Lesson Learned: Strengthening Grassroots Women’s Groups to Promote and Protect Civic Space in Uganda

WhatsApp can be a key project management tool that delivers support to both cost-effective monitoring of implementation and the building of networks and structures. But this is most effective when combined with occasional in-person meetings or visits, to ensure personal relationships are built offline, before they are maintained, sustained, and developed online.

The project goal is to empower 6,000 women by raising awareness of their gender specific rights, promoting women’s political participation, and addressing all forms of injustices that affect women’s wellbeing; strengthen the capacity of 100 unregistered women’s groups to become registered under the NGOs Act 2016; and support 100 registered women’s groups in advocating, promoting and protecting civic space in Uganda. Project activities will incorporate actions in response to the Covid-19 crisis, as it impacts women, including gender-based violence as well as social and economic pressures.

Lesson Learned: Empowering Rural Communities in Bhutan through Mass Media

As digital technologies take hold, two ways media-community audience engagement will only become richer and more complex. New technology can upset the methodology and content of any capacity-building programme approved and designed by the grantee. Therefore, there is a need to remain alert about new technology and devise innovative forms of audience research online and offline.

Project Description
The project aims to address low levels of media knowledge and social media awareness in Bhutan’s rural population, urban centric news media, and the lack of viable, private and free media coverage on rural issues. By training journalists to report on local issues in both mainstream and social media the project will encourage local communities to engage in active reporting on rural issues. Small grants will be awarded by a jury to recognize excellence in local journalism and to encourage continued meaningful contributions to free media in Bhutan by individual rural journalists.

Lesson Learned: Bytes Without Borders in Morocco


The capacity-building process is a marathon, not a sprint. It must involve regular coaching of trainees and performance monitoring in order to ensure sustainability. In order for capacity-building activities to achieve their intended results, one must ensure the activities are inclusive to all, including the vulnerable and illiterate. The use of audio-visual approaches in social media has proved to reach a larger number of people than the 'class-format' approach.

Project Description
The proposed project aims to promote online citizen journalism and improve access to information on the freedom of expression as a cornerstone for good-governance in Morocco. This project will be supported by a national multi-stakeholder platform and will validate a legislative proposal for the defense of the digital space in Morocco. The project will strengthen Moroccan CSOs' skills and aid journalists, lawyers and social movements on gender issues pertinent to digital rights with the support of 45 awareness campaigns on the freedom of speech and the right to information.

Lesson Learned: Emerging Leaders of the Arab Region

Networking to gather participants in training sessions should be conducted after there has been clear scoping of potential existing resources. The reliance solely on social media and personal connections limits diversity, and the lack of involvement of the grantee also limits the credibility and legitimacy of trainers to attract participants.

Project Description
The project’s overall development goal was to “increase the civic and democratic participation of young people in the Arab region”. The specific objective was to “empower young leaders in the Arab region to play a bigger role in civic and democratic life”. The project sought to empower young leaders in five countries in the Arab region - Jordan, Lebanon, Morocco, Tunisia, and the United Arab Emirates. The project approach was based on the observation that while youth played a key role in the Arab uprisings; they continued to find themselves with limited empowerment or support to take control of their lives and futures. While the intervention rationale is broadly accurate, the project document did not include substantive contextual background for each targeted country and the project design lacked context analysis for each country. There also did not seem to be any involvement from project stakeholders and beneficiaries in the formulation and design of the project. Given the lack of contextual understanding, the project’s intervention rationale and the process for implementation also lacked essential elements to make the project relevant to the needs of the beneficiaries at the local and national levels.

Lesson Learned: The National Campaign towards Muslim Family Law Reform (MFL Campaign) in Malaysia

Grantee has a unique niche but other NGOs working for gender equality and legislative reform can also help deliver the message through their different channels and constituencies. Expand reach by training partner NGOs in every state to deliver project workshops. Harness the power of celebrities for public service announcements. Continue to leverage social media and build an online site for persons to find information on the Muslim Family Law, join the network, register complaints, lobby their policy maker and endorse legal reform.

Project Description
The project sought to increase public demand for law reform based on the principles of justice and equality. It did this by raising awareness among women on their rights within Islam and women’s access to justice. Its intended outcomes were: increased awareness of rights among women at the grassroots level; increased public discussions on religion; and increased engagement and dialogue among women’s groups and government stakeholders by 2015. The project attempted to effect change from the bottom up, but more activities would have been needed at the grassroots level for the desired outcomes. One-off workshops were not enough to create the type of momentum and broad based support needed to create a surge in public voice for law reform.

