Lesson Learned: Strengthening Democratic Participation and Inclusive Local Development in Indigenous and Peasant Communities in Bolivia

When properly designed and carefully implemented, legal services projects can combine sensitivity to traditional customs in this case of indigenous groups with principles such as human rights and gender equality. To a great extent, achieving this delicate balance hinges on the service provider’s local knowledge, respect for traditions, ability to build trust, and use of appropriate language and communication channels.

Project Description
The project was implemented between 2014 and 2016 by the Fundación MicroJusticia Bolivia (MJB), a branch of Microjustice4All (MJ). The project objective was to legally and politically empower members and leaders of indigenous communities, women and men, in La Paz and Oruro to protect and exercise their civil and indigenous rights and participate in democratic decision-making processes. The project objectives included: an increase in the number of people holding basic legal documents; increased awareness in the target groups of the importance of having their basic legal documents (identity, legal, personality) in order; strengthened capacity of members, leaders and organizations of traditionally excluded indigenous communities to participate in democratic processes and to exercise their civil and indigenous rights; and improved access to basic legal documents through evidence-based inputs for institutional reforms through advocacy. The project was timely and relevant to participant needs and the political and cultural context in Bolivia. The potential impact could be extended beyond legal and political rights to also enhance socio-economic development once legalized communities are able to access government projects and resources. The project was cost-efficient and well managed. The project’s focus on community ownership contributed to sustainability of results, though Microjusticia’s own sustainability and ability to operate is dependent on additional external funding.

Lesson Learned: Promoting Women's Participation in Local Budgetary Processes

The fact that the grantee organised meetings with all parties was an important first step in building mutual trust and facilitating a common understanding of gender issues through municipal budget in Niger. Most women and municipal officials who participated said it was the first time they had the opportunity to work jointly on Gender Responsive Budgeting issues.

Project Description
Working with women’s community-based organizations and municipal authorities the project aimed to enhance the social and economic rights of women in Niger by supporting Gender Responsive Budgeting. Integrating a gender perspective into all steps of the municipal budget process, the project focused on improving the capacity of women to advocate municipalities to shape local budgetary policies which consider their health, education and water sanitation concerns. The project’s strategy of working directly with women community based organization members and municipal officials brought activities closer to beneficiaries in the five targeted municipalities of Niger. This approach was highly relevant to women as a beneficiary group, which for most part, rarely has a voice in public affairs and limited access to political decision-making processes.

Lesson Learned: Strengthening Democratic Participation Among Indigenous Peoples of Oaxaca, Mexico

The project was part of the grantee’ wider development strategy; thus, the project was built on processes already under way, capitalizing on their strong points. The technical personnel involved in the different activities all shared the same vision, objectives, and analysis criteria. The majority of them had been working as a team for years, which enabled them to develop good relations with beneficiaries and State entities and gain their trust.

Project Description
The project sought to empower indigenous people from the State of Oaxaca, Mexico. Through jurisdictional resolutions or agreements, the project worked to reduce the number of conflicts between the indigenous legal system, on the one hand, and the state legal system, on the other, seeking to establish precedents for harmonizing the two systems. The project’s intervention was very timely and highly relevant, given the recent changes in the legal framework, especially the passage of subsidiary legislation and a new energy policy. It provided legal assistance and representation before jurisdictional, judicial, and administrative bodies in the State of Oaxaca. Politically, the project made it possible to include the indigenous peoples’ perspective and expectations in the Constitutional Reform proposal for Oaxaca. The project’s support for empowering indigenous women’s groups had a major impact on the lives of the beneficiaries as well as the development and improvement of institutional and democratic life in the State of Oaxaca.

Lesson Learned: Improving the Participation of 155 Women's Groups

The field workers played an essential role, as they ensured close monitoring of the beneficiary groups, which clearly contributed to the efficiency of the initiatives. These staff were well integrated into the local population, spoke the local language and served as intermediaries between the rural population, the authorities and the media.

Project Description
The project’s objective was to increase the number of rural women in Côte d’Ivoire participating in the democratic process, specifically in decision-making. In order to do this, the project set out to raise awareness among rural women of their political and civil rights; and increase the number of informed rural women able to participate in electoral processes either as candidates or as voters. The activities were designed to take into account the post-election crisis in Côte d’Ivoire, taking into account that women make up the largest proportion of the voting population. The decision to intervene in the western part of the country, which was particularly affected by the war and where women became victims of sexual and gender based violence allowed a more targeted response to the specific needs of the beneficiary populations.

Lesson Learned: Civil Society Support Initiative on Political Marginalization in the Niger Delta in Nigeria

The government advocacy component of the project was a useful follow-up to the training provided. However, in many cases, the meetings seemed provide only an initial opening for voicing concerns and then government representatives providing information on current activities. This is not engagement. There were exceptions, where more was accomplished, but it is apparent that what was critical was that the meetings actually took place. They represented the initial step, the opening, to what was expected to be a long-term dialogue. For this expectation to be realized, far more support and advice will be required, over a period of years, rather than months.

Project Description
The project was built on the grantee's experience of the most urgent problems of local communities in the Niger Delta, and particularly of women, youth and other vulnerable groups. It aimed to engage with three sets of stakeholders: CSOs at local level in the nine Niger Delta states; representatives of marginalized groups (women, youth and the disabled); and officials from three branches of government. The project’s focus on working with the CSOs and beneficiary groups in strengthening the basis for broader-based citizen participation in the political process was highly relevant to addressing the democratic deficit in a region where there is widespread distrust of the governing authorities and the absence of a belief that the voices of the people will make a difference in decision-making. Despite some limitations overall, the project proved to be effective in building the capacities of its target groups, in enhancing their self-confidence, and in motivating many to take further action. Follow-up activities undertaken by participants included “stepping down” the training to others in their local networks, and organizing advocacy and public awareness initiatives. The project succeeded in contributing to increasing the levels of participation in the public realm by both CSOs and beneficiary groups.

