Lesson Learned: Prévention de la violence durant la période électorale de 2010

The media coverage of the project helped remind stakeholders of the importance of maintaining peace in order to hold free, peaceful and reassuring elections. Media coverage on the concerns of citizens regarding security issues and on whether or not their aspirations and hopes regarding the electoral programmes would be taken into account, allowed the grantee to bring grassroots populations closer to political decision makers in Burundi and reinforce its strategy for advocacy.

Project Description
The aim of the project was to build on the peace process in Burundi and consolidate democratic principles through peaceful elections by encouraging the population in three heavily war-affected provinces to vote in a reflected and enlightened manner and by further encouraging these populations to express their needs and aspirations in order to be included in the electoral programmes of the political parties.

Lesson Learned: Towards a better electoral process in Mongolia

The grantee prepaid for the activities that it wanted to undertake after the official end of the project. This included the entire public awareness campaign (printing and disseminating posters and handouts, and media spots). This ensured that they had time slots available, as the time for the electoral campaign is very short in Mongolia, and other NGOs and CSOs found out the hard way that all of the available advertising time had already been bought out by the two main political parties when they tried to buy time closer to the elections.

Project Description
The project sought to strengthen the electoral system and civic participation in Mongolia by raising the level of voter education and public awareness on democratic institutions and processes. Its main objectives were: to prepare a voter education high school curriculum; establish a network of volunteers able to train on voters rights issues; improve the skills of key officials involved with elections; and implement a public awareness campaign for voters for the elections in 2012. Its intended outcomes were to have its voter education curriculum adopted by the Ministry of Education as part of the national school curriculum; trained observers and officials ready for the 2012 elections; and, a more knowledgeable public on voter issues. It is evident that this project contributed towards these results and to the more positive outcome of the 2012 electoral process when compared to the situation in 2008. The project started early when no one else was working on these issues, and it was a sizeable project for the sector. However, the extent of the project’s reach and its actual impact is unknown.

Lesson Learned: Democracy for Women’s Rights in Sindh, Pakistan

Not much thought was given to the design of the media campaign element of the project at its start. In planning for this element of the project the grantee could have included a qualitative market research component, even as simple as a few focus groups, to help assess impact and revise messages and materials accordingly. This would have also allowed an assessment of the impact of the media campaign.

Project Description
The project’s objective was to enhance the quality of rural women’s political participation by raising their awareness of fundamental rights; the advantages of democracy and the importance of participation. The grantee aimed to mobilize and motivate rural women to actively participate in political life, and to organize them to take collective efforts on their own behalf.  Activities were targeted at both women and men in 680 communities in Sindh Province, Pakistan, and included data collection, participatory meetings, extensive media campaigns and social gatherings to stimulate community discussion, and the organization of local groups to promote and protect women’s rights. The project was relevant, given the fact that democratic participation in Pakistan, especially of women, was low. Underlying causes included the male-dominated social system, low awareness of fundamental freedoms and democratic rights, and a general lack of confidence in democratic processes.

Lesson Learned: Strengthening promotion of women’s rights (Kenya)

Training in media management successfully created links between NGO’s and relevant journalists in Kenya, and empowered NGO’s to frame their messages in a more media friendly way. Previously, NGO’s had a difficult time making their material relevant to journalists, and lacked access to media outlets. The NGO training was seen as vital in promoting coverage of women’s issues in the media.

The project focused on the role of the media as a source of information for women at grassroots level, and as an influencing agent on government and institutional processes, promoting women’s voices and issues in the media. Additionally, the project aimed to build the capacity of advocacy groups to work with the media on behalf of women and other marginalized groups. The project succeeded in bringing women’s issues into the national debate ahead of the political reform process in Kenya. Most prominent was the monthly publication of the online newsletter Kenyan Woman which effectively framed women’s issues to more than 3 million subscribers. Kenyan Woman caught the attention of senior politicians, brought women’s stories to the attention of Kenya’s Truth, Justice and Reconciliation Commission, and influenced mainstream media to increase their focus on women’s issues.