Lesson Learned: Promoting Human Rights through Providing Access to Information for Marginalized Women in Zimbabwe

The project ensured that a critical mass of women in the 10 communities across the country have acquired skills necessary to use social media purposefully to exchange information. The WhatsApp group created by the project continued to be active and used by the participants.

The project had four objectives: to increase and improve gender-sensitive media coverage of issues affecting women in marginalized communities, in traditional/mainstream media in Zimbabwe; to create tools and use non-traditional media to disseminate and exchange information; to increase the capacity of marginalized women to use social media to access human rights information and freely express themselves on political, social, economic and cultural issues; and to increase marginalized women’s participation in policy dialogues and decision-making in target communities. The project was implemented in 10 communities across Zimbabwe and was designed to benefit over 7,000 women through activities including training of citizens journalists, and professional journalists in gender-sensitive reporting; the production of phone-in radio programmes; mentoring of student journalists; and use of Internet-based platforms for sharing information. The project was based on a good analysis of the gender inequalities faced by marginalized women in relation to access to information, awareness of their rights and exercise of political participation. Nevertheless, the project’s relevance was marred by its overambitious design and a lack of prioritization among its various objectives and approaches.

The project’s planned SMS platform was overtaken by the use of social networks, partly because more participating women had access to smartphones than was originally expected at project planning stage, and partly because of usage costs: text messaging was significantly more expensive than the data subscription allowing access to the Internet and the use of WhatsApp and Facebook.

Lesson Learned: Renforcement des capacités des journalistes et blogueurs arabes pour la promotion des droits de l’Homme

None of the project components were explicitly designed to continue beyond the project period. The Facebook page was thankfully able to sustain the positive image of the project. Other project activities, such as the prize for bloggers, could be maintained at a low cost, thus constituting a potential “exit strategy” for the project.

Project Description
The objective of the project was to reinforce the capacities of Arab citizen journalists and bloggers in relation to the promotion and protection of human rights. The project was relevant as a human rights education activity, to the extent it responded to the fact that the targeted bloggers and journalists were not always familiar with the human rights principles and the international procedures for the protection of human rights. The project activities led to the acquisition of new skills by the participants which contributed to changes in the way they have carried out their blogging and journalistic work after the training sessions. It is of course not clear that the participants’ work has influenced the wider public. However, comments posted by readers suggest that some of the participants were able to encourage tolerant attitudes among their readers, for example in relation to gender equality or in debates about democracy.

Lesson Learned: Citizen Journalists for Free and Fair Elections in Georgia

The grantee relied heavily on personal contacts to recruit participants, including journalists from the Charter of Ethical Journalists which the grantee had created under an earlier EU project. This was efficient since these people were known to be independent and helped maintain the perception of impartiality. At the same time, this limited the reach of the project to people who were already civically active. There were no links apparent between this effort and other more substantial efforts for citizen journalism, election reporting or observation. The reach of the project could have been extended through better use of social networks beyond the staff’s Facebook pages, and the use of participating media organizations to promote citizen reporting, the website and project purpose.

Project Description
The project’s objective was to promote free and fair elections in Georgia. The project aimed to reduce electoral fraud and increase trust in the election results by involving citizens in monitoring and reporting on elections in cooperation with professional journalists. The citizen journalists, who included media professionals, NGO members and political party representatives, received training and some technical resources, including a memory stick and the grantee’s contact information. They were then left alone to report to the grantee about problems they have witnessed. The intervention was directly relevant to the need to strengthen the integrity of the electoral process and ensure the dissemination of objective information. Georgia lacked a tradition of citizen engagement or peaceful transfer of power through the ballot box. A financial incentive was used by the grantee, paying USD 40 for each verified report.

Lesson Learned: Youth local councils for civic engagement and social change in Palestine

The Youth Local Councils (YLC) in Palestine became very active on social networks; all opened a Facebook page and a common page was created to exchange best practices. The bringing-together of the YLCs in networking meetings and training and promoting a mentoring system to support new participants and retain the experience and expertise of young participants reaching the age limit of 22 were mentioned by a number of beneficiaries.

Project Description
The project focused on the creation of Youth Local Councils (YLC) in six villages in the West Bank – two in the north, two in the central area and two further south. All the young people in these villages were mobilized to register to vote in the YLC elections and underwent training in citizenship, democracy and electoral processes. Families, municipal councils, local non-governmental organizations (NGOs) and community members were involved in the campaign meetings or in overseeing the elections. The YLCs then received further training in the skills they would need in order to ‘govern’ effectively: negotiation, leadership, conducting meetings, fundraising, strategic planning and community action. They consulted with their youth constituents, the municipal council and community members, to devise a plan of action to contribute to their communities’ needs, and subsequently undertook a wide range of cultural and social activities, ranging from computer classes for other young people to the painting and renovation of school buildings.
