Lesson Learned: Supporting civic participation of grassroots communities in the Democratic Republic of Congo

Public debates were broadcast on radio and TV enhancing the visibility of citizens’ access and participation beyond the advocacy originally planned.

Project Description
The objective of the project was to enhance citizens’ access and involvement in local governance in 50 communities in Kinshasa and Maniema Provinces. According to the grantee’s analysis elections were a time of apparent democracy, because neither the administration nor elected officials were actually accountable to citizens for their actions. Therefore, the project aimed to raise awareness among grassroots communities about the importance of participating in local governance; to involve grassroots communities in identifying information, training and support needs for participatory governance; and to document and learn from local experience in relation to participatory governance. The project’s relevance, however, was limited as its scale of action was too small to enhance democratic culture at the level of entire communities, as suggested by the grantee; and it failed to highlight the need for women’s participation in governance.

Lesson Learned: Strengthening Civil Society and Developing Independent Media in Africa

A related design flaw was that insufficient attention was devoted to awareness raising and advocacy activities, which should have underpinned the achievement of the objective concerning greater representation of socially disadvantaged people. Any new project that aims at reinforcing the democratic representation of poor and marginalized people in the street paper context should include an explicit public awareness and advocacy strategy. This strategy should address specific target audiences, such as municipal government and elected officials.

Project Description
The project aimed to support six existing street papers in African cities as well as to establish a new paper in Lagos. The overall development goal was to support people selling newspapers to earn a living and at the same time fulfil a broader social need for independent information on social issues The project involved: sharing of stories among the participating papers, through a regional coordination unit in Zambia; training for vendors and journalists, through a regional training coordinator and with support from outside journalists; a feasibility study and establishment of the Lagos paper; and advocacy to the broader public through the regional news service.. The International Network of Street Papers Foundation – the umbrella group managing the coordination among papers – was in a position effectively to support the project by obtaining funding and by taking on project coordination and supervision tasks. These factors ensured the overall relevance of the project. The project’s achievements, in the face of complex logistical challenges, demonstrated that groups of committed, skilled civil society activists can achieve significant results, as the sections below will highlight. However, the project’s relevance was diminished by a number of design flaws. There was an imbalance between the objectives of the project – which concerned the development of media freedom and independent news, as well as empowerment of the poor – and the project activities, which were directed towards capacity building of the papers themselves and towards training.

The project was remarkably effective. A wide range of activities were implemented as foreseen in the original proposal, and sometimes beyond what was planned. There was significant work done towards enhancing coordination among street papers in the production and sharing of content, through the editorial coordination work undertaken by the editor of the Zambian paper.

Lesson Learned: Democratic dialogue in Palestine: Acculturation towards tolerance

Although there was media coverage of the project and some of its events, it was left up to individual journalists based on their own interest to cover the issues involved. The grantee might have considered using short-term media expertise, as necessary, to develop a comprehensive media and communications strategy improving outreach of future projects in Palestine.

Project Description
The project aimed to build the capacity of young people in Palestine – primarily students at university in the West Bank and Gaza Strip – to contribute to understanding of tolerance and difference, with a view to bridging socio-political gaps within Palestinian communities, and between the public and the three main authorities in Palestine - the legislative, judiciary and unions. The project design was underpinned by the growing problem of division among young people in Palestinian society. Project stakeholders also repeatedly mentioned the broader political reality of life in the Palestine territories that impose restrictions that undermine the human rights for young Palestinians and influence their perception of human rights and justice.

Lesson Learned: Promoting Active Participation of Civil Society in Environmental Governance

A good part of environmental news coverage still comprises of news items “cleared” by the government of Vietnam. Plans for continued media training could include a more substantial training effort for chief editors to promote the inclusion of civil society voices in debates about environmental issues.

Project Description
The project aimed to improve environmental conditions in Viet Nam. The grantee worked with the Vietnam Institute of Human Rights (VIHR) of the Ho Chi Minh National Academy of Politics and Public Administration (HCMPA) to prepare a curriculum for high-level government officials designed to provide a better understanding of the benefits of civil society participation in environmental policy. The grantee also worked with the Center of Environmental Training and Communications (CETAC) of the Vietnam Environmental Administration (VEA) to train journalists in the use of independent research methods and sources of investigation. In addition, the project supported the capacity building of local NGOs in the areas of strategic planning, financial management, and communications, in order to help them address key donor expectations.

