Lesson Learned: Empowered Civil Society Addressing the Democratic Needs of Rural Women in Myanmar

By targeting district-based officials in charge of specific tasks, such as animal husbandry or cash crops, the project was able to engage officials in a dialogue in issues where there could be consensus While such officials were less powerful than district administrators; they were also more likely to address communities’ practical concerns.

Project Description
The project's objective was to strengthen institutional capacity of three independent CSOs working with rural women’s groups so that they could establish associations of self-help groups and promote inclusive participatory dialogue with authorities. Working from a UNDP model, the project focused on three aspects: transparency and accountability; rights awareness and advocacy; and linkages with other community-level groups. The project was exemplary in its effectiveness, both in terms of the clarity of outcomes to be achieved (and activities to achieve them) and of quantitative and qualitative standards of achievement. It raised awareness of voters’ and women’s rights, and initiated engagement between local officials and rural communities. This is also an example of a project where sustainability was included in the design. The capacity building activities included supporting partner organizations achieve a degree of financial independence, by providing technical advice on project design and management, and by helping them develop internal governance and accountability systems.

Lesson Learned: Expanding and Fortifying Local Democracy through the People’s Council in the Philippines

The project achieved significant results in building of awareness of the concept of the People’s Council, and in ensuring that all People’s Councils were formally registered with the central government which is essential for the Council’s to have an official role in local governance.

Project Description
The project had the overall development goal of facilitating the recognition and replication of the Peoples Council in the country as a democratization mechanism in local governance. The immediate project objective was to establish, expand and institutionalize the Peoples Council in 21 barangays in the city and six municipalities in the Metro Naga area. In Naga City, the People’s Council proved itself as an effective mechanism for public participation, particularly for representatives of poor and other vulnerable groups. The project’s initiative to replicate the success of the Naga City People’s council was a relevant contribution to the broader aim of enhancing local democracy in the Philippines. The project had mixed success in achieving its targets and encountered some major disappointments in reaching the goal of institutionalizing the People’s Council in the 27 target local government areas. However, the People’s Councils were officially recognized in the case of four of the six municipal people’s councils, but only in five of the 21 barangay people’s councils. Despite this, grantee cannot be faulted on its effort to achieve the project goals, and, given the scope of what the project sought to achieve, a great deal was accomplished.

Lesson Learned: Promoting democratic dialogue and social cohesion in the Western region of Côte d'Ivoire

The grantee should have played a greater role in building relationships with the local authorities. The CSOs, though they had adequate links to local officials, lacked the credibility and credentials to help build capacity at local government level.

Project Description
The overall objective of the project was to reinforce community dialogue and participatory democracy in the Western part of Cote d’Ivoire, with a view to enhancing social cohesion and the enhancement of democratic values at local level. To achieve this objective, the project had three outputs: Civil society organizations (CSOs) and the authorities are better equipped to use community support techniques; CSO’s providing support to communities on the management of conflicts; and enhanced involvement of local communities in development initiatives. The project was remarkably relevant, in that it correctly identified the lack of social cohesion as a major risk for conflict returning to the target areas. The project developed strategies and activities that specifically addressed the needs of the local communities and those of the CSOs working with them. However, the project design phase did not sufficiently involve the communities and CSOs, and the project should have involved more technical experts.

A strong focus on the local - village and tract – in Myanmar made the project relatively independent of political developments at the national level, since activities such as capacity building could be carried out in a self-contained manner.

Lesson Learned: Promoting Human Rights through Providing Access to Information for Marginalized Women in Zimbabwe

It is important to note that the project benefited from the perceived neutrality of UNDEF as a UN agency donor. In the sensitive context of Zimbabwe in relation to the media, the grantee noted that the fact that the project was funded by a UN agency helped local authority accept it and even buy into it.

Project Description
The project had four objectives: to increase and improve gender-sensitive media coverage of issues affecting women in marginalized communities, in traditional/mainstream media in Zimbabwe; to create tools and use non-traditional media to disseminate and exchange information; to increase the capacity of marginalized women to use social media to access human rights information and freely express themselves on political, social, economic and cultural issues; and to increase marginalized women’s participation in policy dialogues and decision-making in target communities. The project was implemented in 10 communities across Zimbabwe and was designed to benefit over 7,000 women through activities including training of citizens journalists, and professional journalists in gender-sensitive reporting; the production of phone-in radio programmes; mentoring of student journalists; and use of Internet-based platforms for sharing information. The project was based on a good analysis of the gender inequalities faced by marginalized women in relation to access to information, awareness of their rights and exercise of political participation. Nevertheless, the project’s relevance was marred by its overambitious design and a lack of prioritization among its various objectives and approaches.

Lesson Learned: Strengthening Democratic Participation of Maya Communities in Rural Guatemala

Prior to the project, women’s representation in local governance was minimal with just one woman representative across all the 13 micro regions. There was also no possibility for women’s active participation. Forging partnerships in Guatemala with other organizations working on gender promotion resulted in Q’echi Maya women’s effective representation in both the urban and rural development councils. Following the project there are 13 women in 13 micro regions - one woman representative per micro region. They are invited council meetings and have the right to participate actively.

