Lesson Learned: Promoting Freedom of Information Activism at the Local Level in Brazil

While the network of grassroots organizations was involved in the design of the project, local stakeholders did not participate directly in the process and were not consulted. The different context in each of the five states in which the project was implemented demanded specific competencies that in many cases were not sufficiently developed. The focal points had no political experience. They needed skills to constructively participate in public debate, so that they would not be confined simply to reporting misconduct but could also offer solutions.

Project Description
The aim of the project was to promote the development of a more inclusive and equal society through promoting the free flow of information to the general public so that individuals, civil servants and civil society groups acting at the local level can hold their government to account, advocate for their rights and entitlements more effectively and influence policy-making processes. Specifically the project set out to foster local activism on freedom of information and to use access to information and transparency tools to strengthen participation within municipal governments across Brazil. The project strategy was built around four specific components: a strengthened and effective network of local activists working on access to information; increased public understanding of the importance of freedom of information and how to use the concept to encourage transparency and accountability; increased public demand for governments’ responsiveness to information requests at the local level; legislative and policy reform initiatives to promote transparency at the local level. The project was highly relevant since the Access to Public Information Act had recently come into effect. This Act required each municipality to draft regulations ensuring its proper enforcement. Yet surveys had indicated a lack of interest and knowledge in many municipalities about enforcing this law.

Lesson Learned: Citizen Participation to Improve Local Governance

Thanks to the project’s initial in-depth consultations with the main stakeholders in each municipality the project gained strong local approval and support for its activities in all target municipalities in Benin.

Project Description
The project’s objective was to promote democratic governance by supporting and encouraging the creation of Citizen Participation Cells (CPC), as a facilitation mechanism among grassroots communities and local authorities, in order to address the low level of accountability of local authorities towards citizens. The project was implemented in 35 municipalities located in four departments of Benin. The grantee’s strategy focused on empowering citizens by fundamentally strengthening the grassroots communities. This was highly relevant in view of the profile of the beneficiary groups, vulnerable rural communities for the most part, which rarely had a voice in public affairs and had limited access to channels of influence. Supporting the practical skills of CPC members as well as municipal officials working at the local level allowed participation in local governance to take place more effectively and in a collaborative way.

Lesson Learned: Promoting Good Governance among Tribal Inhabitants in Bangladesh (PROGGATI)

The project adopted a one-size-fits all approach to its activities. However, the needs and capacities of the different stakeholders and participants were vastly different. A programme better tailored to these different actors might have yielded better results. Similarly the training could have included a component to ensure application of the knowledge acquired during the programme to the participants’ everyday work would have had more impact.

Project Description
The project aimed to increase the political participation of indigenous (tribal) communities and community based organizations (CBOs) in the Rangamati Hill District of Bangladesh leading to an increase in their demand for more responsive public services and policies. The project set out to do this by increasing the dialogue between formal and traditional forms of local governance. Specifically, the project’s objectives were: enhance the capacities of local government leaders, CBOs and tribal community leaders; enable better coordination between stakeholders; and, promote democratic processes to ensure pro-poor service delivery and resource allocation. Its intended outcomes were: empowered CBOs and alternative community leaders; improved participation by traditional community leaders in the formal governance system; increased women’s participation; more pro-poor gender-sensitive local services; greater trust between the different stakeholders - indigenous inhabitants, Bengalis, CBOs and local government - and regular media reporting on governance issues in the Rangamati Hill District. The project did seem to help resolve small but important issues for the communities, and helped to increase the visibility of the open budget system by promoting its use by its committees. It also seems to have increased the general level of awareness of project participants on governance issues.

Lesson Learned: Youth local councils for civic engagement and social change in Palestine

The project’s ability to mobilize stakeholders, such as municipal councils, community members, families, schools, the media and relevant ministries, to interact with the Youth Local Councils was crucial to the success of the project in Palestine.

Project Description
The project focused on the creation of Youth Local Councils (YLC) in six villages in the West Bank – two in the north, two in the central area and two further south. All the young people in these villages were mobilized to register to vote in the YLC elections and underwent training in citizenship, democracy and electoral processes. Families, municipal councils, local non-governmental organizations (NGOs) and community members were involved in the campaign meetings or in overseeing the elections. The YLCs then received further training in the skills they would need in order to ‘govern’ effectively: negotiation, leadership, conducting meetings, fundraising, strategic planning and community action. They consulted with their youth constituents, the municipal council and community members, to devise a plan of action to contribute to their communities’ needs, and subsequently undertook a wide range of cultural and social activities, ranging from computer classes for other young people to the painting and renovation of school buildings.

Lesson Learned: Strengthening Local NGOs in Areas Where Extractive Industries Operate

The project’s strategy of identifying and working directly with local NGOs community based organizations, local government, and commercial companies at the district level in Indonesia made project activities more relevant to beneficiaries.