Lesson Learned: Creation of Women's Parliament in Azerbaijan

A lesson learned from the Women’s Forum – a predecessor of the woman’s parliament - was the need for a coordinated media outreach strategy. However, this lesson was not systematically incorporated into the design of the Women’s Parliament. As a result the women’s parliament was not fully effective in gaining recognition among the female population of Azerbaijan.

Project Description
The overall purpose of the project was to address gender inequality and improve the situation of women’s rights in Azerbaijan. The establishment of the first Women’s Parliament (WP) – a symbolic model of alternative parliament with the focus on gender equality– served as a vehicle for achieving this goal. The Women’s Parliament was expected to result in four specific project outcomes: opening a discussion space for raising gender-specific issues; enhancing gender equality advocacy; strengthening civil society by facilitating women’s participation; raising awareness of national and international stakeholders on women’s issues. The direct beneficiaries of the project were members of the Women’s Parliament. Indirectly, the project aimed to benefit the female population of Azerbaijan.

Lesson Learned: Engendering democratic governance in South Asia

The media training was well received by the participants. Journalists are often limited by the views of their editors, producers and other “gatekeepers”. Bringing together media gatekeepers (editors, sub-editors, executive producers and others in decision-making roles in the media) would further reinforce the mobilization of journalists in the project and increase the likelihood of their developing gender-sensitive coverage and women’s stories. This should not be promoted as training but might perhaps take the form of a modest ”retreat” at which information can be shared and trust built.

Project Description
The project aimed to enhance meaningful and equal participation of women in democratic governance by addressing the issues of gender-based exclusion, violence and discriminatory practices. The project established National Democracy Watch Groups (NDWGs) and Local Watch Groups (LWGs). These groups were intended to promote knowledge sharing. The project organized a series of local, national and regional meetings and included a component focusing on sensitizing the media to challenge gender stereotypes. The project succeeded in reaching a significant number of people across the three countries in through the watch groups as well as through radio debates and the stories developed by journalists trained as part of the project. The project exceeded its aims. Senior members of government (both national and local), democratic institutions such as electoral commissions and senior figures in the NGO and media worlds participated in the various meetings and/or groups, embedding the information provided and the debate into key areas of governance and civil society.

Lesson Learned: Civil society advocating for quality education & healthcare in Mexico

The project exceeded its targets concerning the number of participants and municipalities it worked in. Several participants attributed this to the inclusion of “local leaders” as project promoters. They felt this gave credibility and increased relevance of the project activities. It also attracted local media which recognized the importance of the messages, and which provided free coverage of events and air time for the public information campaigns.

Project Description
The project sought to strengthen the collective voice and action of civil society in the Mexican states of Chiapas, Hidalgo and Guerrero. The focus was on increasing the ability of local CSOs and women, indigenous groups and youth to demand equitable and quality public education and healthcare services through strengthening the ability of CSOs to train, inform, and raise awareness of these rights, and giving opportunities for them to advocate for these services as a basic human right. The use of local level CSOs was an effective approach to implement community-based activities, but the lack of an integrated programme between the states and national level limited its usefulness and potential impact. The use of a diagnostic to develop training and an agenda for action was a good technique, but required more focus on issues of voice and civic participation which were the main objectives of the project. The project strengthened advocacy efforts for more equitable health and education services in its targeted areas in Chiapas, Hidalgo and Guerrero. In particular, it increased individual knowledge, capacity and leadership among participating CSOs and community members. However, the extent of results is unknown due to the lack of outcome data. Changes are likely to be sustainable at the level of personal empowerment and relationships built with some public officials and the agenda provides CSOs with some of the key health and education issues to raise with officials in the future.

Lesson Learned: Citizens' Platform for Democratic Debates & Dialogues in Afghanistan

Afghan media airs debates every week and a significant part of the evaluation stakeholders were not familiar with this particular project. Some of those who know the grantee by name report they find their programmess unappealing compared to other options.

Limited evidence obtained from baseline research compromised the general objective of the project. This meant that the project design showed a poor understanding of the broad project context and political landscape which led to missed learning opportunities, and failure to map stakeholders and to allocate resources optimally. Duplication of efforts of other actors in Afghanistan wasted the grantee’s opportunity to complement other media democracy effects.
