broadcast in four states. While the topic was relevant to the project, no matter how well-produced, a “one-off” radio broadcast will have done little to support project objectives. Properly planned, with programming produced with local communities on a continuing basis, and with links to community development activities, development broadcasting can be a very effective tool. If radio programming is selected as a core project activity, it must be well-integrated with other activities and be employed throughout the project.

Lesson Learned: Civic Education and Civil Society Empowerment in Remote Areas in Myanmar

The project created an initial impetus for political change at a regional level. Participants’ perception of government changed: they viewed themselves as rights-holders that can engage the government and hold it accountable. The project also created a desire for continued learning, for example in training institutes that participants and implementers themselves have created. These centers may continue to teach civic education after grantee funding and trainings have ceased. The subject material they teach is also likely to be specific to regional concerns and taught in the local language.

Project Description
The project general objective was to support the development of good governance in Myanmar through civic education and building advocacy skills of civil society. Activities included civic education trainings and township level meetings to support good governance; organization of core leader meetings; training in how to write policy papers to strengthen policy advocacy; and the creation of a website for civil society to exchange experience and knowledge. All quantifiable targets were reached or surpassed, and the participants interviewed spoke highly of the training. The project implementation team overcame significant bureaucratic and logistical obstacles, as well as difficult operating conditions. The project appears to have had a great deal of positive 'knock-on effects’. Although the training program attracted a large number of participants, participation was dictated by informal networks and affinities. The township-level forum did not succeed in soliciting initiatives and brainstorming on regional/local issues. Likewise, the policy papers exhibited significant weaknesses in particular a lack of readers. The website was also not used as an effective tool for knowledge and information sharing by any of the participants interviewed.
