Project designers and managers should always be alive to what is ultimately achievable – and limit scope and ambition accordingly. The scope of the project was very broad, with many activities and actors to cover, and challenging to manage. The UNDEF partner admits they were “carried away by the enthusiasm” of the first constitutional reform process, following the social protests of 2019. The project did not necessarily suffer as a consequence, but it placed strain on delivery.

Integrating project activities with existing municipality initiatives involving youth has proven to be a successful strategy for ensuring project sustainability. In addition to creating new dialogue spaces between municipal authorities and youth, this project leveraged existing platforms, such as annual meetings with the local councilors, to include youth consultation in the municipal annual activity plans. This approach fostered stronger youth participation following the project capacity-building activities.

The inclusion of political parties in the development and planning of activities during the project design phase could have further enriched the initiative's relevance and ensured a broader and more inclusive platform for youth participation in Mozambique's democratic development processes. In this project, specific activities aimed at encouraging youth involvement in political parties resulted in eighty-nine percent of the project beneficiaries registering with political parties. However, the potential for even greater youth involvement in political activities could have been realized by involving political party representatives in the design of tailored activities to promote active participation and enhance engagement in party-related initiatives.

While working on promoting rights of the transgender community, it is important to focus equally on demand creation through activities enhancing the rights awareness of the community focused on by the project, along with strengthening institutional capacity of public sector institutions for inclusive service delivery.

Supplementing training through follow-up coaching and mentoring and by creating platforms for ongoing dialogue and engagement can build and sustain networks that are driven by shared understandings on key human rights and LGBTQI+ issues across the political spectrum.

Clarity around how, and who, to engage within political party structures is important for targeting interventions at those most likely to embed learning in the structure. But even when internal learning structures within political parties are engaged – like the ANCs OR Tambo School of Leadership, a lack of resources to cascade learning can limit the number of indirect beneficiaries.

Building cross-party networks of LGBTQI+ activists can ensure that key issues are retained on the agenda and more substantively engaged across the political spectrum.

Access to online training and engagement activities are limited by financial and logistical obstacles, a challenge sharply accentuated for marginalized groups in rural communities. Such activities should remain in-person where possible, and in scenarios where this is not an option, resources should be set aside to encourage grassroots participation.

It is incorrect to just assume that what people learn from training will then be applied in practice. There is another step in supporting them to feel confident to start believing and acting on what they now know and this needs to be better captured in project designs, such as through sub-granted small projects, to ensure that outputs contribute to the achievement of outcomes.

The volume of activities proposed by a project does not always equate to a greater impact. Sometimes giving more focus, either in terms of geographic spread or to the activities being undertaken, can generate more sustained and involved engagement and more substantive change.