Project Description
The project’s goal was to increase the recognition of traditional authorities and women of the Indigenous Communities of northern Alta Verapaz and their participation in decision-making processes and administration of justice. The grantee targeted groups who have historically lacked opportunity to participate in the decision-making at the local and national level, including leaders from the 33 indigenous communities officially recognized by the municipalities of Chisec and Raxruhá in northern Alta Verapaz, and the Maya women´s groups belonging to the Association of Organized Q´eqchi’ (AQT) in Chisec. The overall objective of the project was to promote the recognition of indigenous groups. In practice, the project established conditions for inclusive urban and rural development council systems, encouraging indigenous peoples and women in particular, to voice their concerns and get involved in decision making processes. This approach filled a gap in the existing consultation mechanisms and conveyed the needs of communities to the authorities in charge of the design of local development projects.

Lesson Learned: Empowering Local CSOs in Yemen through Participation in Local Governance

The project document succinctly set out the key needs addressed by the project: to support the role of NGOs in post-2011 Yemen and to respond to the challenge of widespread poverty. However, the project document did not sufficiently analyze the challenges and opportunities related to local government structures in Yemen – in particular the difference in role between Local Councils (LCs) and Local Executive Offices (LEOs), which together form the Local Government Authorities (LGAs). LEOs are decision-making structures, which may access central government funds. By contrast LCs’ role is merely consultative.

Project Description
The project aimed to address the problem of weak local civil society organizations [CSOs] and the general lack of collaboration between private and public development stakeholders in Yemen. Specifically, the project sought to improve the capacity of local CSOs and strengthen partnerships between local CSOs and the government at the local and national levels in order to effectively address emergencies and respond to humanitarian situations. The project was implemented in four governorates of Yemen (Sana’a, Aden, Hadramawt and Hudaydah ) and in three pilot pilot districts (Ghayl Ba Wazir in Hadramawt, Al Boreqah in Aden, and Al Mansuriyah in Hudaydah), while advocacy at national level was conducted with the authorities in Sana’a. The project was very relevant, in that it identified genuine needs at community level and in terms of civil society capacity building and took a two-pronged approach (that was appropriate to the situation in Yemen. The project could not have anticipated the near-failure of central government that Yemen has experienced since 2014. However the project strategy of working with local authorities and civil society stakeholders at community level was relevant to the reinforcement of local governance, irrespective of the national political situation. Some significant groundwork has been carried out in this respect, which may bear fruit if a functional government is re-established.

Lesson Learned: Empowering Vulnerable People through Internet: E-Learning Initiative for Young Migrant Workers in China

The grantee may wish to consider including a mix of government-supported (or government-approved) partners, along with independent CSOs in its projects. It is also recommended that it consider cooperation with CSOs and local agencies with a social service orientation, injecting a rights-based agenda into a broader approach to meeting the needs of young migrant workers.

Project Description
The project succeeded in meeting its targets in its final phase, including the development of 20 proposals and petitions by young migrant workers and CSOs working with them, concerning desired improvements in working and living conditions. Of these, eight described practical initiatives or small projects. Each of the eight was awarded a small grant to implement the plans proposed. While some students gained valuable experience, many of those involved lacked the commitment to taking an active role in support of the young migrant workers. Further, the role assigned to the students in “assisting young migrant workers using social media” was vague, and they lacked guidance on what to do and how to do it. In addition, the students, as well as the academic coordinators and the CSO representatives interviewed, all commented on the wide social gap between students and the young workers, which made communication difficult.

Lesson Learned: Judicial Reform: empowering magistrate-civil society collaboration for Guinea’s new democratic future

Reform of the judiciary was one of the key priorities announced by the President of the Republic of Guinea in 2010. Following the legislative elections of September 2013, which marked a turning point in the process of transitioning the country from the earlier dictatorship, the focus on judicial reform became more relevant. The project’s complex but well-articulated process used to identify the specific scope of action ensured that the project was aligned with government objectives regarding reform.

Project Description
The project aimed to contribute to the judiciary reform process in Guinea through establishing a new social contract on justice linking CSOs, magistrates and auxiliaries of justice. Strategically, the project was based on two outcome components, to support increased capacity for advocacy, monitoring and judicial oversight, and enhanced capacity for dialogue and collaboration between civil society and the judiciary on ways to improve the judicial system in order for it to become more responsive to the needs of civil society. This strategic approach appropriate for the limited scope of the project; its key points of strength were the acknowledgement that training was a first step before the setting up a platform for dialogue and the inclusion of a mini-grant scheme. The project was ambitious but realistic. However, the methodology did not include a mechanism to replicate project experiences beyond the target areas of Conakry and Kankan - the most important judicial districts in Guinea - once the project ended.

Lesson Learned: Civil Society Monitoring of Governorate Councils in Iraq

The grantee faced some challenges during project implementation in Iraq, but due to a well-developed risk mitigation plan, the grantee was able to manage. For instance, the grantee had anticipated the risk of the non-cooperation of some Governorate Councils, so when two of six identified Councils withdrew from the initiative, the grantee took rapid action to replace them. The Councils were absorbed into project activities without much loss of time, and the grantee and its partner organizations managed to build trust and understanding with the two added Councils rather quickly.

Project Description
The project sought to enhance government transparency at provincial level in Iraq by training civil society organizations in monitoring and accountability. This approach was particularly relevant in the Iraqi political context, where provincial legislatures’ (Governorates Councils) capacities are weak. Although impact was difficult to measure for the evaluation team, and much work remains to be done in order to meet overall objectives, the short-term achievements of the project were considerable. The project illustrated how civil society monitoring of provincial authorities in Iraq effectively can enhance government accountability – if both civil society and authorities are willing to make the effort.
