Lesson Learned: Women in Politics in Mozambique

All project activities were relevant to the project objective and well-organized, and the training workshops provided were well-received by participants. However, while immediate learning objectives seem to have been met, the broader purpose of the activities delivered was not clear. This was one indicator of the lack of integration of activities. Another was the failure of the project team to maintain engagement with beneficiary groups and collaborating institutions between activities. These gaps undermined the project’s capacity to achieve the medium-term impact results specified.

Project Description
The project sought to address a gap in Mozambique’s political life - the low level of women’s participation - by focusing on enhancing the position of women elected representatives in Provincial and Municipal Assemblies, while also nurturing the constituencies of women at community level and bringing the two groups together. In focusing its operations in two Northern provinces, the two principal project implementing partners were able to draw on their prior experience of working there. Yet, despite the local knowledge available to the two partners, the project design failed to take adequate account of local characteristics and underestimated the risks to project implementation. The project strategy was built on some unwarrantable assumptions. Adjustments were made to planned operations, including a broadening of the beneficiary groups, to involve men as well as women, and recognition of the need to involve the Executive as well as the Assembly representatives in activities. Yet, despite this, initial design problems had a significant impact on the feasibility of achieving anticipated results within the project timeframe.

Lesson Learned: Gender Equality and Equity - Follow Up to CEDAW and Romani women

The initiative to train young women activists to undertake research on the socio-economic conditions of Roma women in local communities was effective both in terms of the training and the value and relevance of the data collected. Working with two partners, the grantee was responsible for the development of the Shadow CEDAW Report in 2005, submitted to the UN CEDAW Committee. The document is regarded as highly credible and is widely used by both domestic and international organizations. It is also an effective advocacy tool. The new data will be used in compilation of the next Shadow CEDAW Report.

Project Description
The project had two primary audiences: Roma women’s NGOs and young Roma women activists. There were three additional audiences: local government officials; young people, Roma and non-Roma; and, officials of Roma political parties. This focus sought to address in a practical way the weakness of Roma civil society organizations, and particularly those led by, and working for, Roma women, in undertaking advocacy on behalf of their own people. The grantee accomplished a great deal with the small amount of funds provided. It built on the strategic plan developed for 2008-2010, and its earlier project “Implementation of CEDAW for Romani Women”, as well as follow-up initiatives (2005-2008). Through an extremely careful allocation of funds to different areas of activity, the organization was able to undertake a long list of activities and, thus, achieve its own objective. Yet, from an external perspective, it is apparent that there were insufficient funds for some activities, where follow-up was badly needed.

Lesson Learned: Gender Equality and Equity - Follow Up to CEDAW and Romani women

Most project components were short of funds. All delivered the planned outputs, so commitments were lived up to. Yet all components of the project ended abruptly when they could have benefited from further work or follow-up. A more results-focused approach to budgeting might have brought about a change in the pattern of allocation of funds and the dropping of some components in favor of optimizing impact.

Lesson Learned: Towards a better electoral process in Mongolia

The knowledge and skills gained by the staff during the implementation of the project are still in demand. Other CSOs and some international organizations are continuing to request training and presentations on election-related issues. Subsequent training was done using the same materials, for Mercy Corps, Open Society, Global International and others. The grantee also reported receiving additional requests for training from the police and others, such as candidates-- one of which said they were willing to pay for this type of a professional training despite having access to party trainers.

Project Description
The project sought to strengthen the electoral system and civic participation in Mongolia by raising the level of voter education and public awareness on democratic institutions and processes. Its main objectives were: to prepare a voter education high school curriculum; establish a network of volunteers able to train on voters rights issues; improve the skills of key officials involved with elections; and implement a public awareness campaign for voters for the elections in 2012. Its intended outcomes were to have its voter education curriculum adopted by the Ministry of Education as part of the national school curriculum; trained observers and officials ready for the 2012 elections; and, a more knowledgeable public on voter issues. It is evident that this project contributed towards these results and to the more positive outcome of the 2012 electoral process when compared to the situation in 2008. The project started early when no one else was working on these issues, and it was a sizeable project for the sector. However, the extent of the project’s reach and its actual impact is unknown.

Lesson Learned: Empowering people through citizens’ journalism in Albania

The University of Elbasan thought association with the project helped increase the value of their communications programme as it provided activities for students that they could not afford on the school’s budget. This gave their school an edge over other universities which they said already attracted students from all over Albania in addition to students from the region (such as Kosovo and Montenegro). The Marlin Barleti University hopes that being the recipient of the project radio equipment and YouRadio portal will do the same for it. Both universities spoke of incorporating aspects of the project’s training manual and on community radio into their communications curriculum. If this is done, then the principles expressed in the training will be replicated in classes to come.

