Lesson Learned: Strengthening Democratic Participation Among Indigenous Peoples of Oaxaca, Mexico

The project capitalized on the presence of individuals currently in Oaxaca’s Executive branch who at one time had worked for the grantees. These alliances with individuals in both the government and the Oaxaca Congress have the potential to facilitate collaboration and/or extend to other strategic public figures, build relationships, and create institutional agendas capable of lasting beyond the current administration.

Project Description
The project sought to empower indigenous people from the State of Oaxaca, Mexico. Through jurisdictional resolutions or agreements, the project worked to reduce the number of conflicts between the indigenous legal system, on the one hand, and the state legal system, on the other, seeking to establish precedents for harmonizing the two systems. The project’s intervention was very timely and highly relevant, given the recent changes in the legal framework, especially the passage of subsidiary legislation and a new energy policy. It provided legal assistance and representation before jurisdictional, judicial, and administrative bodies in the State of Oaxaca. Politically, the project made it possible to include the indigenous peoples’ perspective and expectations in the Constitutional Reform proposal for Oaxaca. The project’s support for empowering indigenous women’s groups had a major impact on the lives of the beneficiaries as well as the development and improvement of institutional and democratic life in the State of Oaxaca.

Lesson Learned: Constructing Citizenship in San Luis de Potosí

The CSO network, which was an important mechanism for dialogue and information exchange between public officials and social stakeholders was established but its operative role as a privileged advocate with state entities and decision-makers needs strengthening. For example, individual youth groups that are highly motivated to engage in civic participation were not able to participate in high level meetings with members of States congress. The same holds true for women’s organizations, which, despite the many problems that affect women, have very little organizational presence in the state of San Luis Potosí. Mechanisms for dialogue between public officials and youth are still characterized by very vertical communication and to some extent, an adult-centered culture that is hard to eradicate.

Project Description
The aim of the project was to empower CSOs to promote democracy in Mexico through real and effective civic engagement, the exercise of human rights, and support for political dialogue. The project also sought to encourage the active participation of youth and women in local democracy- and citizenship-building activities to improve their ability to influence policy and impact local governance. The project offered a framework for improving the exercise of citizenship and mobilizing key civil society stakeholders, who realized the role they could play in devising, implementing, monitoring, and evaluating public policies. The training and citizen networking initiatives to increase participation and influence in the public sphere, the preparation of thematic agendas, and the drafting of legislative proposals were important models for democratic practices in a society characterized by civic passivity in the last 10 years. The project beneficiaries as a group were willing to get more directly involved in public affairs and the project has provided them with the tools and publications they need.. However, better links between and organization of the CSOs needs to take place to improve their ability to act in the social and political sphere.

Lesson Learned: Promoting Good Governance among Tribal Inhabitants in Bangladesh (PROGGATI)

Exchanges between traditional tribal communities and government officials had been rare prior to the project. The efforts to link traditional with local government officials established some lasting individual relationships, and these types of exchanges may continue as the project activities have set an important precedent.

Project Description
The project aimed to increase the political participation of indigenous (tribal) communities and community based organizations (CBOs) in the Rangamati Hill District of Bangladesh leading to an increase in their demand for more responsive public services and policies. The project set out to do this by increasing the dialogue between formal and traditional forms of local governance. Specifically, the project’s objectives were: enhance the capacities of local government leaders, CBOs and tribal community leaders; enable better coordination between stakeholders; and, promote democratic processes to ensure pro-poor service delivery and resource allocation. Its intended outcomes were: empowered CBOs and alternative community leaders; improved participation by traditional community leaders in the formal governance system; increased women’s participation; more pro-poor gender-sensitive local services; greater trust between the different stakeholders - indigenous inhabitants, Bengalis, CBOs and local government - and regular media reporting on governance issues in the Rangamati Hill District. The project did seem to help resolve small but important issues for the communities, and helped to increase the visibility of the open budget system by promoting its use by its committees. It also seems to have increased the general level of awareness of project participants on governance issues.