Lesson Learned: Nigeria Procurement Monitoring Project

There is an important and essential relationship between the grantee and the other core organizations within the National Procurement Watch Platform. Working relationships among individuals are built around trust, mutual support and shared experience and commitment. Throughout the project, the grantee received substantial in-kind support from core members of the network, while extending support to them in return. These trust-based working relationships were one of the foundations of project effectiveness and efficiency.

Project Description
The project’s overall objective was to increase the effectiveness of procurement monitoring by non-state actors following the Public Procurement Act (PPA) 2007 in Nigeria. The project was built on a thorough analysis of the current situation regarding government procurement and mechanisms for monitoring and reporting on the process. The publication of two carefully researched annual assessment reports on the state of public procurement and stakeholder knowledge of PPA requirements proved effective for connecting public procurement and integrity in governance. The development of new tools for training of trainers in procurement monitoring and the training of 33 monitors were also valuable. Efforts to work closely with the legislature began well. However, the 2011 Parliamentary Elections brought about a wholesale change in the membership of both houses of the National Assembly. The leading champions of reform in regard to public procurement were defeated, and there was no longer an interest among elected members in working closely with PPDC, although a positive working relationship was established with the parliamentary secretariat.

Lesson Learned: Citizenship is my Right

The project fostered group learning processes that built trust and promoted respect for diversity. This effort has resulted in the training of a substantial number of young leaders who are actively participating in the Municipal Youth Councils and who are involved in concrete employment and social projects that address the needs of their villages.

Project Description
This project aimed to promote democratic participation in local government decision-making by creating Municipal Youth Councils. Designed to encourage young people to gain self-confidence and trust one another the project focused on civic education for local leaders; the creation of Municipal Youth Councils in the targeted villages; and the development of group and individual employment and social projects addressing the social and economic needs of the villages. There project was coherent and relevant. The skills and knowledge from the training were applied to concrete activities that fostered changes in the young people’s behaviour and their effective participation in decision-making.

Lesson Learned: Strengthening Citizenship and Consolidation of Democracy in Chad

One of the positive effects of the project was its contribution to reducing mistrust towards authorities - governors, other local authorities, political parties. Some citizens for the first time made direct contact with their representatives so as to involve them in project activities.

Project Description
The project’s objective was to build the capacity at the grassroots level regarding democracy. This objective was pursued through training the population about citizen rights and freedoms, including establishing a permanent observatory for national and local electoral consultations, and the communication of information supporting the construction of a democratic state. The intervention directly targeted vulnerable groups, farmers (both women and men); and on a wider level also reached out to development actors, trainers of trainers and local facilitators; and employees of local, administrative and communal authorities. The project aimed to provide appropriate responses to the needs and difficulties faced by target beneficiary groups - women and vulnerable groups who were unable to take part in the electoral process. The method and the content of the training sessions as well as the message communicated via the educational media adopted were consistent with the project's objectives. It was also in line with the priorities set out in the country’s Poverty Reduction Strategy Paper.

Lesson Learned: Training citizens on law and on institutional dialogue in the Democratic Republic of Congo

The grantee’s long-term engagement with the police and the judiciary in the Democratic Republic of Congo contributed to the project’s success, as it helped to overcome resistance to activities such as human rights awareness raising campaigns in police and military camps, and the organization of open days in courts.

Project Description
The project aimed to enhance the legitimacy of the judicial system in order to reinforce democratic processes in the Democratic Republic of Congo. Specifically, the project was designed to improve the legal knowledge and sense of responsibility on the part of civil society actors by raising awareness of human rights among citizens and by improving trust between citizens and judicial institutions, as well as better liaison between judicial actors and civil society. The beneficiaries included the population of two municipalities in suburban Kinshasa, as well as families of military and police personnel housed in camps in the area; police officers, prosecutors and judges; and a group of trained NGO resource persons. The project was based on a sound strategy, which identified explicitly the institutional weaknesses that were to be addressed, and proposed realistic steps to address them. The training sessions for NGO resource persons and the seminars bringing together civil society, police and members of the judiciary were implemented to a particularly high standard, as they were both innovative in their field, and carried out with appropriate levels of skills and monitoring.

Lesson Learned: Enhancing Political Participation of Marginalised Women in Nepal

The target audience was directly involved with outputs such as training and advocacy tools. All progress was shared and discussed directly with the target audience at the local and national level. The methodological and operational project framework was adopted and adjusted with the direct participation of the target groups. This contributed to the project’s efficiency and set a precedent for joint work with women’s communities, local authorities, and political parties beyond ethnic lines or political ideology.

Project Description
The project organized women into informal Women's Democracy Forums to build a culture of collaboration between marginalized women from different social backgrounds in five Nepalese districts. It intended to give women a voice at the district and village level by providing information, education, and communication materials and offering training courses on women's rights. Project activities combined traditional and alternative means of communication, such as street theater. This oral mode of education was adapted to the needs of remote communities. The project's visibility was also enhanced by the production of weekly radio programs; 72 episodes on the political empowerment of women and democratic processes were produced and broadcast over a six–month period. Local authorities and grassroots resource persons increased their commitment to the political inclusion of women. All of these activities were innovative in these Nepalese districts and were skillfully carried out by the implementing team. All activities were successfully concluded and delivered results over and above expectations.
