Lesson Learned: Grassroots Gender Accountability in Uganda

The fact that budgeting is usually based on annual cycles always comes to play when new service needs are discovered. Village Budget Clubs in at least 3 of the 4 target districts as a result of their local service monitoring activity had launched initiatives to fund identified service needs privately, should they face limited availability or flexibility of public financing.

Project Description
The project worked to help women district councillors acquire knowledge and to push the equality agenda with policy makers. The project’s advocacy activities led to improved gender-sensitive service delivery, as the local government budgeted for enhanced services for women and girls. In September 2016, two years after the end of the project, the Government announced that gender sensitive indicators will be used to ensure that all sectors adhere to gender equality in decision making and service delivery in the country.. Visibly empowered district and sub-county councillors expressed with pride their new influence on the gender-sensitive application of laws, policies and local budgets. Former women MP trainees proudly cooperated across party lines on priority issues of the Ugandan women in parliamentary committees. The approach of putting in place a monitoring system that was run by Village Budget Clubs (VBCs) and district councillors alike was appropriate. The project’s training methodology ensured the transfer of necessary skills such as gender-sensitive analysis, budgeting, caucusing, lobbying and advocacy.

Lesson Learned: Renforcement des capacités de formation en leadership pour renforcer la participation des femmes dans la vie publique (Algérie)

The grantee persisted with the organization of training and seminars even when it became obvious, early in the project, that a shift in the exchange rate in Algeria would leave the project short of funds. The grantee became aware early in the project that a shift in the exchange rate would leave the project under-resourced but did nothing to review the workplan.

Project Description
The project’s principal objective was to build the capacity of women who are involved in NGOs, trade unions and political parties so that they have the confidence to participate in governance, particularly in local bodies in Algeria. This was to be achieved through leadership training in eight districts for at least 500 women; and a series of four seminars on women’s role in public life for at least 300 women. While the project was relevant, it was only partly effective, not efficient and difficult to judge its impact and sustainability.

Lesson Learned: Development Pacts: An accountability tool in the hands of local communities in Kyrgyzstan

Another reason for the smooth introduction of the new process was the clear and easy-to-use Development Pact (DP) template structure, which comprised of: introduction (topic and monitoring committee purpose agreed upon), definition of the DP priority, description of the issue and how to address it, identification of partners involved (including their inputs) in implementing the DP, clarification of financing (including in-kind contribution), purpose of monitoring, activity plan and deadline for DP completion (including target indicators and schedule for monitoring purposes).

Project Description
The project motivated both the local population and local government in Kyrgyzstan to jointly assess community needs and to jointly prioritize actions addressing the most pressing concerns within the limits of available resources. The approach of putting a monitoring system in place was implemented by Voluntary Citizen Committees (VCCs), as well as by local authorities. Having generated 16 project-driven and 37 beneficiary-driven Development Pacts (DP), of which most have already produced tangible results, the grantee significantly contributed to an improved responsiveness of local authorities in Kyrgyzstan to citizens’ concerns.

Lesson Learned: Strengthening Local NGOs in Areas Where Extractive Industries Operate

The project travel budget was high because of the widely dispersed geographic areas that were selected. The high travel budget took away resources from the NGO microprojects and concrete corporate social responsibility field activities and therefore reduced the project’s impact.

Project Description
The objective of the project was to enhance trust-building and cooperation among local government, nongovernmental organizations and extractive industries in Indonesia, by strengthening the capacity and credibility of NGOs as partners in corporate social responsibility (CSR) programs. The focus was on improving the ability of local NGOs to forge permanent partnerships with companies and local governments in CSR policy design and implementation. The project was relevant, given the legal and fiscal requirements governing CSR, the degree of poverty in extractive areas, the lack of enforcement of CSR policies, and the lack of attention paid to civil society engagement and NGO involvement as direct benefits of CSR policies. However, the project risks and problems in terms of corporate and local government commitment were neither adequately identified nor addressed during the design and implementation phase.

Lesson Learned: Civil Society Engagement for Democracy and Good Governance

The budget was not balanced. The coordination team undertook the minimum of work with the beneficiary groups and instead relied heavily on the involvement of volunteers. While recognizing the importance of volunteering in civil society, activism also requires the necessary resources to carry out actions. The lack of resources compromised the quality and sustainability of the results.

