Lesson Learned: Strengthening Media to Promote Inclusive Democracy in Mali

It is widely accepted that local community radios continue to be the medium most established and most used and trusted (for news and information) by people in Mali and other countries in the Central Sahel region – especially in remote areas where access to print media and television is more limited. However, the use and influence of social media is already significant and is expected to grow – and should be part of any context-setting, if not the subject of direct activity, in future projects supporting the media sector.

The project applied a “three-pronged approach” (involving the participation of government institutions (state services), media, and CSOs) which proved to be highly effective in breaking down barriers, forming new networks, and improving access to human rights and essential services in a highly unstable environment.

Sensitivity to local languages should be an essential part of project design and delivery in countries where such diversity exists (as was the case with this project in the use of Bambara for local radio broadcasting to maximise impact for non-French speaking listeners), though this may bring additional challenges in terms of measuring and evaluating the success of an intervention.

Lesson Learned: Empowering Rural Communities in Bhutan through Mass Media

In a country like Bhutan, where culture is overwhelmingly dominant in every aspect of life and policies and seen separately from democracy, implementing a project that promotes democracy through strengthening media is not without challenges. Bhutan is ambitious to make the cultural perspective visible in all development co-operation and projects, which suggests a "mainstreaming" approach. Since culture is a complex concept and naturally varies considerably from country to country, mainstreaming is difficult. But, at the project level, it would be more appropriate to address culture using a rights perspective that focuses on freedom of expression and information. Nevertheless, it would be highly relevant to systematically include the roles of culture in media development and the promotion of democracy and democratic institutions.

Lesson Learned: Empowering Rural Communities in Bhutan through Mass Media

Mentoring as a model for capacity building has worked. It was found during the interviews that most of the trainees had learned techniques and applied new skills in reporting and engaging with audiences. After the trainings, the Mentors therefore continued to guide and teach the participants on subjects not covered during the trainings like techniques of editing and content packaging, self-censorship and other technical and editorial skills.

As digital technologies take hold, two ways media-community audience engagement will only become richer and more complex. New technology can upset the methodology and content of any capacity-building programme approved and designed by the grantee. Therefore, there is a need to remain alert about new technology and devise innovative forms of audience research online and offline.

Lesson Learned: Empowering Rural Communities in Bhutan through Mass Media

Both mentors and participants demonstrated that knowledge sharing works vertically and horizontally in- and outside the media organisations, mainly in four ways.
• One, most of the participants shared their knowledge and experience by training the co-workers;
• Two, they shared their knowledge with other media professionals through a variety of interactive as well as informal forums;
• Three, participants took opportunities to share their knowledge with students in media training institutes;
• Four, participants also shared their knowledge and experiences through a variety of media, most commonly by writing blogs, articles for professional journals.

Lesson Learned: Advocating for Community Radio in Zimbabwe

Community Radio Initiatives cannot survive in isolation and detached from broader national structure. It is critical that they foster memoranda of agreement with journalism training universities to sharpen their capacity and benefit from exchanges.

This will be achieved by means of: (a) coordinated civil society stakeholders and citizens advocacy and petitioning the Government and its related institutions through a united and strong effort; (b) policy and regulatory review and reform of community broadcasting and the process required for licensing; and (c) developing the capacity of 10 target community radio institutions (CRIs) for licensing.

Lesson Learned: Promoting Human Rights through Providing Access to Information for Marginalized Women in Zimbabwe

The project design lacked clarity of purpose and prioritization: it was not clear whether the grantee’s intention was to improve gender sensitivity in reporting, to give a bigger role to women in the media, or to encourage alternative, more gender-sensitive channels of information.

Project Description
The project had four objectives: to increase and improve gender-sensitive media coverage of issues affecting women in marginalized communities, in traditional/mainstream media in Zimbabwe; to create tools and use non-traditional media to disseminate and exchange information; to increase the capacity of marginalized women to use social media to access human rights information and freely express themselves on political, social, economic and cultural issues; and to increase marginalized women’s participation in policy dialogues and decision-making in target communities. The project was implemented in 10 communities across Zimbabwe and was designed to benefit over 7,000 women through activities including training of citizens journalists, and professional journalists in gender-sensitive reporting; the production of phone-in radio programmes; mentoring of student journalists; and use of Internet-based platforms for sharing information. The project was based on a good analysis of the gender inequalities faced by marginalized women in relation to access to information, awareness of their rights and exercise of political participation. Nevertheless, the project’s relevance was marred by its overambitious design and a lack of prioritization among its various objectives and approaches.

Lesson Learned: Grassroots Gender Accountability in Uganda

Investigative journalism was intended to critically review shortcomings discovered by VBCs throughout the project’s target districts; TV and radio shows were meant to overcome the lack of interfaces between the local population and duty bearers and to serve as a strategy for increased accountability. Furthermore, NGOs are still inviting the grantee’s Kibaale field officer to radio shows to share the approach and achievements of the monitoring work with a wider audience. One particular radio station has even offered free airtime. There is hence relevant impact towards transparent, gender-responsive local service provision in the form of vivid online readership discussion and comments in relation to the project’s investigative journalism outputs.

Project Description
The project worked to help women district councillors acquire knowledge and to push the equality agenda with policy makers. The project’s advocacy activities led to improved gender-sensitive service delivery, as the local government budgeted for enhanced services for women and girls. In September 2016, two years after the end of the project, the Government announced that gender sensitive indicators will be used to ensure that all sectors adhere to gender equality in decision making and service delivery in the country.. Visibly empowered district and sub-county councillors expressed with pride their new influence on the gender-sensitive application of laws, policies and local budgets. Former women MP trainees proudly cooperated across party lines on priority issues of the Ugandan women in parliamentary committees. The approach of putting in place a monitoring system that was run by Village Budget Clubs (VBCs) and district councillors alike was appropriate. The project’s training methodology ensured the transfer of necessary skills such as gender-sensitive analysis, budgeting, caucusing, lobbying and advocacy.
