Lesson Learned: Monitoring and Influencing the Central Budget by Civic Empowerment

The involvement of the grantee and its partners in initiatives with specific local government units in Turkey stimulated interest on the part of mayors and senior local officials in the ideas promoted by the project, as well as with the leadership of the Urban Councils and Women’s Assemblies. This increased interest contributed to the project’s effectiveness through strengthening links between the municipal executive and the Urban Councils, and, in some cases, closer consultation on budgetary matters.

Project Description
The project aimed to enhance the capacity of civil society organizations at local level to influence the government budget and expenditure process, with particular emphasis on the social sector. The initiative took place in a governance environment where there is no tradition of using the budget as a means of holding the government accountable, at national or local levels, even in the Parliament. This project represents one component of the grantee’s broader effort to draw public and media attention to the importance of budget-making, while building the capacity of civil society to engage with government on budget matters, thus enhancing public accountability. The emphasis on the budget for the social sector was particularly relevant as a step towards drawing attention to, and seeking to improve, the situation of vulnerable and disadvantaged groups. Increasingly, the responsibility for administration of the social sector budget, including health and education, as well as social protection, rests with the municipalities. The selection of the Urban Councils and Women’s Assemblies as the focus for strengthening the role of civil society in monitoring the performance of municipal government was a relevant and appropriate choice, given the project objectives.

Lesson Learned: Towards a better electoral process in Mongolia

The efforts to develop a new module for civic education, that contained the information on the structure of government and voter’s rights, roles and responsibilities, directly addressed the lack of a civic education program in the schools that was relevant to Mongolian democracy in the 21st century. The grantee worked directly with the Ministry’s Institute of Educational Research which increased its relevance and significance for the Ministry and for the national school system.

Project Description
The project sought to strengthen the electoral system and civic participation in Mongolia by raising the level of voter education and public awareness on democratic institutions and processes. Its main objectives were: to prepare a voter education high school curriculum; establish a network of volunteers able to train on voters rights issues; improve the skills of key officials involved with elections; and implement a public awareness campaign for voters for the elections in 2012. Its intended outcomes were to have its voter education curriculum adopted by the Ministry of Education as part of the national school curriculum; trained observers and officials ready for the 2012 elections; and, a more knowledgeable public on voter issues. It is evident that this project contributed towards these results and to the more positive outcome of the 2012 electoral process when compared to the situation in 2008. The project started early when no one else was working on these issues, and it was a sizeable project for the sector. However, the extent of the project’s reach and its actual impact is unknown.

Lesson Learned: Gender Equality and Equity - Follow Up to CEDAW and Romani women

In two of its components, the project was fighting an uphill battle to get the attention of potential partners. The first component concerned Roma political parties, and, the second, municipal government and cooperation with the Equality Commissions (committees) of the municipal councils. The lack of interest by these partners highlights the absence of effective political representation of Roma and their interests in a “patron-client” political system, where parties do a poor job of representing the priorities of their constituencies, or of responding to their concerns. The parties saw no benefits in opening themselves to cooperation with an NGO which they did not trust. There seems to be little interest on the part of local government units in committing resources to Roma issues, and Roma tend to be invisible in local decision-making. The work supported by the project in two of the three municipalities was useful, but had no impact in changing the disposition of local government towards Roma and Roma women’s organizations.

Project Description
The project had two primary audiences: Roma women’s NGOs and young Roma women activists. There were three additional audiences: local government officials; young people, Roma and non-Roma; and, officials of Roma political parties. This focus sought to address in a practical way the weakness of Roma civil society organizations, and particularly those led by, and working for, Roma women, in undertaking advocacy on behalf of their own people. The grantee accomplished a great deal with the small amount of funds provided. It built on the strategic plan developed for 2008-2010, and its earlier project “Implementation of CEDAW for Romani Women”, as well as follow-up initiatives (2005-2008). Through an extremely careful allocation of funds to different areas of activity, the organization was able to undertake a long list of activities and, thus, achieve its own objective. Yet, from an external perspective, it is apparent that there were insufficient funds for some activities, where follow-up was badly needed.

