Lesson Learned: Strengthening Democracy Through LGBT Political Participation in South Africa

Project design processes must carefully think through the outputs required for outcomes to be achieved and be realistic in what transformation training can bring in a relatively short period of time to a political party, which is not just a technical entity, but a political body. One training on LGBTQI+ issues for a political party is unlikely to trigger significant policy or legal changes in a two-year period.

Project Description
The project aims to strengthen South Africa's democracy through increasing equal participation of lesbian, gay, bisexual, trans and intersex people and promoting understanding among political parties and the Independent Electoral Commission around the importance of diverse representation. This will be achieved through the training of lesbian, gay, bisexual, trans and intersex leaders in civic engagement strategy and working with parties and the Commission to adopt policies and procedures to improve their representation, participation, voter registration and turn out.

Lesson Learned: Empowering Communities Threatened with Displacement in Thailand

Mobilizing funding for local and or provincial cooperation and partnership on policy issues can be highly impactful, as it enables structural problem-solving on policy making and legal challenges. It is, however important, that grantees continue to identify the funding opportunities needed to ensure that an effective team remains in place long term that can coordinate policy efforts, lobby the right circles, and communicate across relevant stakeholders.

Project Description
Economic growth has benefited many citizens but has in some cases resulted in being a threat to cultural existence, livelihoods, and land/citizenship rights of communities. This project aims to promote the social, political and economic inclusion of marginalized communities in the Andaman region of Thailand, through capacity development, advocacy and community campaigning to eliminate discriminatory laws, policies, and practices. It seeks to help members of marginalized communities to gain legal identities and acquire the political and legal know-how, and organizational skills needed to assert their rights and in participating in decision-making processes. Moreover, it will support media and public-advocacy campaigns designed to increase local authorities’ knowledge of and compliance with laws and policies, recognizing the rights of marginalized people and communities.

Lesson Learned: Empowering Female and Youth Domestic Workers in Uganda

In designing a project that addresses knowledge gaps, builds and strengthens locally owned association structures and looks to improve the legal environment, PLA created outcomes that support each other, and the overall objective of the project.

Project Description
The project aims to promote the recognition of domestic work as decent work and domestic workers (WDs) contribution to society. 3500 domestic workers reached will be positioned to take individual and collective actions to improve working conditions. Two Associations of existing 61 mutual support groups of the domestic workers will be established to build solidarity and support for each other, develop advocacy strategies and represent themselves with support from PLA in influencing change. This project will also further the participation of female and youth DWs in claiming their rights, accessing services including legal aid and inclusion in decision making in policy, local and national government processes.

Lesson Learned: Strengthening Democratic Participation and Inclusive Local Development in Indigenous and Peasant Communities in Bolivia

Alliances with law schools provide a number of win-win benefits. On the one hand, the CSO can lower costs, expand reach and improve service quality through recruitment of students who are motivated and familiar with the target communities. Additionally, the students are given the opportunity to test their theoretical knowledge in a practical setting as well as gain experience that can benefit their career prospects.

Project Description
The project was implemented between 2014 and 2016 by the Fundación MicroJusticia Bolivia (MJB), a branch of Microjustice4All (MJ). The project objective was to legally and politically empower members and leaders of indigenous communities, women and men, in La Paz and Oruro to protect and exercise their civil and indigenous rights and participate in democratic decision-making processes. The project objectives included: an increase in the number of people holding basic legal documents; increased awareness in the target groups of the importance of having their basic legal documents (identity, legal, personality) in order; strengthened capacity of members, leaders and organizations of traditionally excluded indigenous communities to participate in democratic processes and to exercise their civil and indigenous rights; and improved access to basic legal documents through evidence-based inputs for institutional reforms through advocacy. The project was timely and relevant to participant needs and the political and cultural context in Bolivia. The potential impact could be extended beyond legal and political rights to also enhance socio-economic development once legalized communities are able to access government projects and resources. The project was cost-efficient and well managed. The project’s focus on community ownership contributed to sustainability of results, though Microjusticia’s own sustainability and ability to operate is dependent on additional external funding.