Lesson Learned: Nigeria Procurement Monitoring Project

Efforts to work closely with the legislature began well, with the Committee on Public Procurement of the House of Representatives willing to follow up on concrete problems identified in meetings with grantee and its allies. However, the 2011 parliamentary elections brought about a wholesale change in the membership of both houses of the National Assembly. The leading champions of reform in public procurement were defeated, and there was no longer an interest among elected members in working closely with grantee, although a positive working relationship was established with the parliamentary secretariat.

Project Description
The project’s overall objective was to increase the effectiveness of procurement monitoring by non-state actors following the Public Procurement Act (PPA) 2007 in Nigeria. The project was built on a thorough analysis of the current situation regarding government procurement and mechanisms for monitoring and reporting on the process. The publication of two carefully researched annual assessment reports on the state of public procurement and stakeholder knowledge of PPA requirements proved effective for connecting public procurement and integrity in governance. The development of new tools for training of trainers in procurement monitoring and the training of 33 monitors were also valuable. Efforts to work closely with the legislature began well. Lesson Learned: Student Civic Action: Engaging and Empowering Emerging Leaders in Universities in Jordan

The grantee adapted well to circumstances. When it found out that it would take months to work out an agreement with the universities with which it had initially intended to collaborate, it tapped into institutions where it already had relationships. One of these was the All Jordan Youth Foundation, where many of the project activities and trainings were subsequently held.

The project sought to strengthen university students and youth Civil Society Organization (CSO) leaders for active and democratic citizenship and community development. It aimed to do this by: improving their capacity and raising their awareness of participation in democratic processes and community development; increasing emerging leader (EL) representation in existing political and civil society institutions; and developing and strengthening existing networks to build alliances of youth-led and youth-directed CSOs for more effective programming and sustained participation. The project also intended to increase the awareness of CSO and local leaders on the value of youth involvement. The project reached youth across Jordan and from very different socio-economic conditions and the activities reflected the needs and interests of its participants and their locality. Addressing both the supply and demand side of the youth issue seemed to be effective. Participating youth seemed empowered by their training and the use of sub-grants to CSOs opened the door for youth participation.

Lesson Learned: Enhancing Political Participation of Marginalised Women in Nepal

The sustainability of these networks was already jeopardized by the lack of financial and organizational resources locally. The pyramidal organization designed by the project is fragile. However, numerous beneficiaries declared that the project created networks that will enable them to continue to share ideas and undertake initiatives, even if funding does not continue. Thus, the sustainability may be based more on human capital and relationships than on questions of funding.

Project Description
The project organized women into informal Women's Democracy Forums to build a culture of collaboration between marginalized women from different social backgrounds in five Nepalese districts. It intended to give women a voice at the district and village level by providing information, education, and communication materials and offering training courses on women's rights. Project activities combined traditional and alternative means of communication, such as street theater. This oral mode of education was adapted to the needs of remote communities. The project's visibility was also enhanced by the production of weekly radio programs; 72 episodes on the political empowerment of women and democratic processes were produced and broadcast over a six–month period. Local authorities and grassroots resource persons increased their commitment to the political inclusion of women. All of these activities were innovative in these Nepalese districts and were skillfully carried out by the implementing team. All activities were successfully concluded and delivered results over and above expectations.

Lesson Learned: Strengthening transitional justice processes in Burundi

Although it foresaw the possibility of politically motivated delays, the project had little in place in the way of mitigation. The strategy in relation to institutional stakeholders in Burundi was not fully developed – for example there was no attempt to formalize and set an agreed framework for the project’s support and technical advice to the National Consultation Steering Committee.

Project Description
The project was related to the establishment in Burundi of a National Consultation Steering Committee (NCSC) made up of government, UN and civil society representatives and tasked with addressing issues of national reconciliation and accountability for past large-scale human rights violations. The overall goal of the project was “to help the NCSC to achieve its mandate and promote transitional justice”