Lesson Learned: Strengthening Somali Media Capacity for Democracy and Human Rights

The project also failed adequately to involve government authorities where it could have been possible. Although local officials were informed of activities, and occasionally invited to take part, there was no explicit attempt to convey the concerns of journalists to authorities or otherwise to associate them to a search for policy solutions.

Project Description
The project aimed strengthened the capacity of the Somali media to implement principles and practices of democracy and respect for human rights by providing professional training to Somali journalists across the country, focusing on ethics and good journalistic practices, and holding workshops on good governance and human rights. The use of training sessions and workshops was appropriate to address the issue of journalists’ skills development. Creation of a media centre was also useful in helping journalists to do their work. However, the project's planned activities were not sufficient to address all its objectives. The number of participating journalists was on target, as was the ratio of women participants (30%). This is a very significant achievement, considering the prevalence of armed violence and high levels of political instability in many parts of Somalia during the project period. Significantly, the project benefited about half of Somalia’s journalists. On the other hand, the failure to address other stakeholders - government, editors, and publishers - reduced the likelihood of positive changes. However, the very fact that the project took place has to be seen as an achievement in its own right.

Lesson Learned: Empowerment of Shanty Towns’ Settlers through Democratic Spaces

The project did not emphasise enough fundamental rights. It also could have done more to institutionalize opportunities for local engagement. The benefiting populations need greater opportunities for dialogue with local decision makers and for participation in negotiating venues. It is important that the community centres gain official representation so that they can be full-fledged partners in decision-making bodies.

Project Description
Aiming to improve the living conditions of vulnerable populations in marginalized areas and to put self-promotion processes in motion, the project’s goal was to enable these beneficiaries to take charge of their own affairs and to know and demand their rights. The grantee created permanent community centres and promoted community development through specific micro projects to mobilize and train teams of volunteers, and to strengthen the community centres’ capacity to organize and dialogue with local decision-making bodies. The beneficiaries greatly appreciated the project’s assistance on the ground. The volunteers’ continuous presence heightened the populations’ motivation and engagement. Several factors contributed to the project’s effectiveness: country action plans suited to local realities; the formation of well-trained teams of volunteers; the strong mobilization and participation of settlers in the activities; the financing of projects proposed by the target populations to improve their living conditions; and the quality of the local support provided by the teams of volunteers.

Lesson Learned: Strengthening Civil Society Across Borders to Develop Democracy

The project was built on the premise that when civil society and government engage constructively and pro-actively, common ground will be found and better approaches and solutions developed. Results of the project confirmed that approach.
The watchdog role of NGOs is important and should complement rather than contradict an approach based on constructive engagement. The enhanced involvement of civil society in national policymaking in both Ukraine and Moldova was in part a result of the contribution of this project.

Project Description
The project’s goal was to increase the capacity of NGOs in Moldova and Ukraine to network among themselves to enhance their advocacy skills and to improve the functioning of existing mechanisms for engagement between civil society and governments. The project resulted in a range of concrete initiatives, both at the local level and at the level of improved NGO representation in national policy making. Concrete impacts ranged from promoting the participation of blind voters to making amendments to the new law on associations in Ukraine and the human rights action plan in Moldova.

Lesson Learned: Strengthening transitional justice processes in Burundi

Although it foresaw the possibility of politically motivated delays, the project had little in place in the way of mitigation. The strategy in relation to institutional stakeholders in Burundi was not fully developed – for example there was no attempt to formalize and set an agreed framework for the project’s support and technical advice to the National Consultation Steering Committee.

Lesson Learned: Strengthening transitional justice processes in Burundi

The project strategy did not fully consider how the grantee’s intervention would be received by government stakeholders. The grantee had built a positive record with civil society and the UN mission based on earlier training and technical advice and on the grantee’s international credibility. However they did not have a similar record with the government officials that were to lead the National Consultation Steering Committee and its technical advisory team. The credibility that the grantee built with the police through the implementation of the census project did not translate into an open door at the National Consultation Steering Committee.