Project Description
Empowering people through citizens’ journalism in Albania sought to strengthen the outreach of CSOs representing socially vulnerable groups to the community through citizen journalism by 1) equipping CSOs with public communication skills, 2) establishing a community radio station and a web portal at Tirana University, and 3) training students to report on socially relevant topics. The project was unable to establish the on-air radio but continued some training components at the University of Tirana. Activities were also extended to the University of Elbasan which had an existing campus radio station and a dean interested in community radio and citizen journalism. The project created an internet portal called “YouRadio” that it based in the IRIOM project office where it could record and upload its programming. It also branched out to broadcast each programme on a national FM radio station run by Ora, through paid airtime at a regular time each week. Towards the end of the project, it also found the private Marlin Barleti University in Tirana interested in establishing a campus radio station and provided the project equipment to its communications department.

Lesson Learned: Gender Equality and Equity - Follow Up to CEDAW and Romani women

It is essential that the grantee finds ways to stay in contact with young people with whom it has worked. How best to provide further support to trainees who have participated in various short-term training programs, such as those supported in this project? For example, the establishment of an internet-based youth network, which would facilitate communication among young people who have been involved in training programs, allow grantee and others to post notices and share news, while also providing a forum in which ideas for new initiatives can be put forward and explored.

Lesson Learned: Action Program for the involvement of religious leaders and community opinion leaders in promoting democracy and sustaining peace in Togo

The results of the project in Togo were significantly less than planned for in the budget. It is clear that the project enabled the grantee to rent and furnish premises and to pay its staff for 24 months. In addition, the vast majority linked their participation in the existence of financial compensation. The project did therefore not meet the criterion of sustainability.

Project Description
The project aimed to contribute to the establishment of a climate of peace in Togo in advance of the 2010 elections. The project strategy was to involve religious leaders in support of the promotion of democracy and sustainable peace in Togo. In addition the project aimed to strengthen institutional support to community organizations, giving priority to community and religious leaders, and among them especially women and youth. The project document identified the poor state of human rights and the recurrence of electoral violence. Factors that reduced the relevance of the project were the limited involvement of main religious faiths other than protestant, the reduced audience of these churches, and the failure to address human rights violations actually committed in Togo.

Lesson Learned: Strengthening Somali Media Capacity for Democracy and Human Rights

The project probably built the capacity of individual journalists, but there were no plans to help with follow up and continued capacity building. Conditions in Somalia would in any case have made it difficult to implement any follow-up support, but existing communications platforms and social networks could have been used to reinforce liaison among journalists.

Project Description
The project aimed strengthened the capacity of the Somali media to implement principles and practices of democracy and respect for human rights by providing professional training to Somali journalists across the country, focusing on ethics and good journalistic practices, and holding workshops on good governance and human rights. The use of training sessions and workshops was appropriate to address the issue of journalists’ skills development. Creation of a media centre was also useful in helping journalists to do their work. However, the project's planned activities were not sufficient to address all its objectives. The number of participating journalists was on target, as was the ratio of women participants (30%). This is a very significant achievement, considering the prevalence of armed violence and high levels of political instability in many parts of Somalia during the project period. Significantly, the project benefited about half of Somalia’s journalists. On the other hand, the failure to address other stakeholders - government, editors, and publishers - reduced the likelihood of positive changes. However, the very fact that the project took place has to be seen as an achievement in its own right.

Lesson Learned: Promoting political participation of marginalized populations in Ecuador

To ensure the continuity and consolidation of skills gained from the training, the project’s School for Leadership and Political Influence should be institutionalised by formalising the agreements that were made temporarily with local universities.

Project Description
The objective of the project was to reinforce local governance by helping to strengthen democratic practices among the indigenous and Afro-descendant populations of Ecuador. The project’s key components comprised of training for young leaders from the indigenous and Afro-descendant communities in leadership techniques and political influence; activities to raise the awareness and visibility of the target audience; institutional strengthening of the partner organisations and the creation of opportunities for political dialogue. Ecuador introduced a new constitution in 2008, which focused on improving the living conditions of vulnerable and marginalized communities and groups, fighting poverty and the promotion of sustainable human development. The decision to focus the project on young leaders, including a fair representation of young women, who had not previously had the chance to learn about and practice their civic responsibility, also proved to be relevant to the political context of renewal in the country.

Lesson Learned: Democracy for Women’s Rights in Sindh, Pakistan

A positive factor for the sustainability of the project was the established track record of the grantee in the target communities. The grantee’s familiarity with local culture and institutions, its position of trust in communities, and its expertise all contributed to project success. The NGO has also proven its ability to attract funding.

Project Description
The project’s objective was to enhance the quality of rural women’s political participation by raising their awareness of fundamental rights; the advantages of democracy and the importance of participation. The grantee aimed to mobilize and motivate rural women to actively participate in political life, and to organize them to take collective efforts on their own behalf.  Activities were targeted at both women and men in 680 communities in Sindh Province, Pakistan, and included data collection, participatory meetings, extensive media campaigns and social gatherings to stimulate community discussion, and the organization of local groups to promote and protect women’s rights. The project was relevant, given the fact that democratic participation in Pakistan, especially of women, was low. Underlying causes included the male-dominated social system, low awareness of fundamental freedoms and democratic rights, and a general lack of confidence in democratic processes.
