Lesson Learned: Using Access to Information to Foster Open Expenditure and Budget Transparency in Liberia


Utilizing local structures can have both positive and negative effects. Although utilizing local structures can ensure that key project messages become ingrained in community debates and discussions, they may also serve to reinforce existing power structures (in this case, male-dominated decision-making spaces).

Project Description
This project seeks to enhance the fight against corruption in Liberia, by fostering accountability and fiscal transparency in the public sector. It will also foster increased public advocacy in favour of anti-corruption actions and expenditure transparency. Public understanding and input in transparency and anti-corruption efforts will be buttressed by increased media coverage of these issues. Trained journalists in transparency and anti-corruption reporting, will investigate on development projects, and a team of anticorruption champions based in community radio stations, will be activated to advocate for redress, monitor and increased public awareness in the fight against corruption.

Lesson Learned: Fostering Ethical Democracy and Advancing Micro Justice in India


In all projects that involve challenging established power structures, staff members that are most visible in project implementation ('frontline staff') face a high risk of personal reprisals. It is essential for grantees to be aware of these risks and take the appropriate measures necessary to protect frontline staff, for example ensuring the backing of a larger organization or having senior management playing a frontline role in project implementation as well.

Project Description
This project aims to improve the provision of local democratic services to women, youth and students in disadvantaged communities in 5 regions. It will facilitate capacity development and create an enabling environment for Women Self Help Groups, youth associations and student groups to support their own "democracy action" initiatives. The project also seeks to initiate intensive campaigns on the Right to Information Act, in developing informed citizens. Additionally, the project will develop micro justice initiatives to address problems of infringement of rights; establishing para-legal clinics to facilitate the insurance of citizen rights and entitlements for development.

Grantees should conduct a pre-project assessment that establishes what the project activities' inherent risks are (e.g: non-participation, disinterest, feasibility issues) as well as the underlying reasons for said issues in order to mitigate project risks.

Project Description
The project aims to enhance the role of women in Kosovo, through media, by focusing on three key topics: violence against women, discrimination in employment, and sexual harassment. The project will raise awareness on the above mentioned issues via radio, TV, and internet; increasing the capacity of women and key stakeholders through training, workshops, and meetings. Additionally, the project will directly engage with public authorities and private employers to advocate for the implementation of anti-discriminatory laws, policies and practices.

Lesson Learned: Empowered Civil Society Addressing the Democratic Needs of Rural Women in Myanmar

The project was designed in close consultation with project partners. Their experience was taken into account, and they were the backbone of implementation. The, grantee’s role was focused on coordination, financial management and aspects of technical support. Partners’ long-standing experience working with rural women’s groups was a key element of project performance, because activities were designed in the light of past experience on aspects such as the size and composition of women’s groups, options for income generating activities.

Project Description
The project's objective was to strengthen institutional capacity of three independent CSOs working with rural women’s groups so that they could establish associations of self-help groups and promote inclusive participatory dialogue with authorities. Working from a UNDP model, the project focused on three aspects: transparency and accountability; rights awareness and advocacy; and linkages with other community-level groups. The project was exemplary in its effectiveness, both in terms of the clarity of outcomes to be achieved (and activities to achieve them) and of quantitative and qualitative standards of achievement. It raised awareness of voters’ and women’s rights, and initiated engagement between local officials and rural communities. This is also an example of a project where sustainability was included in the design. The capacity building activities included supporting partner organizations achieve a degree of financial independence, by providing technical advice on project design and management, and by helping them develop internal governance and accountability systems.

Lesson Learned: Cultivating Democratic Leaders from Marginalized Groups in Thailand

Before beginning on project design, ensure that issues that need to be addressed have been mapped comprehensively and a stocktaking of previous and ongoing projects or programmes with the same or similar focus. Carry out a stakeholder analysis of potential partners’ capacity and financial viability. Does an organization have a secure funding base or does it stumble from project to project seeking funds to stay afloat? If there are resourcing problems in a given area, or any group of NGOs, do not add to these by bringing in short-term funds without addressing the longer-term problem.

Project Description
The project was designed to engage young people from marginalized populations in four regions of Thailand, to empower them to voice their needs, access their rights, participate in political processes, and improve their lives and communities. The grantee set out to create new leaders among young people to lead actions in the disenfranchised communities. While the project supported the implementing partners financially and to a lesser extent with expertise, it did not demonstrate significant added-value in the area of democratic development. The trainees were by and large already engaged in development work in their communities and, once the project ended, the partners and the young people continued as before. The project designers would have been more aware of this, and potentially had a chance to rethink the relevance of the design, if they had reviewed existing and earlier practice in this area, and had considered in more depth the way NGOs in the regions work and from where they get their funding. The project fell into the trap of becoming, essentially, a short-term provider of funds.