Project Description
The main focus of the project in Côte d’Ivoire was to put in place five departmental committees and one national committee for the monitoring of democracy and good governance. By strengthening the capacity of the members of these committees, the project promoted voluntary involvement in the management of communes and the exercise of civic control. By relying on the country’s policy of decentralization, the project helped local populations develop an interest in governing local affairs through learning about their roles as citizens. This was done through cooperation and engaging in dialogue with locally elected leaders. With this project the grantee integrated strategic priorities of the national decentralization policy into local governance. It also managed to take into account the context of the Ivorian crisis, which was characterized by a weakness of democracy and poor governance. It was therefore a kind of post-crisis pilot project on raising awareness and approaches to training in democratic education and good governance. The project could have applied a more nuanced approach in relation to the different groups that were part of the target population, particularly women and young people and provided more local support.

Integrity Action was able to find and use experienced electoral and judicial sector experts through its connections with members of the JIG and CEG. This was an excellent use of resources as they were senior level persons whose expertise was extremely valuable

Project Description
The Electoral Justice Principles for Trust in the Electoral Process project sought to raise the integrity standard of the electoral processes in Africa by addressing the relations between the key electoral justice institutions and their relevance and accessibility to the electorate. Its main objectives were to: produce a set of electoral justice principles drafted by a group of chief justices and senior electoral and political leaders from Africa and other continents; and support the implementation of these principles in two African countries. Its intended outcomes were to increase trust in electoral justice authorities; reduce violence related to electoral dispute settlements, and to have political parties, candidates and civil society organizations (CSOs) in the pilot implementation country able to claim, advocate and defend rights for public integrity consultations. The project undertook minimal consultations with the large and dynamic electoral assistance sector and missed opportunities to tap its experience, explore collaboration and develop synergies with other efforts, such as the Global Commission on Elections, Democracy and Security that promote the integrity of elections. The norms themselves were not disseminated as planned so awareness of them is extremely limited and they were not endorsed by any international organization as anticipated. Most of those interviewed felt the principles needed wider consultations and did not have the weight required to make significant changes. The project was not Africa-specific and African involvement was limited primarily to the launch in Ghana and the APEJ-SL. The principles and guidelines were global in scope, and were not tailored to Sierra Leone for the pilot. It also focused on general electoral integrity issues and lacked a clear focus on electoral justice and how specifically this could be achieved through the creation of a steering committee.

The project hired consultants to draft the principles and held a drafting conference in Bali instead of holding the dissemination conference in Kenya. It also undertook only one pilot application in Africa instead of two. This diluted its African focus and limited the awareness of the principles espoused by the project.

Lesson Learned: Promoting the African Charter on Democracy, Elections, and Governance

Too much money was spent on travel and meetings so the amount available for in-country for advocacy activities was reduced. This might have accounted for the high number of planned in-country activities that were not implemented. Additional funds spent in-country would have leveraged what the project achieved and, by increasing impact, would have increased efficiency as well.

Project Description
At the time the project began, the process of ratifying the African Charter on Democracy, Elections, and Governance, adopted by the African Union in January 2007, was moribund and there was no international project activity to invigorate it. The objective of the project was to strengthen civil society actors to build a constituency for the signing and ratification of the Charter. At the time the project was proposed, 15 ratifications were needed to bring the Charter into force, two countries (Ethiopia and Mauritania) had ratified the Charter and twenty-five had signed it, thus indicating their intention to ratify. Assessing the impact of the project was not easy. The intended direct beneficiaries were members of the African democracy community, whose network and ability to advocate for the Charter were strengthened. It is not possible, based on the timetable of ratifications and project activities, to convincingly demonstrate that the project greatly accelerated the coming into force of the Charter. Only three countries in which activities were implemented actually ratified the Charter. The project objective was not ratification itself but rather strengthening the advocacy community and facilitating ratification yet achieving ratification in target countries was an implicit objective of the project Ultimately, the sustainability of the project activity will also be a function of political will. The project was born of policy elites, implemented by policy elites, delivered results of direct relevance only to policy elites, yet promises substantial benefits to all the people of Africa, who will benefit from democracy.

Lesson Learned: Engendering democratic governance in South Asia

Review the budget monthly and, when it becomes clear that there will be unspent funds, discuss immediately with the donor how these funds might be reallocated within the project to reinforce other components of the project.

The project aimed to enhance meaningful and equal participation of women in democratic governance by addressing the issues of gender-based exclusion, violence and discriminatory practices. The project established National Democracy Watch Groups (NDWGs) and Local Watch Groups (LWGs). These groups were intended to promote knowledge sharing. The project organized a series of local, national and regional meetings and included a component focusing on sensitizing the media to challenge gender stereotypes. The project succeeded in reaching a significant number of people across the three countries in through the watch groups as well as through radio debates and the stories developed by journalists trained as part of the project. The project exceeded its aims. Senior members of government (both national and local), democratic institutions such as electoral commissions and senior figures in the NGO and media worlds participated in the various meetings and/or groups, embedding the information provided and the debate into key areas of governance and civil society.
