Lesson Learned: Constructing Citizenship in San Luis de Potosí

The grantee’s decision to implement the project jointly with other partners, including two government agencies, was important to this as it led to the creation of certain consultative and lobbying mechanisms during the drafting of the legal framework with government officials.

Project Description
The aim of the project was to empower CSOs to promote democracy in Mexico through real and effective civic engagement, the exercise of human rights, and support for political dialogue. The project also sought to encourage the active participation of youth and women in local democracy- and citizenship-building activities to improve their ability to influence policy and impact local governance. The project offered a framework for improving the exercise of citizenship and mobilizing key civil society stakeholders, who realized the role they could play in devising, implementing, monitoring, and evaluating public policies. The training and citizen networking initiatives to increase participation and influence in the public sphere, the preparation of thematic agendas, and the drafting of legislative proposals were important models for democratic practices in a society characterized by civic passivity in the last 10 years. The project beneficiaries as a group were willing to get more directly involved in public affairs and the project has provided them with the tools and publications they need.. However, better links between and organization of the CSOs needs to take place to improve their ability to act in the social and political sphere.

Lesson Learned: Constructing Citizenship in San Luis de Potosí

Before the project CSOs in the region worked in isolation. After the project many realized what can be accomplished if they work together—specifically, taking advantage of the opportunity offered by the CSO network. Several of the CSOs interviewed considered the mere fact of getting to know one other and learning “who does what” a very positive development. This has fostered solidarity among them, creating connections and enabling them to learn about each other and share services and skills.

Lesson Learned: Constructing Citizenship in San Luis de Potosí

The CSO network, which was an important mechanism for dialogue and information exchange between public officials and social stakeholders was established but its operative role as a privileged advocate with state entities and decision-makers needs strengthening. For example, individual youth groups that are highly motivated to engage in civic participation were not able to participate in high level meetings with members of States congress. The same holds true for women’s organizations, which, despite the many problems that affect women, have very little organizational presence in the state of San Luis Potosí. Mechanisms for dialogue between public officials and youth are still characterized by very vertical communication and to some extent, an adult-centered culture that is hard to eradicate.

Lesson Learned: Empowering Civil Society Inclusion on Democratic Policy-Making in Kosovo

The project led to successful collaborations between civil society organizations and the legal offices of the Office of the Prime Minister and Ministry of Local Government Administration. This improved the flow of information and quality of public consultations. There was an impressive range of participation from civil society and government, and they worked on a wide range of issues and regulations and legislation.

Project Description
The project sought to strengthen the capacities of civil society to play an active role in shaping public policy and drafting laws. Its intended outcome was for civil society to become an active, informed and key partner in public policy and law making, so as to be able to react instantly on key public policy areas. The grantee capitalized on the government’s willingness for a more engaged and constructive civil society in policy development as well as the need for civil society organizations to have more information.  There was a substantial level of interest and participation in the project from both sides. The project’s strategy was sound as it built on the work already done by both CSOs and government offices. The project increased both the demand for and supply of public consultations.

Lesson Learned: Creation of Women's Parliament in Azerbaijan

The flagship initiative of the Women’s Parliament project was a report on discrimination against women. However this report did not have much impact since there was no lobbying/advocacy strategy. It would also have been more effective with a proactive approach towards building alliances with other similar projects in Azerbaijan. Efforts should be increased to convince concerned NGOs for submitting only one synthesized Shadow Report to CEDAW. Speaking in a common voice would increase leverage both towards CEDAW and the government.

Project Description
The overall purpose of the project was to address gender inequality and improve the situation of women’s rights in Azerbaijan. The establishment of the first Women’s Parliament (WP) – a symbolic model of alternative parliament with the focus on gender equality– served as a vehicle for achieving this goal. The Women’s Parliament was expected to result in four specific project outcomes: opening a discussion space for raising gender-specific issues; enhancing gender equality advocacy; strengthening civil society by facilitating women’s participation; raising awareness of national and international stakeholders on women’s issues. The direct beneficiaries of the project were members of the Women’s Parliament. Indirectly, the project aimed to benefit the female population of Azerbaijan.

Lesson Learned: Nigeria Procurement Monitoring Project

There is an important and essential relationship between the grantee and the other core organizations within the National Procurement Watch Platform. Working relationships among individuals are built around trust, mutual support and shared experience and commitment. Throughout the project, the grantee received substantial in-kind support from core members of the network, while extending support to them in return. These trust-based working relationships were one of the foundations of project effectiveness and efficiency.

