Lesson Learned: Raising the Social and Political Profile of Youth in Mozambique

Integrating project activities with existing municipality initiatives involving youth has proven to be a successful strategy for ensuring project sustainability. In addition to creating new dialogue spaces between municipal authorities and youth, this project leveraged existing platforms, such as annual meetings with the local councilors, to include youth consultation in the municipal annual activity plans. This approach fostered stronger youth participation following the project capacity-building activities.

Project Description
The project supports young people's participation in local and national issues by developing youth councils and youth councilor training workshops. Young people will have their voices heard on key social and political platforms, and will be better represented at the center of local and national policies and decision-making, within and outside selected councils. Project activities incorporate actions in response to the Covid-19 crisis as it impacts youth.

Lesson Learned: Safeguarding the Rights of Transgender & Intersex Communities in Pakistan

The project experience clearly indicates that project interventions when anchored in or leveraging existing government initiatives have greater stakeholder endorsement and higher chance to sustain. In this case, the grantee successfully tapped in and leveraged existing government initiatives that support, for example, the issuance of identity documentation as well as literacy and nonformal education.

Project Description
The project objective is to work for the protection and promotion of human rights and fundamental freedoms of LGBTI persons, particularly transgender and intersex, in Lahore and Faisalabad districts. Expected outcomes include support for 5000 LGTQI/transgender persons; enhanced capacity of 50 civil society and human rights organizations; increased public awareness of LGBTI rights; registration of transgender and intersex persons for computerized national identity cards; improved policy framework and legal provision on the rights of transgender and intersex person.

Lesson Learned: Promoting Gender-Sensitive Personal Status Laws in Lebanon

External coherence and synergy between the organisation’s different projects/interventions require a minimum of formal and systematic coordination such as the collaboration that took place with a feminist platform in the case of this project.

Project Description
This project aims to strengthen advocacy efforts towards a gender-sensitive civil personal status law in Lebanon. It will build capacity in civil society; create a coalition of a range of actors; engage the media; educate and inform the public; and increase pressure on political parties to take action on the draft law currently being reviewed by a committee in parliament. It will build a strong foundation for a well-informed, consistent national campaign to change the current law, which threatens democracy and human rights, in particular the rights of women, children, and marginalized groups, as well as increasing political pressure on lawmakers. Project activities will also incorporate actions in response to the Covid-19 crisis, as it impacts women, including gender-based violence.

Lesson Learned: The National Campaign towards Muslim Family Law Reform (MFL Campaign) in Malaysia

There was logic to the sequencing of the activities in the project design, but the project itself was implemented as a series of activities and would have benefited from being delivered as more integrated and cohesive programme, with adequate follow up, needs based trainings and the use of other developmental approaches.. Factors included the intermittent nature of project implementation, lack of follow up with most workshop participants, and the focus on achieving activity outputs more than on creating a surge in popular support for Muslim Family Law law based on Islamic principles of justice and equality.

Project Description
The project sought to increase public demand for law reform based on the principles of justice and equality. It did this by raising awareness among women on their rights within Islam and women’s access to justice. Its intended outcomes were: increased awareness of rights among women at the grassroots level; increased public discussions on religion; and increased engagement and dialogue among women’s groups and government stakeholders by 2015. The project attempted to effect change from the bottom up, but more activities would have been needed at the grassroots level for the desired outcomes. One-off workshops were not enough to create the type of momentum and broad based support needed to create a surge in public voice for law reform.

Lesson Learned: Women in Democratic Transition in Egypt

While the project’s media component was successful judged on its own terms, it was something of an add-on to the overall project strategy. Media training and outreach could have been mainstreamed into the other elements of the project - policy advocacy or second capacity building, or treated as an entirely separate project.

Project Description
The project was motivated by women’s low political representation in Egypt. Despite women's active participation as voters and change-makers during the Arab Spring, their representation in Parliament deteriorated following abolition of the quota from around 12% in 2010 to 2% of the 2011/2012 parliament. The project built on the recommendations and results of as previous (2009-11) UNDEF-funded project. A significant proportion of women who received training as part of the project ran for political office, and a significant proportion of these succeeded, demonstrating concrete project impact. While many other factors were at work, based on figures analyzed that training made at least some direct contribution to female success during the 2015 elections. Combining party and individual candidates, the UNDEF project financed the training of 16% of the successful 56 party list candidates and 21% of the 19 successful independent candidates.

