Lesson Learned: Tracking Campaign Promises in Albania

Given the high relevance and importance of the “truth-o-meter”, the design should have paid more attention (and allocate the necessary resources) to the promotion and communication of the tool and the results. There could have been public conferences and/or round tables with all concerned MPs, CSOs, communities, and media to discuss findings and generate public debates. Therefore, promoting innovative tools to a wide range of stakeholders is as important as their development, otherwise the impact of such tools remains limited and untapped.

Project Description
The project will help Albanian people to track promises made by politicians by providing Albanian citizens, CSOs and Media with tools to fact-check the implementation of their promises on-the-ground. Through a “truth-o-meter” web/app platform and through data checking and reporting, the project will hold 201 public officials/politicians in Albania accountable for their promises with the final aim to strengthen democracy and rule of law in Albania. Through simplified versions of municipal budgets made accessible as “citizens’ budgets”, citizens will be able to evaluate and take decisions affecting the future of those politicians that are in charge of taking decisions at local or national level.

Lesson Learned: JOINT Contribution to Strengthen and Expand Democracy in Mozambique

The project lacked a media strategy to raise awareness about governance issues. Although references were made in the project document to addressing journalists at local level, there were no specific plans to develop an advocacy or media strategy. This could have involved, for example, the systematic use of local community radios to spread the project’s messages about governance.

Project Description
The project aimed to increase the knowledge and capacities of local organizations and marginalized groups; enhance dialogue among civil society and marginalized groups, private sectors and the government; and ensure participation of marginalized groups in the democratic processes and achievement of advocacy for civil rights protection and promotion. The project was implemented in seven districts of Manica province, in central Mozambique. While the project correctly identified issues of political participation and NGO capacity building that were of genuine concern in Manica province, there were weaknesses in project design - the project did not directly address the structural and operational weaknesses of NGOs. And while the project’s expected outcomes were weaker than planned, the fact that the activities that were planned in a remote province, in locations that were sometimes difficult to to access because of weather conditions and occasional political violence, was in itself a significant achievement

Lesson Learned: Civil society advocating for quality education & healthcare in Mexico

The project exceeded its targets concerning the number of participants and municipalities it worked in. Several participants attributed this to the inclusion of “local leaders” as project promoters. They felt this gave credibility and increased relevance of the project activities. It also attracted local media which recognized the importance of the messages, and which provided free coverage of events and air time for the public information campaigns.

Project Description
The project sought to strengthen the collective voice and action of civil society in the Mexican states of Chiapas, Hidalgo and Guerrero. The focus was on increasing the ability of local CSOs and women, indigenous groups and youth to demand equitable and quality public education and healthcare services through strengthening the ability of CSOs to train, inform, and raise awareness of these rights, and giving opportunities for them to advocate for these services as a basic human right. The use of local level CSOs was an effective approach to implement community-based activities, but the lack of an integrated programme between the states and national level limited its usefulness and potential impact. The use of a diagnostic to develop training and an agenda for action was a good technique, but required more focus on issues of voice and civic participation which were the main objectives of the project. The project strengthened advocacy efforts for more equitable health and education services in its targeted areas in Chiapas, Hidalgo and Guerrero. In particular, it increased individual knowledge, capacity and leadership among participating CSOs and community members. However, the extent of results is unknown due to the lack of outcome data. Changes are likely to be sustainable at the level of personal empowerment and relationships built with some public officials and the agenda provides CSOs with some of the key health and education issues to raise with officials in the future.

Lesson Learned: Gender Equality and Equity - Follow Up to CEDAW and Romani women

Despite earlier expressions of interest, at a time leading up to national elections, and despite persistent efforts by grantee, the political parties proved to be unwilling to share their programmes, or to meet with the expert retained by grantee to discuss the issue of gender equality. The grantee prepared a short, informative handbook, "Because It Matters: Empowerment of Women in Political Parties". A public meeting was held to launch the publication, and, among others, representatives of three of the six official Roma parties attended. Copies were distributed to all the Roma parties, as well as to NGOs and women activists. While this alternative was very much a “second best” option, it did represent a thoughtful way to rescue the situation and keep the issue alive.

Project Description
The project had two primary audiences: Roma women’s NGOs and young Roma women activists. There were three additional audiences: local government officials; young people, Roma and non-Roma; and, officials of Roma political parties. This focus sought to address in a practical way the weakness of Roma civil society organizations, and particularly those led by, and working for, Roma women, in undertaking advocacy on behalf of their own people. The grantee accomplished a great deal with the small amount of funds provided. It built on the strategic plan developed for 2008-2010, and its earlier project “Implementation of CEDAW for Romani Women”, as well as follow-up initiatives (2005-2008). Through an extremely careful allocation of funds to different areas of activity, the organization was able to undertake a long list of activities and, thus, achieve its own objective. Yet, from an external perspective, it is apparent that there were insufficient funds for some activities, where follow-up was badly needed.

Lesson Learned: Towards a better electoral process in Mongolia

The grantee prepaid for the activities that it wanted to undertake after the official end of the project. This included the entire public awareness campaign (printing and disseminating posters and handouts, and media spots). This ensured that they had time slots available, as the time for the electoral campaign is very short in Mongolia, and other NGOs and CSOs found out the hard way that all of the available advertising time had already been bought out by the two main political parties when they tried to buy time closer to the elections.

Project Description
The project sought to strengthen the electoral system and civic participation in Mongolia by raising the level of voter education and public awareness on democratic institutions and processes. Its main objectives were: to prepare a voter education high school curriculum; establish a network of volunteers able to train on voters rights issues; improve the skills of key officials involved with elections; and implement a public awareness campaign for voters for the elections in 2012. Its intended outcomes were to have its voter education curriculum adopted by the Ministry of Education as part of the national school curriculum; trained observers and officials ready for the 2012 elections; and, a more knowledgeable public on voter issues. It is evident that this project contributed towards these results and to the more positive outcome of the 2012 electoral process when compared to the situation in 2008. The project started early when no one else was working on these issues, and it was a sizeable project for the sector. However, the extent of the project’s reach and its actual impact is unknown.
