Lesson Learned: Young Builders of a New Citizenship In Chad

The exchange of experiences between young Muslim and Christian organizations was a good attempt to overcome historical social divisions that still exist in society.

The project aimed to empower young people so that their voices could be heard by public authorities. The project focused on strengthening youth capacity, youth initiatives and dialogue between youth organizations and authorities as partners in public policy. It was a continuation of a programme which the grantee had been conducting since 2005 through its youth network in 12 municipalities across the country. The project was based on the finding that participation of young Chadians in the public sphere was very low and that there was a need to increase their capacity for action. The project was relevant, since there is no real youth strategy in the country and youth represent 70 per cent of the population but lack access to democratic space and have a low quality of education.

The project outcomes were ambitious especially given the outputs that were delivered to achieve them. The authorities in Chad were not adequately informed or involved during the project. The grantee assumed that putting youth organizations together and formulating a youth plan and platforms would be sufficient to create autonomous youth initiatives and to forge dialog with authorities.

Lesson Learned: Young Builders of a New Citizenship In Chad

The establishment of youth platforms was not linked to any particular task or mission for youth action; and the elaboration of a national plan was not linked to priorities for action nor were there any financial resources for implementation. The survey which was supposed to enhance the skills of the young people was not published and did not capture the information needed for youth advocacy towards public authorities.

The project design would have benefited from a better use of lessons learned from the grantee’s previous projects and its youth association network. This would have helped identify the challenges faced by young people and to develop a proper national action plan and youth platforms that were relevant.

Indicators should have been defined as part of a quality control system framework linked to monitoring of activities so that the extent to which there was youth ownership of the platforms and progress being made could be measured.

Lesson Learned: Young Builders of a New Citizenship In Chad

Although more than eight hundred young people from Chad were informed about their rights and duties, the project did not lead to any changes in the youth organizations’ perception of how the voice of young people could be heard. Most of the young interviewees declared that there was no additional dialogue with authorities after the project’s termination.

Lesson Learned: Strengthening Citizenship and Consolidation of Democracy in Chad

The project succeeded in providing concrete training and awareness-raising on the importance of citizens’ involvement in the electoral process. Its focus on educating small civil society organizations and vulnerable groups - in particular, women from rural awareness was unique since the target beneficiaries had little awareness of their electoral rights.

The project’s objective was to build the capacity at the grassroots level regarding democracy. This objective was pursued through training the population about citizen rights and freedoms, including establishing a permanent observatory for national and local electoral consultations, and the communication of information supporting the construction of a democratic state. The intervention directly targeted vulnerable groups, farmers (both women and men); and on a wider level also reached out to development actors, trainers of trainers and local facilitators; and employees of local, administrative and communal authorities. The project aimed to provide appropriate responses to the needs and difficulties faced by target beneficiary groups - women and vulnerable groups who were unable to take part in the electoral process. The method and the content of the training sessions as well as the message communicated via the educational media adopted were consistent with the project's objectives. It was also in line with the priorities set out in the country’s Poverty Reduction Strategy Paper.

Lesson Learned: Strengthening Citizenship and Consolidation of Democracy in Chad

One of the positive effects of the project was its contribution to reducing mistrust towards authorities - governors, other local authorities, political parties. Some citizens for the first time made direct contact with their representatives so as to involve them in project activities.

Lesson Learned: Strengthening Citizenship and Consolidation of Democracy in Chad

The project's strategy was built around the preparation of a conceptual, methodological and operational framework in a participative manner with the target groups. It integrated three main priorities: functional literacy and awareness-raising; improvement of the conditions of women; and community participation at the local level. The choice to address the literacy issue within marginal populations of Chad was particularly appropriate raise citizen awareness among the target groups.
