Lesson Learned: Promotion of Women’s Empowerment and Rights in Somalia

Since the grantee did not have experience in working with such a large number of partners and in running a multi-faceted project of this kind, limiting the project’s complexity in this first instance was sensible. This project broke new ground for those leading and participating in it, and could be seen almost as a “pilot”. Now that lessons have been learned, it could well be replicated or extended to other regions.

Project Description
To increase representation and participation of women in social, economic and political activities in Somalia, the project focused on training and providing support to 20 CSO partners, through mentoring, exchanges, and networking. Grassroots awareness was raised through the CSOs and via the media, as well as through a series of school debates. Advocacy targeting regional and national officials was carried out through meetings and the development of regional and national strategies on women’s empowerment. A final component of the project tested the new capacity of these CSOs, by awarding 10 USD2,000 grants to CSOs which submitted the most innovative projects on women’s empowerment. The project was well designed, with a number of components that helped it both to empower women in the 20 participating CSOs and beyond. It was also timely, given discussions on a new Constitution and elections announced for 2016. The actions planned were carried out and met their targets. There were no superfluous components in the project; each was designed to add value to other parts of the project.

Lesson Learned: Empowered Civil Society Addressing the Democratic Needs of Rural Women in Myanmar

It was hoped that engagement with local authorities on the part of newly capacitated groups would lead to policy advocacy. This was overly ambitious, and assumed that political reforms in Myanmar would move sufficiently towards autonomy for local authorities. The advocacy engaged in during the project concerned very specific administrative and livelihood issues, such as calls for household registration and national identity documents, road building and land allocation.

Project Description
The project's objective was to strengthen institutional capacity of three independent CSOs working with rural women’s groups so that they could establish associations of self-help groups and promote inclusive participatory dialogue with authorities. Working from a UNDP model, the project focused on three aspects: transparency and accountability; rights awareness and advocacy; and linkages with other community-level groups. The project was exemplary in its effectiveness, both in terms of the clarity of outcomes to be achieved (and activities to achieve them) and of quantitative and qualitative standards of achievement. It raised awareness of voters’ and women’s rights, and initiated engagement between local officials and rural communities. This is also an example of a project where sustainability was included in the design. The capacity building activities included supporting partner organizations achieve a degree of financial independence, by providing technical advice on project design and management, and by helping them develop internal governance and accountability systems.

Lesson Learned: Strengthening Democratic Participation Among Indigenous Peoples of Oaxaca, Mexico

This was an overly ambitious project (26 outputs planned) that failed to detail from the outset how the strategy would be implemented and the linkage between its many components. The narrative reports, moreover, were more descriptive than analytical, making it hard to accurately determine the project’s actual successes and achievements.

Project Description
The project sought to empower indigenous people from the State of Oaxaca, Mexico. Through jurisdictional resolutions or agreements, the project worked to reduce the number of conflicts between the indigenous legal system, on the one hand, and the state legal system, on the other, seeking to establish precedents for harmonizing the two systems. The project’s intervention was very timely and highly relevant, given the recent changes in the legal framework, especially the passage of subsidiary legislation and a new energy policy. It provided legal assistance and representation before jurisdictional, judicial, and administrative bodies in the State of Oaxaca. Politically, the project made it possible to include the indigenous peoples’ perspective and expectations in the Constitutional Reform proposal for Oaxaca. The project’s support for empowering indigenous women’s groups had a major impact on the lives of the beneficiaries as well as the development and improvement of institutional and democratic life in the State of Oaxaca.

Lesson Learned: Civil Society Support Initiative on Political Marginalization in the Niger Delta in Nigeria

The decision by the grantee to stretch activities across all nine states in the Niger Delta diminished the level of investment available for activities at each project site. While the geographic span of activity increased the visibility of the project, it reduced the prospect for impact and enhancing prospects for sustainability of results. A more focused project, limiting activities to, perhaps, three states would have provided a more effective basis for testing and refining the methodology, and building the foundation for more ambitious efforts in the future.

Project Description
The project was built on the grantee's experience of the most urgent problems of local communities in the Niger Delta, and particularly of women, youth and other vulnerable groups. It aimed to engage with three sets of stakeholders: CSOs at local level in the nine Niger Delta states; representatives of marginalized groups (women, youth and the disabled); and officials from three branches of government. The project’s focus on working with the CSOs and beneficiary groups in strengthening the basis for broader-based citizen participation in the political process was highly relevant to addressing the democratic deficit in a region where there is widespread distrust of the governing authorities and the absence of a belief that the voices of the people will make a difference in decision-making. Despite some limitations overall, the project proved to be effective in building the capacities of its target groups, in enhancing their self-confidence, and in motivating many to take further action. Follow-up activities undertaken by participants included “stepping down” the training to others in their local networks, and organizing advocacy and public awareness initiatives. The project succeeded in contributing to increasing the levels of participation in the public realm by both CSOs and beneficiary groups.

Lesson Learned: Nigeria Procurement Monitoring Project

The project workshop covered a great deal of complex and challenging material on an intensive basis over two long days. Although materials were circulated in advance, according to participants, only those with a good prior knowledge of procurement and some understanding of the legal provisions of the Public Procurement Act would have been able to benefit fully from the workshop. Given the centrality of this activity to the project, it would have been sensible to eliminate at least one other activity in order to fully support this one.

