Lesson Learned: Strengthening Democracy Through LGBT Political Participation in South Africa

Efficient communication between project and finance management staff, and between grantees and implementing partners, is key to ensuring the delivery of projects in challenging conditions, such as during a global pandemic or when significant staff changes take place, especially when adaptive programming is required.

Project Description
The project aims to strengthen South Africa's democracy through increasing equal participation of lesbian, gay, bisexual, trans and intersex people and promoting understanding among political parties and the Independent Electoral Commission around the importance of diverse representation. This will be achieved through the training of lesbian, gay, bisexual, trans and intersex leaders in civic engagement strategy and working with parties and the Commission to adopt policies and procedures to improve their representation, participation, voter registration and turn out.

Lesson Learned: Strengthening Grassroots Women’s Groups to Promote and Protect Civic Space in Uganda

It is vital to document and present evidence of how a project meets target indicators in the delivery of its activities both for internal learning but also to be able to demonstrate effectiveness and impact in a robust and comprehensive way. This requires a dedicated person in charge of monitoring, evaluating, and learning.

The project goal is to empower 6,000 women by raising awareness of their gender specific rights, promoting women’s political participation, and addressing all forms of injustices that affect women’s wellbeing; strengthen the capacity of 100 unregistered women’s groups to become registered under the NGOs Act 2016; and support 100 registered women’s groups in advocating, promoting and protecting civic space in Uganda. Project activities will incorporate actions in response to the Covid-19 crisis, as it impacts women, including gender-based violence as well as social and economic pressures.

WhatsApp can be a key project management tool that delivers support to both cost-effective monitoring of implementation and the building of networks and structures. But this is most effective when combined with occasional in-person meetings or visits, to ensure personal relationships are built offline, before they are maintained, sustained, and developed online.

Lesson Learned: Citizens: empowering local communities, improving local governance

The case of the grantee Zimam demonstrated that even though the organisation did not have a significant track record, the quality of the project proposal submitted by the grantee’s finance team could demonstrate their capability to manage funds. Indeed, UNDEF showed audacity and open-mindedness in agreeing to fund this young organisation.

Zimam’s Leadership Incubator wants to inspire young leaders and give them the confidence and training to inspire their communities. The program offers policy and problem-solving workshops, engagement and meetings with business, political, and social leaders, and opportunities for youth to implement their own initiatives aimed at social transformation. In doing so, we can empower young people to realize their potential as confident and capable change-makers who can lead their communities. Project activities also incorporate actions in response to the Covid-19 crisis as it impacts youth.

Lesson Learned: Democracy Academy for Young Adults in El Salvador

The adaptation strategy to the COVID-19 pandemic was key for the project success. In this regard, a strategy aimed at adapting methods to changing, external circumstances (natural, pandemic and/or geopolitical), going beyond the risks inherent to the project’s internal design, and defining the actions and measures to be to be taken should such potential changes materialize should also continue to be considered systematically in all UNDEF projects.

Lesson Learned: Creating an Inclusive Policy and Legal System, Protecting Elderly People’s Fundamental Rights in Indonesia

The grantee organization LBH Apik and its local chapters are well-established grassroots organizations with internal systems and procedures in place. Building good rapport with local stakeholders was one of the key strengths of LBH Apik and a good strategy to secure commitment and can be continued in future programmes.

The aim of this project is to improve protection mechanisms and policies regarding basic rights and public services to the elderly. Three local partners, each located in one of the three targeted provinces will help complete the project. The project will collect data to close the evidence gap, raise public awareness, and enhance capacity building of the elderly and paralegals as they advocate to improve elderly programs and legal and public services at village and community levels. The project will include a strong gender focus by prioritizing women as paralegals and recipients of legal services.

Lesson Learned: Creating an Inclusive Policy and Legal System, Protecting Elderly People’s Fundamental Rights in Indonesia

The elderly project should be a source of learning for both UNDEF and the grantee organization LBH Apik, since both parties have not dealt exclusively with elderly before. In a short project such as this (especially with an unexpected challenge like the pandemic), the Donor and Implementing Agency should conduct more frequently periodical pause and reflection to assess direction, progress, challenges, and lessons learnt in order to be able to manage the project adaptively. Ideally this is done every quarter. Sessions for the purpose of learning need to be intentionally planned from the outset. It is unclear whether programmatic learning is being performed from the bottom to the top, and vice versa. It is useful however to cohesively provide a picture on the differences and similarities, and what worked and what did not work.

Lesson Learned: Strengthening Media to Promote Inclusive Democracy in Mali

Project activity costs can be reduced through close coordination, mutual trust and regular consultation with key implementing partners that can lead to financial burden sharing and increased buy-in. This project, for example, reduced costs by persuading implementing partners to share some of the financial burden for certain events, when co-hosting.

Project Description
This two-year project aims at strengthening media to play a role in fostering an effective, inclusive and transparent democracy in Mali. Based on field assessments of media outlets and CSOs, the project will build the capacity of media to report on good governance and human rights issues, break the financial dependency on political sponsorship through training on business skills and greater sector accountability, and help journalists and civil society actors to work together on data projects.

Lesson Learned: Jeunesse et participation électorale au Burkina Faso

Grantees need to be disciplined in their monitoring and reporting, making best use of the comprehensive guidance available on the UNDEF website. Grantees should feel free to suggest to UNDEF alternative baselines, target indicators and means of verification if data collection against initially planned Results Frameworks proves more difficult than expected or impossible.

Le projet vise à renforcer davantage la mobilisation sociale et l'engagement de la jeunesse dans les processus électoraux en cours au Burkina en vue des élections couplées législatives et présidentielle de 2020. Il s’agira au cours du projet de faire le monitoring de l’enrôlement biométrique des électeurs, de mener des actions de préservation de la cohésion sociale pour un processus électoral apaisé. Project Description
In a context characterized by the recurrence of violations of human rights and freedoms, the project aims to respond to the major problem, identified by the Protection Cluster, which is "attacks on the right to life, dignity and freedom. "integrity of the person". This will be done through reactive, corrective and constructive actions, with technical support to the local Volunteer and Volunteer Community-CLOC Local Organizing Committees. This support includes: (1) Capacity building through training for members of these community structures and local authorities on the protection, promotion of human rights and community mediation, and on the reduction of human rights violations.(2) Technical and material support for advocacy, awareness-raising and mediation actions aimed at strengthening collaboration between the civilian population and local civil and military authorities and (3) easy access for victims to appropriate care services.
