Lesson Learned: Strengthening Youth, Minority and Women’s Organizations in Pakistan

The grantee gave out double the number of seed grants anticipated to CSOs in 20 project- and two non-project districts in Pakistan. No information on the amounts was provided but several organizations appeared to have received multiple grants with four CSOs implementing 20 percent of the activities listed.

The project aimed to improve the understanding and capacity of 150 civil society organizations (CSOs) to mobilize youth, women and minority groups so that they could participate in democratic processes at the grassroots level in 25 districts. Its intended outcomes were: improved understanding among civil society on democracy and advocacy skills for good governance; and increased participation of youth, women and minorities and their organizations in democratic processes. The design was ambitious in geographic scope and in the number of CSO participants, especially for the level of funding. This limited the number of activities that each CSO could undertake because it spread the funding out between so many different organizations and locations. This resulted in a number of CSOs losing interest in the project. The project also did not tailor its activities to the different needs and context of the different districts and target groups. All of the above affected the project’s relevance.

Project management, reporting, monitoring and evaluation systems were inadequate for a development project that required tracking results, monitoring implementation and reporting on performance so as to make sure that the project was within budget and able to make payments promptly.

There was no information available on expenditures beyond the final financial report, which stated that there were no major deviations between the planned budget and their expenditures. However, without more information, the evaluators are unable to assess the actual use of the budget, its compliance to the program design or its cost effectiveness.

Lesson Learned: Civil Sector Capacity Building Initiative in Kazakhstan

The project’s monitoring and evaluation plan was not fully implemented, and no aggregated data was kept that could have demonstrated the project’s reach to the different regions of Kazakhstan, types of NGOs or participants. No performance data or tracking of the use of project outputs was collected either. Baseline surveys established at the very start of the project should have been repeated at the end. Short pre- and post-knowledge, attitudes and practices tests could have been administered for trainings. Data should have been aggregated as part of regular project management, monitoring and reporting processes as well as disaggregated by different variables to understand project reach and performance.

Project Description
The project sought to improve the quality of nongovernmental organizations’ (NGO) services and programmes by strengthening their capacity to effectively implement accountability standards. Its intended outcomes were: strengthened NGO capacity to implement accountability strategies and tools; strengthened capacity of donor community to foster participatory accountability within the NGO community; and increased public demand for greater NGO accountability to beneficiaries. The project design, however, was not well grounded in the larger concept of accountability, or in how donors incorporate these principles into the efforts they fund. It also did not take into consideration feedback received from potential partners and beneficiaries during the design, and did not adequately consult with donors who were identified as a target group.

Lesson Learned: Promoting Women's Participation in Local Budgetary Processes

Women NGOs/CBOs members’ capacity in Niger is still basic. Women need to strengthen their political and technical expertise. The women from research/action groups improved their ability to participate in the decision-making process, but there is no evidence that they are able to manage and monitor the compliance of municipal investments (i.e. health, water sanitation, education, etc.). In addition the political weight of women within municipalities is still weak.

Project Description
Working with women’s community-based organizations and municipal authorities the project aimed to enhance the social and economic rights of women in Niger by supporting Gender Responsive Budgeting. Integrating a gender perspective into all steps of the municipal budget process, the project focused on improving the capacity of women to advocate municipalities to shape local budgetary policies which consider their health, education and water sanitation concerns. The project’s strategy of working directly with women community based organization members and municipal officials brought activities closer to beneficiaries in the five targeted municipalities of Niger. This approach was highly relevant to women as a beneficiary group, which for most part, rarely has a voice in public affairs and limited access to political decision-making processes.

Lesson Learned: Strengthening Arts as an Action to Stand up for Women´s Rights in Nicaragua

The grantee put in place effective instruments to follow up on the achievements of the project so that they could verify that the skills and knowledge about women’s rights and the implementation of the law on violence against women were being put into practice.

Project Description
The project aimed to protect and promote women´s rights using the arts to communicate messages and to raise awareness of the challenges women are facing in protecting and promoting their rights, in spite of the existence of the Law on Violence Against Women (Law 779). The strategy of the project was built around two components: capacity building and awareness raising measures including theatre production and artistic expression; and preventive actions to solve key problems linked to the implementation of Law 779. The project was relevant, as it was carried out at a time of polarization and controversy over the passing of Law no. 779 on Violence against Women (2012) and the reform of this law in 2013. With the aim of making the issue visible, the project relied on promoting collaboration and alliances and mobilizing women’s organizations, civil society actors and local authorities.

Lesson Learned: Young Builders of a New Citizenship In Chad

Indicators should have been defined as part of a quality control system framework linked to monitoring of activities so that the extent to which there was youth ownership of the platforms and progress being made could be measured.

Project Description
The project aimed to empower young people so that their voices could be heard by public authorities. The project focused on strengthening youth capacity, youth initiatives and dialogue between youth organizations and authorities as partners in public policy. It was a continuation of a programme which the grantee had been conducting since 2005 through its youth network in 12 municipalities across the country. The project was based on the finding that participation of young Chadians in the public sphere was very low and that there was a need to increase their capacity for action. The project was relevant, since there is no real youth strategy in the country and youth represent 70 per cent of the population but lack access to democratic space and have a low quality of education.

Lesson Learned: Civic Involvement for Transparency and Accountability in Kosovo

The methodology for monitoring was adopted consistently by all partners. The approach to monitoring was well structured in setting out what to do and how to do it. The grantee also provided templates for recording information and reporting. In the course of the project, in addition to drafting monthly reports, all CSO monitors produced three reports on municipal governance performance.

Within the broader context of advancing good governance at local level, the project objective was to enhance the involvement of civil society in local governance through: local assembly monitoring; policy analysis and policy dialogues with public officials; and advocacy campaigns. The grantee sought to promote two-way communications between local officials and citizens in 14 selected municipalities and to support the strengthening of the capacities of locally-based CSOs to monitor the performance of municipal assemblies and municipal government in order to improve accountability. The emphasis of the project on transparency and accountability in municipal government while also reinforcing the position and capacities of civil society at local level was entirely appropriate. The project took place in a difficult context. Yet, despite having to deal with public passivity and indifference about politics, along with a political establishment under little direct pressure to change, it did succeed in highlighting the importance of democratic processes and in engaging citizens in the public sphere. It also made some progress in pressing local government institutions to think differently about their responsibilities.

The emphasis on advocacy built on the experience participants had gained in monitoring, reporting and community engagement. It focused on enabling the CSOs to identify the most pressing issues, to conduct further research, and to identify practical options through which the problem might be addressed. Policy briefs were produced to a set format, and these formed the basis for an advocacy process, during which the CSOs were often accompanied by the grantee in key meetings.

Lesson Learned: Empowering the Voice of a New Generation in Pakistan

The outcome data that would be needed to determine impact was not collected, despite a good monitoring and evaluation plan in the project document. The planned knowledge, attitude and practices surveys could have provided impact information on participating youth in Pakistan but they were not completed.

Project Description
The project’s objective was to increase the role of youth in public affairs and policy development in 20 locations in Pakistan. Its intended outcomes were: a strengthened networking and institutional capacities of the programme; enhanced understanding of the Voice of New Generation youth on social, political and development issues; and increased participation of Voice of New Generation groups in research and advocacy for policy making on youth issues.   The project design addressed issues directly relevant to youth and incorporated community based organizations into programme delivery which helped ensure an effective intervention and continuity of efforts. However, it assumed all participants were literate, had internet access, and the time and drive to develop and sustain a Voice of a New Generation effort within their area. This was the case for only a small minority of the targeted youth. This significantly reduced the relevance of the project.
