Lesson Learned: Creative Communication of the Nigerian Budget

While civil society organizations are interested in budget monitoring and are seeking to build their capacities in this area, the project did not succeed in engaging them with project implementation activities with communities. However, the project did succeed in enhancing skills and capacities of the grantee. Positive outcomes for the grantee include the winning of a proposal to conduct a budget tracking activity on nutrition with UNICEF. In this way, UNDEF funds helped to enhance the grantee’s network with other UN organizations.

Project Description
The goal of the project was to empower citizens with information about the budget process and public expenditure so as to increase the transparency and accountability of the Nigerian government. The project addressed a lack of easily understandable information on the national budget in Nigeria specifically the problem of public works projects that were promised but never completed. The original project strategy was to use social media to engage local community-based organizations (CBOs) to monitor the completion of mini public works. However, due to limited access to technology and low commitment by the local CBOs, the grantee instead engaged Project Tracking Officers (PTOs) who were equipped with mobile phones and technical skills to undertake project monitoring activities in each targeted community and who were accountable directly to the grantee.  Instead of working with the CBOs, the grantee decided to engage with community leaders as “champions” to involve community members in community project monitoring. However, the broadcast television component of the project - Tracka. - had an impact. This media platform provided a tool for giving feedback to citizens and was very effective in collecting, transferring and sharing the information on the status of the public works

High levels of illiteracy and limited English language skills amongst community members -  especially women -  created communication challenges. The printing of budget summary materials in English-only may have restricted access to most community members. To reach a wider audience translate budget data into local languages for key publications.

Consider the views and opinions of parliamentary representatives who are championing budgetary transparency. In order to promote greater participation by legislators and policy makers, the grantee should engage more closely with the Budget Teams in Parliament to build their capacity and demystify their activities.

Lesson Learned: Creative Communication of the Nigerian Budget

Involving the media in monitoring public works worked well. Using the media helped empower communities with simplified budget information which they used to demand accountability from their parliamentarians. The media was viewed as a key contributor of information in real time and an avenue through which budget information could be disseminated widely to a large audience.

Lesson Learned: Civil Society Support Initiative on Political Marginalization in the Niger Delta in Nigeria

A radio programme, based on a Democracy Roundtable, was produced and broadcast in four states. While the topic was relevant to the project, no matter how well-produced, a “one-off” radio broadcast will have done little to support project objectives. Properly planned, with programming produced with local communities on a continuing basis, and with links to community development activities, development broadcasting can be a very effective tool. If radio programming is selected as a core project activity, it must be well-integrated with other activities and be employed throughout the project.

Project Description
The project was built on the grantee's experience of the most urgent problems of local communities in the Niger Delta, and particularly of women, youth and other vulnerable groups. It aimed to engage with three sets of stakeholders: CSOs at local level in the nine Niger Delta states; representatives of marginalized groups (women, youth and the disabled); and officials from three branches of government. The project’s focus on working with the CSOs and beneficiary groups in strengthening the basis for broader-based citizen participation in the political process was highly relevant to addressing the democratic deficit in a region where there is widespread distrust of the governing authorities and the absence of a belief that the voices of the people will make a difference in decision-making. Despite some limitations overall, the project proved to be effective in building the capacities of its target groups, in enhancing their self-confidence, and in motivating many to take further action. Follow-up activities undertaken by participants included “stepping down” the training to others in their local networks, and organizing advocacy and public awareness initiatives. The project succeeded in contributing to increasing the levels of participation in the public realm by both CSOs and beneficiary groups.

Lesson Learned: Civil Society Support Initiative on Political Marginalization in the Niger Delta in Nigeria

The government advocacy component of the project was a useful follow-up to the training provided. However, in many cases, the meetings seemed provide only an initial opening for voicing concerns and then government representatives providing information on current activities. This is not engagement. There were exceptions, where more was accomplished, but it is apparent that what was critical was that the meetings actually took place. They represented the initial step, the opening, to what was expected to be a long-term dialogue. For this expectation to be realized, far more support and advice will be required, over a period of years, rather than months.

Lesson Learned: Civil Society Support Initiative on Political Marginalization in the Niger Delta in Nigeria

The decision by the grantee to stretch activities across all nine states in the Niger Delta diminished the level of investment available for activities at each project site. While the geographic span of activity increased the visibility of the project, it reduced the prospect for impact and enhancing prospects for sustainability of results. A more focused project, limiting activities to, perhaps, three states would have provided a more effective basis for testing and refining the methodology, and building the foundation for more ambitious efforts in the future.

Lesson Learned: Civil Society Support Initiative on Political Marginalization in the Niger Delta in Nigeria

Some 237 CSO activists were trained in civic and political education, exceeding the target of 180. Similarly, 185 women and young people were trained through the engagement seminars, also exceeding the target of 135. In its own review, the grantee concluded that the sessions on participation and on media engagement were the most successful, in that they provided entirely new and practical knowledge, which trainees could apply readily. There was also a positive response from trainees to the module on democracy monitoring. In a number of cases, those supported by the project were motivated to take further action. Most often, this involved “stepping down” the training to other members of their networks.

The baseline study was well conducted and contributed to the project’s effectiveness as a training tool. It also provided needs assessment data concerning the beneficiary groups, representing marginalized communities. The data derived from the study was used to determine the issues to be addressed during the project. It also assisted in the selection of the CSOs and beneficiary groups with which the project would engage.

Lesson Learned: Nigeria Procurement Monitoring Project

The project’s internet portal that made it easy to upload monitoring reports and share information played an important role. In preparation for the design of the portal, the project also supported the peer review and updating of the existing monitoring checklist and reporting template. The development of the portal is regarded as an important achievement, not only by civil society, but also by government regulatory bodies and international donors, including the World Bank, UNDP and PACT Nigeria.

Project Description
The project’s overall objective was to increase the effectiveness of procurement monitoring by non-state actors following the Public Procurement Act (PPA) 2007 in Nigeria. The project was built on a thorough analysis of the current situation regarding government procurement and mechanisms for monitoring and reporting on the process. The publication of two carefully researched annual assessment reports on the state of public procurement and stakeholder knowledge of PPA requirements proved effective for connecting public procurement and integrity in governance. The development of new tools for training of trainers in procurement monitoring and the training of 33 monitors were also valuable. Efforts to work closely with the legislature began well. However, the 2011 Parliamentary Elections brought about a wholesale change in the membership of both houses of the National Assembly. The leading champions of reform in regard to public procurement were defeated, and there was no longer an interest among elected members in working closely with PPDC, although a positive working relationship was established with the parliamentary secretariat.
