Lesson Learned: Empowered Civil Society Addressing the Democratic Needs of Rural Women in Myanmar

The project approach and strategy were largely inspired by work done by UNDP since the 1990s in Myanmar, as part of its people-centered development approach. Several of the individuals who helped establish the partnerships on this project were former UNDP staff members. The years of experience in rural areas ensured that the project design addressed key needs in a realistic manner, adapted to the context.

Project Description
The project's objective was to strengthen institutional capacity of three independent CSOs working with rural women’s groups so that they could establish associations of self-help groups and promote inclusive participatory dialogue with authorities. Working from a UNDP model, the project focused on three aspects: transparency and accountability; rights awareness and advocacy; and linkages with other community-level groups. The project was exemplary in its effectiveness, both in terms of the clarity of outcomes to be achieved (and activities to achieve them) and of quantitative and qualitative standards of achievement. It raised awareness of voters’ and women’s rights, and initiated engagement between local officials and rural communities. This is also an example of a project where sustainability was included in the design. The capacity building activities included supporting partner organizations achieve a degree of financial independence, by providing technical advice on project design and management, and by helping them develop internal governance and accountability systems.

Lesson Learned: Involving women and youth CSOs in strengthening democratic debate and public news media around elections in Afghanistan

Although women and youth have gained significant rights in the democratic system, they are still marginalized by tradition and culture. The 2014 presidential elections were also a critical benchmark in Afghanistan’s democratic transition as they marked the first transfer of power from one democratically elected government to another. A credible election with good participation was critical for the continued stability of its political system. The use of radio to diffuse information was particularly relevant given Afghanistan’s difficult terrain and the rural nature of much of its population, who rely primarily on radio for information.

Project Description
Involving women and youth CSOs in strengthening democratic debate and public news media around elections in Afghanistan sought to strengthen the voice of civil society and foster sustainable democratic practices within Afghanistan by generating a deeper public debate among women and youth groups around the 2014 presidential electoral process. The project lost relevance however in implementation. Only a few activities were done in the pre-electoral period and only a portion of the intended CSO-journalist elements were done. In addition, the predominate use of Pashto in the round tables and reporting, narrowed its relevance to the two-thirds of the country that use Dari.

Lesson Learned: Narrowing the Gender Gap in Flood Affected Areas of Pakistan

The grantee worked with existing government policies and structures to promote gender equity, which grounded its activities within local governance and service delivery systems. For example, its work to promote registrations for birth and the Computerized National Identity Card addressed the basic preconditions for civil and political rights - the ability to be recognized by the State as a citizen. The participants who subsequently registered then became eligible for public services as well as gained the right to vote.

Project Description
The objective of the project was to reduce gender disparity and gender-based violence in eight flood affected districts of Pakistan. Its intended outcomes were: increased awareness of gender issues; increased progress towards certain Millennium Development Goals (MDG 3: gender equality and empowerment of women; MDG 4: reduced child mortality; and, MDG 5: improved maternal health); and increased capacity of women to counter gender discrimination and to hold government accountable. The project objectives were directly relevant to the needs to strengthen gender rights and equity within Pakistan and especially within rural, marginalized flood prone areas The grantee took a rights based approach that integrated men as well as women into the project activities and structures. This increased project relevance for the communities and helped to ensure that the women were able to participate in these male dominated areas.

Lesson Learned: Citizen Journalists for Free and Fair Elections in Georgia

The project itself was focused on the Georgia parliamentary elections event and the structures created were not used for the remainder of the electoral cycle, notably the 2013 presidential election which was held within the life of this project, and the upcoming 2014 local elections.

Project Description
The project’s objective was to promote free and fair elections in Georgia. The project aimed to reduce electoral fraud and increase trust in the election results by involving citizens in monitoring and reporting on elections in cooperation with professional journalists. The citizen journalists, who included media professionals, NGO members and political party representatives, received training and some technical resources, including a memory stick and the grantee’s contact information. They were then left alone to report to the grantee about problems they have witnessed. The intervention was directly relevant to the need to strengthen the integrity of the electoral process and ensure the dissemination of objective information. Georgia lacked a tradition of citizen engagement or peaceful transfer of power through the ballot box. A financial incentive was used by the grantee, paying USD 40 for each verified report.

Lesson Learned: Access to Justice and Human Rights Education (Rwanda)

The project made sure that women were included in the paralegal network. This made the project more representative and promoted the defense of women’s interests at the local level. This approach also dovetailed with a recent initiative by the Ministry of Gender and Family, which in early 2013 introduced the “Umugoroba evenings” – public events to enable women to interact and share advice.

Project Description
The project’s general objective was to increase access to justice for marginalized groups among the rural population of the southern district of Kamonyi, including people living with HIV/AIDS and the Twa ethnic minority. The project document highlighted that access to justice in Rwanda was a privilege reserved for the elite: an urban prerogative that discriminates against uneducated, low-income populations living largely in rural areas. The project was built around three main areas of activity: providing direct access to free legal assistance, through the opening and daily operation of a Legal Aid Clinic in the rural district of Kamonyi; setting up a citizens’ system and strengthening local capacity to address judicial issues through the education and training of paralegals; and creating a responsible and solidarity-based dynamic where law students provided direct legal as part of their school curriculum. The project was highly relevant, as it was tailored to local legal mechanisms put in place by the national framework to reform and decentralize the justice system. Overall the project improved legal structures and services in the Kamnoyi district and contributed to greater justice at the local level.