Lesson Learned: Strengthening promotion of women’s rights (Kenya)

While the project succeeded in bringing stories from women at grassroots level into the Kenyan mainstream media, simple steps could have improved the coverage of women’s issues. Several women mentioned that they were unable to provide images to illustrate the issues they wanted to highlight because either they did not have cameras or they had not been trained to use them. To ensure sustainability and quality in the coverage of women’s issues, the grantee should include training in photojournalism and social media in future activities.

Lesson Learned: Strengthening Somali Media Capacity for Democracy and Human Rights

The failure to adequately engage editors and publishers/owners undermined the project’s objectives, because the value of work on human rights, good governance and freedom of expression was not specifically conveyed to this important set of stakeholders (eg, many journalists fail to publish stories on human rights and good governance because editors and owners refuse them.

Project Description
The project aimed strengthened the capacity of the Somali media to implement principles and practices of democracy and respect for human rights by providing professional training to Somali journalists across the country, focusing on ethics and good journalistic practices, and holding workshops on good governance and human rights. The use of training sessions and workshops was appropriate to address the issue of journalists’ skills development. Creation of a media centre was also useful in helping journalists to do their work. However, the project's planned activities were not sufficient to address all its objectives. The number of participating journalists was on target, as was the ratio of women participants (30%). This is a very significant achievement, considering the prevalence of armed violence and high levels of political instability in many parts of Somalia during the project period. Significantly, the project benefited about half of Somalia’s journalists. On the other hand, the failure to address other stakeholders - government, editors, and publishers - reduced the likelihood of positive changes. However, the very fact that the project took place has to be seen as an achievement in its own right.

Lesson Learned: Democratic Dialogue through Media in Sierra Leone

The project strategy was two-pronged: on the one hand it enhanced the skills of journalists in researching and producing human rights stories - the “supply side” - and on the other hand, work was done with civil society organizations, journalism students and the broader public to raise awareness about the role that media can play in the promotion and protection of human rights - the “demand side”.

Project Description
The project aimed to build capacity of local media in Sierra Leone to facilitate a national dialogue among civil society, government and citizens. It targeted primary beneficiaries that included: journalists from radio and print media who were awarded fellowships and trained in investigative journalism through production and publishing human right stories; NGO grantees; and local communities targeted through forums and workshops to increase public knowledge on the role of the media in human rights protection and promotion. The project responded to a need for improved democratic dialogue, and correctly identified the need for enhanced democratic debate as a precondition for entrenching democratic values and policies in post-war Sierra Leone. It also correctly identified the media as a key player, both as a space to “host” that debate and as a provider of substantive information. However the project's relevance was reduced by its failure formally to engage with editors/publishers and with relevant high-level institutional actors. The project document lacked a complete analysis of the stakeholders, their respective needs and the various messages that should be addressed to them. Nevertheless, the project contributed to establishing a critical mass of journalists aware of human rights reporting and of the challenges of balanced political reporting.

Lesson Learned: Cultivating Democratic Leaders from Marginalized Groups in Thailand

When project beneficiaries are marginalized not only by geography and ethnic origin but by mainstream politics and public attitudes, advocacy opens up a political space in which the aspirations and expectations of young people and their communities are more likely to be met. Survey results might have been of interest to the media generally - including international media - and media coverage might have contributed to putting some serious social issues on the political agenda

The grantee set out to create new leaders among young people to lead actions in the disenfranchised communities. While the project supported the implementing partners financially and to a lesser extent with expertise, it did not demonstrate significant added-value in the area of democratic development. The trainees were by and large already engaged in development work in their communities and, once the project ended, the partners and the young people continued as before. The project designers would have been more aware of this, and potentially had a chance to rethink the relevance of the design, if they had reviewed existing and earlier practice in this area, and had considered in more depth the way NGOs in the regions work and from where they get their funding. The project fell into the trap of becoming, essentially, a short-term provider of funds.

If local media – for political or other reasons – are reluctant to pick up on issues, consider contacting international correspondents based in the country. To do this effectively, and to ensure that local stakeholders are not put at risk of political or personal reprisals, take on an experience media liaison officer or commission the services of a media agency for advice.
