Lesson Learned: Empowered Civil Society Addressing the Democratic Needs of Rural Women in Myanmar

The project approach and strategy were largely inspired by work done by UNDP since the 1990s in Myanmar, as part of its people-centered development approach. Several of the individuals who helped establish the partnerships on this project were former UNDP staff members. The years of experience in rural areas ensured that the project design addressed key needs in a realistic manner, adapted to the context.

Project Description
The project's objective was to strengthen institutional capacity of three independent CSOs working with rural women’s groups so that they could establish associations of self-help groups and promote inclusive participatory dialogue with authorities. Working from a UNDP model, the project focused on three aspects: transparency and accountability; rights awareness and advocacy; and linkages with other community-level groups. The project was exemplary in its effectiveness, both in terms of the clarity of outcomes to be achieved (and activities to achieve them) and of quantitative and qualitative standards of achievement. It raised awareness of voters’ and women’s rights, and initiated engagement between local officials and rural communities. This is also an example of a project where sustainability was included in the design. The capacity building activities included supporting partner organizations achieve a degree of financial independence, by providing technical advice on project design and management, and by helping them develop internal governance and accountability systems.

Lesson Learned: Support for Youth Involvement in Electoral Processes in Gabon

The project contributed to the decision of three young people to stand as candidates during the local elections in 2013. The example of the “Rassemblement des Jeunes Patriotes Gabonais” also demonstrated that the project has stimulated young people to get involved in the electoral process to openly demand that issues such as lack of integration and poverty are addressed.

Project Description
The project aimed to address needs of the Gabonese youth to participate in electoral processes. The project had three components: social mobilization – including motivating young people to participate and engage in politics; strengthening the leadership of youth – including integrating young people in the spheres of influence within their local area; and advocacy which aimed to stablish local forums for young leaders in democracy. The project encountered some challenges including education strikes, and the refusal of some educational leaders to let young people participate. Despite the difficulties encountered, the grantee's efforts still resulted in some remarkable results. The project was particularly successful in encouraging school and university students to speak their mind. The evaluators were also impressed by the variety of communication products, such as educational materials and publications, both in digital version in hard copy, as well as by the quality of professionally produced advertising spots and by the discussions broadcasted on television.

Lesson Learned: Expanding and Fortifying Local Democracy through the People’s Council in the Philippines

The impact on beneficiaries in many cases was considerable. This was particularly true for women, persons with disabilities, senior citizens and single parents. A number of members of these groups highlighted the difference the project had made to them in terms of their enhanced self-confidence to take an active part in the proceedings of the Poverty Reduction Action Groups and/or Local Development Councils.

Project Description
The project had the overall development goal of facilitating the recognition and replication of the Peoples Council in the country as a democratization mechanism in local governance. The immediate project objective was to establish, expand and institutionalize the Peoples Council in 21 barangays in the city and six municipalities in the Metro Naga area. In Naga City, the People’s Council proved itself as an effective mechanism for public participation, particularly for representatives of poor and other vulnerable groups. The project’s initiative to replicate the success of the Naga City People’s council was a relevant contribution to the broader aim of enhancing local democracy in the Philippines. The project had mixed success in achieving its targets and encountered some major disappointments in reaching the goal of institutionalizing the People’s Council in the 27 target local government areas. However, the People’s Councils were officially recognized in the case of four of the six municipal people’s councils, but only in five of the 21 barangay people’s councils. Despite this, grantee cannot be faulted on its effort to achieve the project goals, and, given the scope of what the project sought to achieve, a great deal was accomplished.

Lesson Learned: Towards Collaborative and Transparent Local Development Planning

The grantee’s ongoing programme a decentralized rural development programme - has overshadowed the governance elements of the UNDEF specific project. Overall, however, the UNDEF-financed sections were effective in strengthening community-based consultative bodies for local development and dialogue between these bodies and local officials.

Project Description
The project aimed to strengthen the ongoing decentralization process by involving the local population in local development planning. Activities included setting up and training members of cantonal / communal development committees and prefectural development committees in charge of identifying and prioritizing local development needs in order to enhance democratic governance. Support to the annual local development planning process included the implementation of 15 micro-projects which were part of the agreed local development plans, as well as awareness-raising campaigns on decentralization, local development and the roles of local civil servants and citizens. The project strategy was coherent and designed to complement the grantee’s ongoing local governance support programme. The project was implemented by an international and a local partner NGO. The lack of a specific agreement between the grantee and its local partne, however, contributed to a lack of attention to the project specific elements within the wider development programme.

Lesson Learned: Civic Involvement for Transparency and Accountability in Kosovo

The short-term impact of the project in enhancing transparency and accountability in local governance was positive with the project demonstrating most effectively the potential contribution of civil society in enhancing democratic practice at local level. It is also apparent that without sustained financial and technical support and continuing monitoring the gains will not be sustained.