Lesson Learned: Strengthening Local NGOs in Areas Where Extractive Industries Operate

Meeting with all parties involved was an important first step in building mutual trust to facilitate a common understanding of the challenges of corporate social responsibility, including those related to civil society engagement in Indonesia. All stakeholders expressed their concerns, and it was established that companies and local governments must pool local civil society resources if they are to have a visible impact on the community with which they are working.

Project Description
The objective of the project was to enhance trust-building and cooperation among local government, nongovernmental organizations and extractive industries in Indonesia, by strengthening the capacity and credibility of NGOs as partners in corporate social responsibility (CSR) programs. The focus was on improving the ability of local NGOs to forge permanent partnerships with companies and local governments in CSR policy design and implementation. The project was relevant, given the legal and fiscal requirements governing CSR, the degree of poverty in extractive areas, the lack of enforcement of CSR policies, and the lack of attention paid to civil society engagement and NGO involvement as direct benefits of CSR policies. However, the project risks and problems in terms of corporate and local government commitment were neither adequately identified nor addressed during the design and implementation phase.

Lesson Learned: Increasing Women’s Participation in Politics and Decision Making in Angola

The project had a positive impact on the grantee itself. The workshops and seminars that were held strengthened the NGO as a forum for interaction among organizations committed to promoting gender equality. The project also improved its opportunities for dialogue with state agencies; it also enabled it to obtain an audience with the President of the National Assembly to, among other things, make its request for recognition as a public interest organization. Securing this recognition would substantially improve its situation and bolster its institutional capacity.

Project Description
Increasing Women’s Participation in Politics and Decision Making in Angola targeted the women’s organizations of Angola’s political parties and other platforms that work to promote the political empowerment of women. Participants found the issues addressed by the project interesting and appreciated the participatory methodology, which encouraged interaction among people who in many cases were from different political parties, enabling them to get to know one another. However, the decline of the grantee’s institutional capacity substantially lessened the project’s potential impact.

Lesson Learned: Civic Education and Civil Society Empowerment in Remote Areas in Myanmar

The project created an initial impetus for political change at a regional level. Participants’ perception of government changed: they viewed themselves as rights-holders that can engage the government and hold it accountable. The project also created a desire for continued learning, for example in training institutes that participants and implementers themselves have created. These centers may continue to teach civic education after grantee funding and trainings have ceased. The subject material they teach is also likely to be specific to regional concerns and taught in the local language.

Project Description
The project general objective was to support the development of good governance in Myanmar through civic education and building advocacy skills of civil society. Activities included civic education trainings and township level meetings to support good governance; organization of core leader meetings; training in how to write policy papers to strengthen policy advocacy; and the creation of a website for civil society to exchange experience and knowledge. All quantifiable targets were reached or surpassed, and the participants interviewed spoke highly of the training. The project implementation team overcame significant bureaucratic and logistical obstacles, as well as difficult operating conditions. The project appears to have had a great deal of positive 'knock-on effects’. Although the training program attracted a large number of participants, participation was dictated by informal networks and affinities. The township-level forum did not succeed in soliciting initiatives and brainstorming on regional/local issues. Likewise, the policy papers exhibited significant weaknesses in particular a lack of readers. The website was also not used as an effective tool for knowledge and information sharing by any of the participants interviewed.

Lesson Learned: Empowering Civil Society Inclusion on Democratic Policy-Making in Kosovo

The project was implemented at the right time when the government of Kosovo was in the process of updating and consolidating its national framework for democratic governance. The grantee seized this opportunity and the partnership it developed with the key officials who were driving this process and with the group of CSOs in the Advisory Group gave the reform effort structure and momentum through its regular meetings, topical workshops, training and information sharing.

Project Description
The project sought to strengthen the capacities of civil society to play an active role in shaping public policy and drafting laws. Its intended outcome was for civil society to become an active, informed and key partner in public policy and law making, so as to be able to react instantly on key public policy areas. The grantee capitalized on the government’s willingness for a more engaged and constructive civil society in policy development as well as the need for civil society organizations to have more information.  There was a substantial level of interest and participation in the project from both sides. The project’s strategy was sound as it built on the work already done by both CSOs and government offices. The project increased both the demand for and supply of public consultations.

Lesson Learned: Opening the Doors of Policy Making in Central Asia and South Caucasus

There was no evidence that the project sought to build bridges with academia or the international private sector. University researchers represent an untapped source of expertise in the target countries, yet this project appears to have done little to improve this situation.

Project Description
The project sought to strengthen policy processes in eight countries -- Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan – by improving the capability of independent civil society organizations to engage in policy debates. Activities included two training workshops, two regional networking conferences, and supervised research during the course of which eight policy fellows produced research papers. The project promoted sharing of experiences among CSOs operating in often isolated and difficult settings. The project also allowed NGOs to benefit from the experience of NGOs in countries such as the Baltics and countries in Eastern Europe where CSOs were a positive force for democratic development.