Project Description
The project’s overall objective was to increase the effectiveness of procurement monitoring by non-state actors following the Public Procurement Act (PPA) 2007 in Nigeria. The project was built on a thorough analysis of the current situation regarding government procurement and mechanisms for monitoring and reporting on the process. The publication of two carefully researched annual assessment reports on the state of public procurement and stakeholder knowledge of PPA requirements proved effective for connecting public procurement and integrity in governance. The development of new tools for training of trainers in procurement monitoring and the training of 33 monitors were also valuable. Efforts to work closely with the legislature began well. However, the 2011 Parliamentary Elections brought about a wholesale change in the membership of both houses of the National Assembly. The leading champions of reform in regard to public procurement were defeated, and there was no longer an interest among elected members in working closely with PPDC, although a positive working relationship was established with the parliamentary secretariat.

Lesson Learned: Civil society advocating for quality education & healthcare in Mexico

The project’s decentralized nature allowed the three CSO partners to adapt the project to their own local context during implementation. In some aspects, this increased the relevance for the participating CSOs as well their participants. Formalize relationships between subgrantees and their implementers with a written agreement that clearly articulates the roles and responsibilities of each, the project purpose, timelines, targets and performance indicator and reporting requirements even if this is only to be done verbally.

Project Description
The project sought to strengthen the collective voice and action of civil society in the Mexican states of Chiapas, Hidalgo and Guerrero. The focus was on increasing the ability of local CSOs and women, indigenous groups and youth to demand equitable and quality public education and healthcare services through strengthening the ability of CSOs to train, inform, and raise awareness of these rights, and giving opportunities for them to advocate for these services as a basic human right. The use of local level CSOs was an effective approach to implement community-based activities, but the lack of an integrated programme between the states and national level limited its usefulness and potential impact. The use of a diagnostic to develop training and an agenda for action was a good technique, but required more focus on issues of voice and civic participation which were the main objectives of the project. The project strengthened advocacy efforts for more equitable health and education services in its targeted areas in Chiapas, Hidalgo and Guerrero. In particular, it increased individual knowledge, capacity and leadership among participating CSOs and community members. However, the extent of results is unknown due to the lack of outcome data. Changes are likely to be sustainable at the level of personal empowerment and relationships built with some public officials and the agenda provides CSOs with some of the key health and education issues to raise with officials in the future.

Lesson Learned: Women in Politics in Mozambique

It was determined that the two local partners lacked the required substantive and administrative capacities to implement the Project effectively. Consequently, the grantee undertook organizational assessments of its local partners. On the basis of the findings of the assessments, it developed partner development plans to enhance the capabilities of the two provincial-level organizations.

The project sought to address a gap in Mozambique’s political life - the low level of women’s participation - by focusing on enhancing the position of women elected representatives in Provincial and Municipal Assemblies, while also nurturing the constituencies of women at community level and bringing the two groups together. Yet, despite the local knowledge available to the two partners, the project design failed to take adequate account of local characteristics and underestimated the risks to project implementation. The project strategy was built on some unwarrantable assumptions. Adjustments were made to planned operations, including a broadening of the beneficiary groups, to involve men as well as women, and recognition of the need to involve the Executive as well as the Assembly representatives in activities. Yet, despite this, initial design problems had a significant impact on the feasibility of achieving anticipated results within the project timeframe.

Lesson Learned: Women in Politics in Mozambique

Project efficiency was undermined by the weak integration of management among the project partner organizations, and the limited organizational and managerial capacities of the provincial implementing agencies. There were also major human resource challenges which were not addressed satisfactorily. For these reasons and others, the deployment of human and financial resources was not always optimal in supporting the achievement of results.

Lesson Learned: Towards a better electoral process in Mongolia

The grantee was well organized and took efforts to maximize the project resources and extend its reach. For example by developing synergies with other organizations working on the same issues as the project and using its grass roots network of provincial offices to identify participants and to deliver its training nationwide to CSO and political party observers and monitors.

Project Description
The project sought to strengthen the electoral system and civic participation in Mongolia by raising the level of voter education and public awareness on democratic institutions and processes. Its main objectives were: to prepare a voter education high school curriculum; establish a network of volunteers able to train on voters rights issues; improve the skills of key officials involved with elections; and implement a public awareness campaign for voters for the elections in 2012. Its intended outcomes were to have its voter education curriculum adopted by the Ministry of Education as part of the national school curriculum; trained observers and officials ready for the 2012 elections; and, a more knowledgeable public on voter issues. It is evident that this project contributed towards these results and to the more positive outcome of the 2012 electoral process when compared to the situation in 2008. The project started early when no one else was working on these issues, and it was a sizeable project for the sector. However, the extent of the project’s reach and its actual impact is unknown.