Project Description
Within the broader context of advancing good governance at local level, the project objective was to enhance the involvement of civil society in local governance through: local assembly monitoring; policy analysis and policy dialogues with public officials; and advocacy campaigns. The grantee sought to promote two-way communications between local officials and citizens in 14 selected municipalities and to support the strengthening of the capacities of locally-based CSOs to monitor the performance of municipal assemblies and municipal government in order to improve accountability. The emphasis of the project on transparency and accountability in municipal government while also reinforcing the position and capacities of civil society at local level was entirely appropriate. The project took place in a difficult context. Yet, despite having to deal with public passivity and indifference about politics, along with a political establishment under little direct pressure to change, it did succeed in highlighting the importance of democratic processes and in engaging citizens in the public sphere. It also made some progress in pressing local government institutions to think differently about their responsibilities.

Lesson Learned: Empowering Vulnerable People through Internet: E-Learning Initiative for Young Migrant Workers in China

The project was built around the contribution that social media and E-Learning, through the project web-site, might make to connecting workers to each other and a wider world of knowledge, ideas and practical possibilities, to help them to change their lives for the better. Unfortunately, it was found that young workers were not familiar with computers, had limited access to them, and little time or inclination to work on E-Learning courses. Inexpensive smart phones are favoured by young migrant workers as their tool for communication. However, the phones are used for social purposes and entertainment and have limited capacity for downloading large files. This limited to a considerable degree the relevance of project strategy in this sphere.

Project Description
The project succeeded in meeting its targets in its final phase, including the development of 20 proposals and petitions by young migrant workers and CSOs working with them, concerning desired improvements in working and living conditions. Of these, eight described practical initiatives or small projects. Each of the eight was awarded a small grant to implement the plans proposed. While some students gained valuable experience, many of those involved lacked the commitment to taking an active role in support of the young migrant workers. Further, the role assigned to the students in “assisting young migrant workers using social media” was vague, and they lacked guidance on what to do and how to do it. In addition, the students, as well as the academic coordinators and the CSO representatives interviewed, all commented on the wide social gap between students and the young workers, which made communication difficult.

Lesson Learned: Advancing the rights of women in the West Bank periphery, Palestine

While the impact of increased skills in urban planning on the development of West Bank communities will take some time to materialize, some of the participants were able to access work placements and as a result were likely to be able to compete more equitably for urban planning jobs. In addition, women from these groups have provided input to the Palestinian Authority’s Physical Planning Manual.

Project Description
The objective of the project was to promote social change and empower women in the West Bank to increase their participation within local governance, specifically in urban and environmental planning at the level of local councils. The project also aimed to increase public awareness and support for women’s participation in local governance and urban and environmental planning. The project was implemented in the north, middle and south of the West Bank, focusing on zones where the Israeli authorities have control of land use. Upskilling local councils through the training of women - both elected and aspiring to election - was particularly relevant as it filled a specific and significant need to developing community governance in the most challenging areas of the West Bank.

Lesson Learned: Creating a Network of Young Reporters in Armenia

The biggest impact is likely with the core youth in Armenia whose work was featured by the grantee in the different exhibitions, and uploaded to the website and/or You Tube. This gave them a feeling of accomplishment and empowerment.

Its intended outcomes were to: 1) increase civic and media literacy among regional youth; and, 2) increase the participation of youth in information creation, production and distribution. Its activities intended to 1) increase the capacity of 300 youth in media and journalism through workshops, mentoring and peer teaching; 2) use media as a tool for empowerment by combining social media with professional journalism to strengthen the voice of participating youth; and, 3) connect the youth through a young reporters’ network to organize joint projects and serve as role models.

Lesson Learned: Creating a Network of Young Reporters in Armenia

The grantee had good Google analytical reports on the use of project website. These show that it received more than 18,000 visitors to date and has uploaded more than 1,400 pages. Average time on site is about two minutes. Almost all of the visits originate in Armenia (91 percent) although it is difficult to determine how many visits came from the regions versus the city as most of the internet access from the regions is reportedly made through mobile devices that are registered in Yerevan. The majority of these visits originated through social media channels. The site is also used by the grantee to post the work of its Yerevan students and they access it frequently in trainings to show examples of products.

Lesson Learned: Strengthening Municipal Capacity for Access to Public Information in El Salvador

Project outputs were met with efficiency, and even surpassed their aims in terms of quantity. This was due to the flawless management and execution of the project, but also due to the fact that the UNDEF funded project was able to link several activities to an EU-funded project in the grantee’s portfolio. By pooling funds from an additional donor, the project was able to target a larger number of beneficiaries in El Salvador (4361 individuals received capacity building in contrast to a planned 3000).

Project Description
The grantee sought to improve the fundamental conditions for democracy in El Salvador by helping municipal governments enforce the Law on the Access to Public Information. The project strategy focused on strengthening the capacities of public and private stakeholders to publicize, implement and enhance citizen oversight of enforcement of the law. The project successfully contributed to improving the cultural and institutional conditions required for transparency and the participation of citizens in democratic institutions. At the same time there was an increase in the knowledge of citizens about the importance of the right to public information and of citizen oversight. It is worth stressing the relevance and good design of the proposed methodology which was based on training multipliers and carrying out an in-depth analysis of the needs of the actors involved.
