Lesson Learned: Raising Awareness about Women's Social, Political and Economic Rights in Afghanistan

The Project Document would suggest that the grantee was to take a strong role in the coordination of the project, as well as in management and monitoring of all activities. In practice, for the most part, the grantee contracted out responsibility for design and implementation of activities to its three partners, and that it played a minimal role in direct engagement with project activities, even where its specific role was explained in the Project Document.

Project Description
The project Raising Awareness about Women's Social, Political and Economic Rights in Afghanistan’s overall objective and outcomes were relevant to the development problem of women’s empowerment and facilitating a greater presence for women in public life. However, the evaluation concluded that the project was not implemented in full. While it appears to be the case that the radio and television roundtables planned for production and broadcast in the 15 target provinces did take place, other activities have been implemented in no more than six, and as few as three, of the provinces.

Lesson Learned: Promoting Freedom of Information Activism at the Local Level in Brazil

While the network of grassroots organizations was involved in the design of the project, local stakeholders did not participate directly in the process and were not consulted. The different context in each of the five states in which the project was implemented demanded specific competencies that in many cases were not sufficiently developed. The focal points had no political experience. They needed skills to constructively participate in public debate, so that they would not be confined simply to reporting misconduct but could also offer solutions.

Project Description
The aim of the project was to promote the development of a more inclusive and equal society through promoting the free flow of information to the general public so that individuals, civil servants and civil society groups acting at the local level can hold their government to account, advocate for their rights and entitlements more effectively and influence policy-making processes. Specifically the project set out to foster local activism on freedom of information and to use access to information and transparency tools to strengthen participation within municipal governments across Brazil. The project strategy was built around four specific components: a strengthened and effective network of local activists working on access to information; increased public understanding of the importance of freedom of information and how to use the concept to encourage transparency and accountability; increased public demand for governments’ responsiveness to information requests at the local level; legislative and policy reform initiatives to promote transparency at the local level. The project was highly relevant since the Access to Public Information Act had recently come into effect. This Act required each municipality to draft regulations ensuring its proper enforcement. Yet surveys had indicated a lack of interest and knowledge in many municipalities about enforcing this law.

Lesson Learned: Narrowing the Gender Gap in Flood Affected Areas of Pakistan

Targets were ambitious in some cases and not fully met. The attribution of results based on some of the indicators chosen was also difficult given the number of other factors that affected the outcomes. For example, impact data provided by the grantee showed a nine percent increase in the number of women in the project areas who registered for the Computerized National Identity Card during the project period. However attribution for this is difficult given the widespread voter education efforts that were done in Pakistan in the lead up to the 2013 elections.

Project Description
The objective of the project was to reduce gender disparity and gender-based violence in eight flood affected districts of Pakistan. Its intended outcomes were: increased awareness of gender issues; increased progress towards certain Millennium Development Goals (MDG 3: gender equality and empowerment of women; MDG 4: reduced child mortality; and, MDG 5: improved maternal health); and increased capacity of women to counter gender discrimination and to hold government accountable. The project objectives were directly relevant to the needs to strengthen gender rights and equity within Pakistan and especially within rural, marginalized flood prone areas The grantee took a rights based approach that integrated men as well as women into the project activities and structures. This increased project relevance for the communities and helped to ensure that the women were able to participate in these male dominated areas.

While the project was relevant at the time it was conceived and implemented, the introduction of quotas for women in Algeria significantly changed the status quo after 2012. It is not possible to gauge whether the projected multiplier effect did in fact take place. Nor is it possible to judge with absolute certainty whether participation in the project actually prompted more women to stand for election at any level.

The grantee persisted with the organization of training and seminars even when it became obvious, early in the project, that a shift in the exchange rate in Algeria would leave the project short of funds. The grantee became aware early in the project that a shift in the exchange rate would leave the project under-resourced but did nothing to review the workplan.

Lesson Learned: Renforcement des capacités de formation en leadership pour renforcer la participation des femmes dans la vie publique (Algérie)

There were considerable delays in implementation which necessitated a project extension of eight months and a relocation of three of the four seminars to Tizi-Ouzou. Some of these delays were unavoidable however it cannot be argued that the fasting months of Ramadan in 2011 and 2012 were an acceptable excuse for inactivity. These should have been taken into account in the planning and time-tabling of events from the beginning.

One of the expected mechanisms of sustainability foreseen – the training of trainers – did not take place. The concrete outputs – a video documentary and a “study” based on an opinion poll – are not of sufficient quality to be usable in Algeria. Although some of the women who participated came together in an informal “network”, experience suggests that the sustainability of such a network will depend entirely on the efforts of those involved in it and/or of a strategic approach to its maintenance by the grantee.

Lesson Learned: Improving the Participation of 155 Women's Groups

The field workers played an essential role, as they ensured close monitoring of the beneficiary groups, which clearly contributed to the efficiency of the initiatives. These staff were well integrated into the local population, spoke the local language and served as intermediaries between the rural population, the authorities and the media.

The project’s objective was to increase the number of rural women in Côte d’Ivoire participating in the democratic process, specifically in decision-making. In order to do this, the project set out to raise awareness among rural women of their political and civil rights; and increase the number of informed rural women able to participate in electoral processes either as candidates or as voters. The activities were designed to take into account the post-election crisis in Côte d’Ivoire, taking into account that women make up the largest proportion of the voting population. The decision to intervene in the western part of the country, which was particularly affected by the war and where women became victims of sexual and gender based violence allowed a more targeted response to the specific needs of the beneficiary populations.

Lesson Learned: Improving the Participation of 155 Women's Groups

The most significant result of the project was the election of a woman to the position of mayor of her village. Another woman was named as second head of her village, which had been completely inconceivable before. It will be important to consolidate and further expand these results, as it can be expected that more women will want to exercise their civil rights and wish to become potential candidates during future elections. However, women are often handicapped by illiteracy and they also need a certain level of financial autonomy in order to stand as candidates in the up-coming elections.

Lesson Learned: Improving the Participation of 155 Women's Groups

The project convinced women that free participation in elections was their right and had advantages. Before, women were obligated to vote for the same candidate as their husbands, whereas now they exercise their right to choose the candidate they want and their husbands are aware of their individual rights.