Lesson Learned: The National Campaign towards Muslim Family Law Reform (MFL Campaign) in Malaysia

The overall situation regarding women’s rights in Malaysia was largely unchanged by the project. However, if the project had not occurred, it is likely that the space to discuss Muslim women’s rights would have closed further as grantee activities kept these issues in the public arena. It also seems likely that this project provided a safe space for women to discuss their problems and to find strength in collective voice. The project also gave some of the women’s groups, pro-reform media and interested Members of Parliament (MPs) the language and justifications they could use to support Muslim Family Law reform when that issue arose.

Project Description
The project sought to increase public demand for law reform based on the principles of justice and equality. It did this by raising awareness among women on their rights within Islam and women’s access to justice. Its intended outcomes were: increased awareness of rights among women at the grassroots level; increased public discussions on religion; and increased engagement and dialogue among women’s groups and government stakeholders by 2015. The project attempted to effect change from the bottom up, but more activities would have been needed at the grassroots level for the desired outcomes. One-off workshops were not enough to create the type of momentum and broad based support needed to create a surge in public voice for law reform.

Lesson Learned: Access to Justice and Human Rights Education (Rwanda)

The project improved the training provided to the university law students by introducing a practical dimension that brought them closer to local issues and realities. It also significantly raised awareness among law students in the capital about the legal situation and recurrent problems in rural areas and how the law was enforced there.

The project document highlighted that access to justice in Rwanda was a privilege reserved for the elite: an urban prerogative that discriminates against uneducated, low-income populations living largely in rural areas. The project was built around three main areas of activity: providing direct access to free legal assistance, through the opening and daily operation of a Legal Aid Clinic in the rural district of Kamonyi; setting up a citizens’ system and strengthening local capacity to address judicial issues through the education and training of paralegals; and creating a responsible and solidarity-based dynamic where law students provided direct legal as part of their school curriculum. The project was highly relevant, as it was tailored to local legal mechanisms put in place by the national framework to reform and decentralize the justice system. Overall the project improved legal structures and services in the Kamnoyi district and contributed to greater justice at the local level.

The project’s emphasis on training women paralegals was another key factor in sustainability, as the higher social status acquired through training encourages women to become more invested in their communities, thanks to the mechanisms for recognition and confidence building.

Lesson Learned: Access to Justice and Human Rights Education (Rwanda)

One factor limiting the relevance of the project was that the university law students involved in the Legal Aid Clinic were not individually graded. Their activities in the project ultimately had no impact on them obtaining credits toward their education or their law degree, thus reducing the relevance of the project to the students themselves.

Lesson Learned: Access to Justice and Human Rights Education (Rwanda)

The grantee focused on upgrading the paralegals’ skills. This was based on their strategic vision of building human capital. The project sought to create a multiplier effect by training volunteer paralegals and law students who would then apply their knowledge and experience in rural areas to foster a better understanding of the law and the settlement of disputes once the project had been completed.

Lesson Learned: Empowerment of Roma to Fight Rights Deprivation

The project allowed the grantee to introduce and test a new methodology for involving youth in the sphere of international advocacy on behalf of the Roma population in Central and Southern Europe, while maintaining its already established role in strategic litigation. The project had an impact on the youth involved. Its longer-term impact is harder to assess, as is the case in most human rights projects. Impact is often the result of a combination of events and actions, legal changes and court judgments, along attitudinal shifts on the part of decision-makers, opinion-leaders, the mass media and the public-at-large.

Project Description
The project sought to support and empower grassroots Roma organizations in six countries in Central and Southern Europe to advocate for laws, policies and practices to combat racial discrimination, and to promote the application of international human rights standards concerning housing in national legislation. Working with Roma youth activists to lobby policy makers the grantee hoped to strengthen working relationships. A separate project component aimed to raise awareness among the Roma population of using legal means to challenge rights abuses. By focusing on the themes of anti-discrimination laws and housing and shelter rights, the project emphasized particular spheres where action was urgently required. Targeting Roma youth and young activists, the project sought to address in a practical way the weakness of Roma civil society organizations in undertaking advocacy on behalf of their own people. The litigation component finally was to demonstrate to the Roma people the viability of taking legal action as a means through which the state might be held accountable for its failure to uphold their rights.
