Lesson Learned: Enhancing Women's Land Ownership Rights in Eastern Sierra Leone


Allocating a portion of the budget to carry out a research component at the beginning of the project is crucial in developing the best understanding possible of the key issues and barriers in the local context.

This community-driven project is aimed at supporting an informed public debate and advocacy on women land ownership rights in the Districts of Kailahun, Kenema and Kono in Eastern Sierra Leone. The project will focus on research, public awareness-raising, building knowledge of communities on human rights and the Devolution of Estates legal framework, thus creating a forum for communities to critically analyze the need to enhance gender fairness and social justice, in the existing land tenure system.

Lesson Learned: Enhancing Women's Land Ownership Rights in Eastern Sierra Leone


Providing platforms through which women can educate other women is key for project relevance and impact. Women in Sierra Leone were not scared of speaking out to challenge prevailing cultural norms in Eastern Sierra Leone, they were merely unaware of their rights to land access in the first place. Providing women who have successfully secured land a platform from which to share their experience can build awareness and also inspire others as to what is possible for them to accomplish.

Lesson Learned: Enhancing Women's Land Ownership Rights in Eastern Sierra Leone


In Sierra Leone, chieftaincy authorities are key powerbrokers in local communities. When initiatives work to build the capacity of women and girls, these initiatives are made most effective when they also work to change the attitudes of men and in particular, of traditional authorities. In addition, 'chieftaincy by-laws' are the most applied legal framework in rural communities, regardless of what national laws may say.

Lesson Learned: Initiative to Build Social Movements in Sierra Leone

The project lacked a sufficient analysis of the challenges to coordination among civil society and of CSOs’ views about the role of platforms nor did it include provisions to follow up the training with support for platforms, coaching for managers or encouragement of joint advocacy activities

The main objective of the project was to strengthen national civil society platforms to become more organized, cohesive, confident and effective to bring about social change in their communities. The expected outcomes were: well-coordinated, cohesive and properly managed civil society platforms that are inclusive and gender sensitive; visionary, committed and confident leadership steering these platforms and keeping them functional; a capacity building programme in place that facilitates the strengthening and sustained engagement of the civil society platforms. The project involved activities such as training on conflict transformation and organizational management skills; consultations within and amongst existing coordination platforms of civil society organizations (CSOs), as well as facilitated strategy sessions and retreats, and public meetings aimed at engaging with political decision-makers at national and provincial levels. The project, originally planned to last 24 months from 1st October 2012, was eventually implemented over 35 months, ending 31st August 2015, mainly as a result of the Ebola virus disease outbreak and subsequent crisis The project was relevant, in that it correctly identified the need for improved coordination and enhanced capacity within and among Sierra Leone civil society platforms. It was also relevant in that the training approach that was at the core of the project was well designed and met identified needs.

Lesson Learned: Initiative to Build Social Movements in Sierra Leone

The project could have been more effective by providing support to existing advocacy engagements by the participants (CSO and CSO platforms) platforms on the issues that were identified during the training sessions. Project funds could have been set aside for this purpose, which would have provided platform managers with an incentive to develop and implement strategies for engagement with relevant decision-makers. As it was, the platform leaders who became aware of needs and opportunities for advocacy were often unable to address these, due to lack of resources.

Lesson Learned: Initiative to Build Social Movements in Sierra Leone

While participants from civil society organizations and platforms welcomed training provided by the grantee to improve CSO management and coordination they were not necessarily ready to implement the new skills acquired if it required additional resources. For the same reasons, the enhancement of platform and CSO leaders’ management skills did not necessarily result in additional advocacy activities. The project’s relevance could have been enhanced, by providing incentives for platforms to develop joint advocacy or campaigns.

Lesson Learned: Initiative to Build Social Movements in Sierra Leone

Some of the training participants experienced a change in attitude leading to greater understanding of the importance of strategic thinking, institutional development and joint work among CSOs. Other CSO participants revealed that the CSO profile report that was issued by the project as one of the first outputs opened their eyes about how currently ineffective NGO platforms were and the extensive need for dedicated work to reinforce civil society coordination structures.

Lesson Learned: Electoral Justice Principles for Trust in the Electoral Process in Ghana, Kenya, Sierra Leone

The Steering Committee in Sierra Leone seemed to work efficiently. The National Election Commission subsidized most of the group’s effort. The project grant was given in mid-way through the process after the grantee met with two members of the Steering Committee that it sent to its integrity course in Budapest.

The Electoral Justice Principles for Trust in the Electoral Process project sought to raise the integrity standard of the electoral processes in Africa by addressing the relations between the key electoral justice institutions and their relevance and accessibility to the electorate. Its main objectives were to: produce a set of electoral justice principles drafted by a group of chief justices and senior electoral and political leaders from Africa and other continents; and support the implementation of these principles in two African countries. Its intended outcomes were to increase trust in electoral justice authorities; reduce violence related to electoral dispute settlements, and to have political parties, candidates and civil society organizations (CSOs) in the pilot implementation country able to claim, advocate and defend rights for public integrity consultations. The project undertook minimal consultations with the large and dynamic electoral assistance sector and missed opportunities to tap its experience, explore collaboration and develop synergies with other efforts, such as the Global Commission on Elections, Democracy and Security that promote the integrity of elections. The norms themselves were not disseminated as planned so awareness of them is extremely limited and they were not endorsed by any international organization as anticipated. Most of those interviewed felt the principles needed wider consultations and did not have the weight required to make significant changes. The project was not Africa-specific and African involvement was limited primarily to the launch in Ghana and the APEJ-SL. The principles and guidelines were global in scope, and were not tailored to Sierra Leone for the pilot. It also focused on general electoral integrity issues and lacked a clear focus on electoral justice and how specifically this could be achieved through the creation of a steering committee.

The survey failed to differentiate between the five separate institutions involved in the security sector: the police, the armed forces, prisons, Fire Force and Native Administration security, all of which are coordinated by the Office of National Security. The research treated them as one group, which was not appropriate and led to a biased assessment.