Project Description
The objective of the project was to enhance trust-building and cooperation among local government, nongovernmental organizations and extractive industries in Indonesia, by strengthening the capacity and credibility of NGOs as partners in corporate social responsibility (CSR) programs. The focus was on improving the ability of local NGOs to forge permanent partnerships with companies and local governments in CSR policy design and implementation. The project was relevant, given the legal and fiscal requirements governing CSR, the degree of poverty in extractive areas, the lack of enforcement of CSR policies, and the lack of attention paid to civil society engagement and NGO involvement as direct benefits of CSR policies. However, the project risks and problems in terms of corporate and local government commitment were neither adequately identified nor addressed during the design and implementation phase.

Lesson Learned: Enhancing the Capacity for Inclusive Local Governance through Synergies and Sustainable Linkages between Communities and Government in North Afghanistan

While the project may have helped to encourage informal linkages across the three sets of stakeholders listed, there is little evidence of “enhanced mechanisms” or the ability of the project to “enable synergies”. Further, the activities designed to bring the stakeholders together after training was completed, the forums, seemed to add no significant value to the project, although, as suggested in the Final Report, they may have helped to build connections, and to bring new initiatives proposed at community and district levels to the attention of government officials in Afghanistan.

Project Description
Enhancing the Capacity for Inclusive Local Governance in Northern Afghanistan was generally effective as a training project, but its overall design was not well-aligned with the overall objectives specified. The project made a difference for the trainees who benefited from the course provided, but did not contribute much to the institutional results linked to enhancing inclusive local governance. The grantee was a well-known international NGO. This was strength in some ways, but may have been a weakness in others. The project design had a “generic” quality to it, suggesting a lack of attention to the specific needs in the project sites that were addressed. Further, the lack of engagement with the project by ACTED Kabul at a management level, along with the absence of decentralization of decision-making to the local level, undermined project effectiveness.

Lesson Learned: Building Democratic Spaces in Egypt

A number of the individual events, viewed in isolation, seem to have been quite successful. They could have formed a basis for a stream of activities which might have enabled the project to deploy its resources in such a way as to work towards concrete results. The project scattered its resources in such a way that no issue and no social group received continuing attention. There was also no effort to build on what had been accomplished in any of the activities undertaken.

Project Description
The project aimed to bring together a diverse group of civil society organizations in Egypt and to work towards building a consensus among them on the principles and contents of a “democratic agenda”. It also sought to strengthen the knowledge base of those civil society groups committed to building a democratic society and state, while also enhancing public awareness of the need for, and character of, democracy. Instead of identifying a number of critical beneficiary and/or stakeholder groups and working with them throughout, the grantee worked with groups (Parliamentarians; Political Parties; Political and Social Movements; Trade Unions and Professional Syndicates; and, Youth Organizations, other civil society groups and the media) separately through one-off activities. The project then failed to adopt an approach to enable it to work systematically to bring these same groups together around a common agenda.

Lesson Learned: Democratic Dialogue through Media in Sierra Leone

Flaws in design and strategy hampered the relevance of the project: lack of explicit engagement with editors/publishers and with relevant high-level institutional actors. These weaknesses were already visible in the project document: the “Situation Analysis” section appropriately identified the needs summarised above, as well as the views of civil society about the media, but did not provide an analysis of the causes of the identified weaknesses. The project document lacked an explicit stakeholder analysis that would have identified the project's planned level of engagement with each stakeholder, the message directed at them and the engagement techniques to be used. In other words, the project document was built on the assumption that improving journalistic skills in human rights reporting, together with activities such as NGO and community training, would lead to enhanced democratic debate. But there was no explicit description of how these results would derive from the planned activities.

It targeted primary beneficiaries that included: journalists from radio and print media who were awarded fellowships and trained in investigative journalism through production and publishing human right stories; NGO grantees; and local communities targeted through forums and workshops to increase public knowledge on the role of the media in human rights protection and promotion. The project responded to a need for improved democratic dialogue, and correctly identified the need for enhanced democratic debate as a precondition for entrenching democratic values and policies in post-war Sierra Leone. It also correctly identified the media as a key player, both as a space to “host” that debate and as a provider of substantive information. However the project's relevance was reduced by its failure formally to engage with editors/publishers and with relevant high-level institutional actors. The project document lacked a complete analysis of the stakeholders, their respective needs and the various messages that should be addressed to them. Nevertheless, the project contributed to establishing a critical mass of journalists aware of human rights reporting and of the challenges of balanced political reporting.

Lesson Learned: Democratic Dialogue through Media in Sierra Leone

While the project component that worked with the journalists was sustainable, a more systematic engagement with the range of key stakeholders would have further enhanced sustainability. A project strategy section with a more explicit stakeholder analysis and a clearer justification of intermediary results would have identified government officials and elected representatives as target audiences needing to be addressed with specific techniques.
