Lesson Learned: Promoting Good Governance among Tribal Inhabitants in Bangladesh (PROGGATI)

The project used existing networks to establish a project structure. This proved an effective way to reach down to the grass roots level within a relatively short period of time. This allowed for a quick mobilization of the project despite the dispersed nature of the communities. These communities were able link to the local governance officials as many of them had already worked together on other issues.

Project Description
The project aimed to increase the political participation of indigenous (tribal) communities and community based organizations (CBOs) in the Rangamati Hill District of Bangladesh leading to an increase in their demand for more responsive public services and policies. The project set out to do this by increasing the dialogue between formal and traditional forms of local governance. Specifically, the project’s objectives were: enhance the capacities of local government leaders, CBOs and tribal community leaders; enable better coordination between stakeholders; and, promote democratic processes to ensure pro-poor service delivery and resource allocation. Its intended outcomes were: empowered CBOs and alternative community leaders; improved participation by traditional community leaders in the formal governance system; increased women’s participation; more pro-poor gender-sensitive local services; greater trust between the different stakeholders - indigenous inhabitants, Bengalis, CBOs and local government - and regular media reporting on governance issues in the Rangamati Hill District. The project did seem to help resolve small but important issues for the communities, and helped to increase the visibility of the open budget system by promoting its use by its committees. It also seems to have increased the general level of awareness of project participants on governance issues.

Lesson Learned: Strengthening Governance and Democratization Processes in Kenya and the East and Central Africa Region

There was a lack of adequate staffing for project activities as staff was also tasked with other work. This delayed some activities and a more coherent implementation of outputs following the Kenyan electoral cycle timeline. Lack of staff capacity could have been mitigated by the grantee at the design phase through increasing the number of project staff, adopting a cascade training approach, and/or providing small subgrants to partners in Kenya which could also help to strengthen organizations at the grassroots level.

Project Description
The main objective of the project was to strengthen the capacity grassroots organizations, and enhance the participation of citizens in governance to promote a democratic culture in Kenya and in eastern and central Africa. While some project activities were highly relevant and empowering to individual beneficiaries, others lacked follow-up. Among the project’s successes were the election observation trainings which had a multiplier effect with grassroots organizations. Following the workshop trainings, 12 observation groups were established to monitor the Kenyan election of 2013, all of which later obtained a long-term accreditation status as election observers. In general, the project was activity-driven which made outcomes and institutional impact difficult to assess. Project design showed some weaknesses, as several challenges that appeared during implementation could have been anticipated by the grantee beforehand. For example, the shortage of staff and a better coordination with the electoral timeline in Kenya could have ensured a smoother implementation.

Lesson Learned: Empowering Civil Society to Monitor Development Programmes in Tanzania

The civil society organizations in Tanzania networked with each other and were prepared to coordinate development priorities when lobbying for development planning at the district level. Members of the local community advocated for their needs during village-level meetings and through lobbying at district government levels. There is also evidence demonstrating early stages of participation in the monitoring of development programme processes.

Project Description
The project in Tanzania targeted civil society in the Dodoma region. Most of the population depends on agriculture. The grantee worked with farmers and pastoralists as well as local NGOs, local government officials and community members, to develop more inclusive and responsive development policies, strategies and programmes. The grantee combined awareness raising activities focusing on development programmes to enhance the local population’s engagement in policy dialogue and advocacy with capacity building in development programme process monitoring.

Lesson Learned: Engendering democratic governance in South Asia

The local level Watch Groups and meetings created evidence and data on the status of women in grassroots democratic institutions which was used by the National Watch Groups built on the local data with analysis of the situation in national politics and democratic institutions. This provided a significant evidence-based advocacy platform, which was then reinforced and supplemented by newspaper features, radio profiles and debates, generated by the media people who had gone through the training.

Project Description
The project aimed to enhance meaningful and equal participation of women in democratic governance by addressing the issues of gender-based exclusion, violence and discriminatory practices. The project established National Democracy Watch Groups (NDWGs) and Local Watch Groups (LWGs). These groups were intended to promote knowledge sharing. The project organized a series of local, national and regional meetings and included a component focusing on sensitizing the media to challenge gender stereotypes. The project succeeded in reaching a significant number of people across the three countries in through the watch groups as well as through radio debates and the stories developed by journalists trained as part of the project. The project exceeded its aims. Senior members of government (both national and local), democratic institutions such as electoral commissions and senior figures in the NGO and media worlds participated in the various meetings and/or groups, embedding the information provided and the debate into key areas of governance and civil society.

Lesson Learned: Women in Politics in Mozambique

The project’s strategy was deficient in that it lacked a careful assessment of the local context, particularly with regard to women’s position in the political system and the lack of influence on major decisions of elected assemblies, as well as the limited capacities of the local implementing agencies.

In focusing its operations in two Northern provinces, the two principal project implementing partners were able to draw on their prior experience of working there. Yet, despite the local knowledge available to the two partners, the project design failed to take adequate account of local characteristics and underestimated the risks to project implementation. The project strategy was built on some unwarrantable assumptions. Adjustments were made to planned operations, including a broadening of the beneficiary groups, to involve men as well as women, and recognition of the need to involve the Executive as well as the Assembly representatives in activities. Yet, despite this, initial design problems had a significant impact on the feasibility of achieving anticipated results within the project timeframe.

Lesson Learned: Women in Politics in Mozambique

The decision to expand the list of direct beneficiaries to include men among the elected representatives, and as base group members, was justified by the weak position of women within both target groups, as well as the generally low level of education and experience among women beneficiaries. The decision to involve members of the Executive, both members of the Provincial and Municipal Councils (leadership) and officials, as well as political party leaders, was essential, given that the elected members had little influence in planning and budgeting.

Lesson Learned: Prévention de la violence durant la période électorale de 2010

The media coverage of the project helped remind stakeholders of the importance of maintaining peace in order to hold free, peaceful and reassuring elections. Media coverage on the concerns of citizens regarding security issues and on whether or not their aspirations and hopes regarding the electoral programmes would be taken into account, allowed the grantee to bring grassroots populations closer to political decision makers in Burundi and reinforce its strategy for advocacy.

Project Description
The aim of the project was to build on the peace process in Burundi and consolidate democratic principles through peaceful elections by encouraging the population in three heavily war-affected provinces to vote in a reflected and enlightened manner and by further encouraging these populations to express their needs and aspirations in order to be included in the electoral programmes of the political parties.

Lesson Learned: Strengthening promotion of women’s rights (Kenya)

In Kenya, community dialogues over the radio proved effective in raising rural women’s awareness about their rights. For example, many married women in conservative communities gave little thought to the fact that their husbands possessed their identity papers. Through radio shows highlighting women’s issues, women became aware of the fact that this practice deprived them of the possibility to vote. The project could have allocated more funds to radio journalism. In the evaluation report many interviewees stressed the importance of radio in rural areas in Kenya, as it reaches beneficiaries with low literacy rates in vernacular languages, without the need of internet access.

Project Description
The project focused on the role of the media as a source of information for women at grassroots level, and as an influencing agent on government and institutional processes, promoting women’s voices and issues in the media. Additionally, the project aimed to build the capacity of advocacy groups to work with the media on behalf of women and other marginalized groups. The project succeeded in bringing women’s issues into the national debate ahead of the political reform process in Kenya. Most prominent was the monthly publication of the online newsletter Kenyan Woman which effectively framed women’s issues to more than 3 million subscribers. Kenyan Woman caught the attention of senior politicians, brought women’s stories to the attention of Kenya’s Truth, Justice and Reconciliation Commission, and influenced mainstream media to increase their focus on women’s issues.