Lesson Learned: Citizen Journalists for Free and Fair Elections in Georgia

The effort was primarily focused on exposing problems in the 2012 Georgia parliamentary elections but any impact beyond this was unlikely. In part, this was intentional as the grantee did not want to further inflame the politicized context by widely disseminating materials that showed violations primarily by one side. But it was also a result of the one-off nature and limited reach of the activities. Enlarging the concept beyond reporting of just violations and embedding the project within the broader electoral process and its democratic meaning could have made this a wider, lasting citizen journalism effort.

Project Description
The project’s objective was to promote free and fair elections in Georgia. The project aimed to reduce electoral fraud and increase trust in the election results by involving citizens in monitoring and reporting on elections in cooperation with professional journalists. The citizen journalists, who included media professionals, NGO members and political party representatives, received training and some technical resources, including a memory stick and the grantee’s contact information. They were then left alone to report to the grantee about problems they have witnessed. The intervention was directly relevant to the need to strengthen the integrity of the electoral process and ensure the dissemination of objective information. Georgia lacked a tradition of citizen engagement or peaceful transfer of power through the ballot box. A financial incentive was used by the grantee, paying USD 40 for each verified report.

Lesson Learned: Strengthening Governance and Democratization Processes in Kenya and the East and Central Africa Region

Although most of the project activities were directly relevant to the objective of strengthening the electoral process in Kenya, most of the activities were designed as a series of one-time efforts. This scattered nature lacked the programmatic links and followed-up needed to be effective beyond the activity level. Failure to collect outcome data made impact difficult to assess beyond the individual level. In order to achieve outcomes beyond outputs, follow-up efforts would have been needed in all four activity areas.

Project Description
The main objective of the project was to strengthen the capacity grassroots organizations, and enhance the participation of citizens in governance to promote a democratic culture in Kenya and in eastern and central Africa. While some project activities were highly relevant and empowering to individual beneficiaries, others lacked follow-up. Among the project’s successes were the election observation trainings which had a multiplier effect with grassroots organizations. Following the workshop trainings, 12 observation groups were established to monitor the Kenyan election of 2013, all of which later obtained a long-term accreditation status as election observers. In general, the project was activity-driven which made outcomes and institutional impact difficult to assess. Project design showed some weaknesses, as several challenges that appeared during implementation could have been anticipated by the grantee beforehand. For example, the shortage of staff and a better coordination with the electoral timeline in Kenya could have ensured a smoother implementation.

Lesson Learned: Constructing Citizenship in San Luis de Potosí

While CSO capacity to influence policy was strengthened, not enough work was done on identifying mechanisms for negotiation and dialogue with government agencies. Nor was progress made in developing an agenda and strategic plan with well-defined issues and objectives that civil society considers essential to its lobbying efforts. This is an impediment to building legitimate, effective channels for advocacy that would make it possible, for example, to use and channel the information gathered by the watchdog groups that exercise public oversight.

Project Description
The aim of the project was to empower CSOs to promote democracy in Mexico through real and effective civic engagement, the exercise of human rights, and support for political dialogue. The project also sought to encourage the active participation of youth and women in local democracy- and citizenship-building activities to improve their ability to influence policy and impact local governance. The project offered a framework for improving the exercise of citizenship and mobilizing key civil society stakeholders, who realized the role they could play in devising, implementing, monitoring, and evaluating public policies. The training and citizen networking initiatives to increase participation and influence in the public sphere, the preparation of thematic agendas, and the drafting of legislative proposals were important models for democratic practices in a society characterized by civic passivity in the last 10 years. The project beneficiaries as a group were willing to get more directly involved in public affairs and the project has provided them with the tools and publications they need.. However, better links between and organization of the CSOs needs to take place to improve their ability to act in the social and political sphere.

Lesson Learned: Prévention de la violence durant la période électorale de 2010

In view of the time and the human resources which were allocated to this project, it would have been important for the grantee to adjust the number of planned activities and to focus on a coherent, qualitative process, within which the activities would have complemented one another. Similarly the activities should have been implemented in such a way to establish a clearer relationship between national and local level.

The aim of the project was to build on the peace process in Burundi and consolidate democratic principles through peaceful elections by encouraging the population in three heavily war-affected provinces to vote in a reflected and enlightened manner and by further encouraging these populations to express their needs and aspirations in order to be included in the electoral programmes of the political parties.