Project Description
The project’s overall objective was to increase the effectiveness of procurement monitoring by non-state actors following the Public Procurement Act (PPA) 2007 in Nigeria. The project was built on a thorough analysis of the current situation regarding government procurement and mechanisms for monitoring and reporting on the process. The publication of two carefully researched annual assessment reports on the state of public procurement and stakeholder knowledge of PPA requirements proved effective for connecting public procurement and integrity in governance. The development of new tools for training of trainers in procurement monitoring and the training of 33 monitors were also valuable. Efforts to work closely with the legislature began well. However, the 2011 Parliamentary Elections brought about a wholesale change in the membership of both houses of the National Assembly. The leading champions of reform in regard to public procurement were defeated, and there was no longer an interest among elected members in working closely with PPDC, although a positive working relationship was established with the parliamentary secretariat.

Lesson Learned: Civil society advocating for quality education & healthcare in Mexico

The project intended to work at several levels. Locally, it targeted the states of Chiapas, Guerrero, and Hidalgo. At the state level it intended to work through advocacy and informational campaigns undertaken by multi-sector actors, and at the national level through consciousness-raising and advocacy efforts. The national level advocacy and networking with regional and global partners did not occur. The project’s objectives were ambitious and project staff felt working at the national level required more time, attention and resources than they had available.

Project Description
The project sought to strengthen the collective voice and action of civil society in the Mexican states of Chiapas, Hidalgo and Guerrero. The focus was on increasing the ability of local CSOs and women, indigenous groups and youth to demand equitable and quality public education and healthcare services through strengthening the ability of CSOs to train, inform, and raise awareness of these rights, and giving opportunities for them to advocate for these services as a basic human right. The use of local level CSOs was an effective approach to implement community-based activities, but the lack of an integrated programme between the states and national level limited its usefulness and potential impact. The use of a diagnostic to develop training and an agenda for action was a good technique, but required more focus on issues of voice and civic participation which were the main objectives of the project. The project strengthened advocacy efforts for more equitable health and education services in its targeted areas in Chiapas, Hidalgo and Guerrero. In particular, it increased individual knowledge, capacity and leadership among participating CSOs and community members. However, the extent of results is unknown due to the lack of outcome data. Changes are likely to be sustainable at the level of personal empowerment and relationships built with some public officials and the agenda provides CSOs with some of the key health and education issues to raise with officials in the future.

Lesson Learned: Towards a better electoral process in Mongolia

The project accomplished its list of tasks, however its design was too ambitious for the resources available and some activities were only marginally accomplished. This included the training for police, judges and media, and the trainer-of-trainer (TOT) aspect of observation training. The loss of focus on TOT limited the project’s potential reach and effectiveness. These areas remain critical ones, especially for the justice sector.

Project Description
The project sought to strengthen the electoral system and civic participation in Mongolia by raising the level of voter education and public awareness on democratic institutions and processes. Its main objectives were: to prepare a voter education high school curriculum; establish a network of volunteers able to train on voters rights issues; improve the skills of key officials involved with elections; and implement a public awareness campaign for voters for the elections in 2012. Its intended outcomes were to have its voter education curriculum adopted by the Ministry of Education as part of the national school curriculum; trained observers and officials ready for the 2012 elections; and, a more knowledgeable public on voter issues. It is evident that this project contributed towards these results and to the more positive outcome of the 2012 electoral process when compared to the situation in 2008. The project started early when no one else was working on these issues, and it was a sizeable project for the sector. However, the extent of the project’s reach and its actual impact is unknown.

Lesson Learned: Democratic Dialogue through Media in Sierra Leone

Placing the media at the centre of a dialogue process with government, civil society and citizens was overambitious because the project was not designed to address the government and other state institutions. The project had the means and methodologies to address the media and NGOs but was relatively ill-prepared to address government officials and elected Members of the Sierra Leone Parliament.

Project Description
The project aimed to build capacity of local media in Sierra Leone to facilitate a national dialogue among civil society, government and citizens. It targeted primary beneficiaries that included: journalists from radio and print media who were awarded fellowships and trained in investigative journalism through production and publishing human right stories; NGO grantees; and local communities targeted through forums and workshops to increase public knowledge on the role of the media in human rights protection and promotion. The project responded to a need for improved democratic dialogue, and correctly identified the need for enhanced democratic debate as a precondition for entrenching democratic values and policies in post-war Sierra Leone. It also correctly identified the media as a key player, both as a space to “host” that debate and as a provider of substantive information. However the project's relevance was reduced by its failure formally to engage with editors/publishers and with relevant high-level institutional actors. The project document lacked a complete analysis of the stakeholders, their respective needs and the various messages that should be addressed to them. Nevertheless, the project contributed to establishing a critical mass of journalists aware of human rights reporting and of the challenges of balanced political reporting.

Lesson Learned: Gender Equality and Equity - Follow Up to CEDAW and Romani women

There was a lack of continuity and follow-up in some areas of project work. This suggests that the project tried to include too many elements within a single project with limited resources. In the future, it is recommended that RCS be prepared to make some difficult choices in determining priorities, in order to ensure that adequate resources (including management time) are assigned to all project resources. The grantee would have benefited from advice about the benefits of focusing and concentrating its efforts on a shorter list of components, each pursued further, thus enhancing the prospect for impact.

Project Description
The project had two primary audiences: Roma women’s NGOs and young Roma women activists. There were three additional audiences: local government officials; young people, Roma and non-Roma; and, officials of Roma political parties. This focus sought to address in a practical way the weakness of Roma civil society organizations, and particularly those led by, and working for, Roma women, in undertaking advocacy on behalf of their own people. The grantee accomplished a great deal with the small amount of funds provided. It built on the strategic plan developed for 2008-2010, and its earlier project “Implementation of CEDAW for Romani Women”, as well as follow-up initiatives (2005-2008). Through an extremely careful allocation of funds to different areas of activity, the organization was able to undertake a long list of activities and, thus, achieve its own objective. Yet, from an external perspective, it is apparent that there were insufficient funds for some activities, where follow-up was badly needed.
