Lesson Learned: Advocating for Community Radio in Zimbabwe

Human rights education remains a pertinent area for intervention in Zimbabwe, and community radio is a critical tool for pursuing this noble cause. The Zimbabwean government takes advantage of limited rights knowledge among marginalized communities for political expedience.

Project Description
The project will advocate for licensing community radio institutions in Zimbabwe. This will be achieved by means of: (a) coordinated civil society stakeholders and citizens advocacy and petitioning the Government and its related institutions through a united and strong effort; (b) policy and regulatory review and reform of community broadcasting and the process required for licensing; and (c) developing the capacity of 10 target community radio institutions (CRIs) for licensing.

Lesson Learned: Emerging Leaders of the Arab Region

Projects spanning multiple countries should provide a detailed context analysis for each country of implementation.  If the organization is not present in the countries where activities are taking place, it should be mandatory to present a partnership strategy.

Project Description
The project’s overall development goal was to “increase the civic and democratic participation of young people in the Arab region”. The specific objective was to “empower young leaders in the Arab region to play a bigger role in civic and democratic life”. The project sought to empower young leaders in five countries in the Arab region - Jordan, Lebanon, Morocco, Tunisia, and the United Arab Emirates. The project approach was based on the observation that while youth played a key role in the Arab uprisings; they continued to find themselves with limited empowerment or support to take control of their lives and futures. While the intervention rationale is broadly accurate, the project document did not include substantive contextual background for each targeted country and the project design lacked context analysis for each country. There also did not seem to be any involvement from project stakeholders and beneficiaries in the formulation and design of the project. Given the lack of contextual understanding, the project’s intervention rationale and the process for implementation also lacked essential elements to make the project relevant to the needs of the beneficiaries at the local and national levels.

Lesson Learned: Water and sanitation for all: for a strong and heard civil society in West Africa

Minor adjustments to project design can reinforce effectiveness – including for example the use of social networks to share information, as well as work with community radios. The project’s effectiveness varied notably between countries, as a result of both external and internal factors, such as governments’ degree of openness to dialogue with NGOs on WASH issues and the management skills of platform leaders.

Project Description
The general objective of the project was to reinforce the voice and influence of civil society in West and Central Africa to improve access to water, hygiene and sanitation (WASH). While the project addressed clearly defined needs for reinforcing capacity of WASH platforms and the platforms’ presence in consultation processes, its design did not sufficiently emphasize the needs for organizational capacity building, gender concerns in the consultation processes, and exchanges of information among participating platforms on issues of lobbying strategy. Achievements were adequate, especially in view of the vast geographical area covered by the project and the fact that the budgets devolved to each country were relatively limited. In terms of direct impact the project contributed to making attitudes within civil society organizations evolve towards a greater understanding of WASH access as a human right.

Lesson Learned: Promoting Women's Participation in Local Budgetary Processes

The project in Niger has empowered women through giving them skills to analyse budges based on the issues that affect their daily life. However, gender responsive budget analysis alone does not change budget priorities and the decision-making process in ways that truly promote gender equality. Municipal budgets are still a political product and budgetary commitments are allocated according to political priorities. Relevant decision makers could be addressed through evidence-based round-table discussions and lobbying.

Project Description
Working with women’s community-based organizations and municipal authorities the project aimed to enhance the social and economic rights of women in Niger by supporting Gender Responsive Budgeting. Integrating a gender perspective into all steps of the municipal budget process, the project focused on improving the capacity of women to advocate municipalities to shape local budgetary policies which consider their health, education and water sanitation concerns. The project’s strategy of working directly with women community based organization members and municipal officials brought activities closer to beneficiaries in the five targeted municipalities of Niger. This approach was highly relevant to women as a beneficiary group, which for most part, rarely has a voice in public affairs and limited access to political decision-making processes.

Lesson Learned: The National Campaign towards Muslim Family Law Reform (MFL Campaign) in Malaysia

The major assumption underlying the project, which was also its main risk, was the ability of grantee to secure meetings with relevant government stakeholders. Grantee intended to mitigate this risk through the use of different strategies to pressure the government for meetings, including a concerted media strategy and activities with grassroots women. In the report on the convention the grantee stated that they invited 50 MPs and only the opposition MPs replied. These MPs felt it was important to discuss the problem of women and gender discrimination but noted that there was a general fear among politicians and the population to voice different opinions as they would then be branded as too progressive or liberal.

Project Description
The project sought to increase public demand for law reform based on the principles of justice and equality. It did this by raising awareness among women on their rights within Islam and women’s access to justice. Its intended outcomes were: increased awareness of rights among women at the grassroots level; increased public discussions on religion; and increased engagement and dialogue among women’s groups and government stakeholders by 2015. The project attempted to effect change from the bottom up, but more activities would have been needed at the grassroots level for the desired outcomes. One-off workshops were not enough to create the type of momentum and broad based support needed to create a surge in public voice for law reform.

Lesson Learned: Support for Youth Involvement in Electoral Processes in Gabon

The project contributed to the decision of three young people to stand as candidates during the local elections in 2013. The example of the “Rassemblement des Jeunes Patriotes Gabonais” also demonstrated that the project has stimulated young people to get involved in the electoral process to openly demand that issues such as lack of integration and poverty are addressed.

Project Description
The project aimed to address needs of the Gabonese youth to participate in electoral processes. The project had three components: social mobilization – including motivating young people to participate and engage in politics; strengthening the leadership of youth – including integrating young people in the spheres of influence within their local area; and advocacy which aimed to stablish local forums for young leaders in democracy. The project encountered some challenges including education strikes, and the refusal of some educational leaders to let young people participate. Despite the difficulties encountered, the grantee's efforts still resulted in some remarkable results. The project was particularly successful in encouraging school and university students to speak their mind. The evaluators were also impressed by the variety of communication products, such as educational materials and publications, both in digital version in hard copy, as well as by the quality of professionally produced advertising spots and by the discussions broadcasted on television.

Lesson Learned: Campagne d’Education au respect des Principes Démocratiques et Promotion du dialogue Démocratique au Burundi

The grantee did not differentiate between political leaders and elected members when targeting participants. All elected members are not always political leaders and vice versa. The grantee did not take into account the pyramidal structure of political parties in Burundi in which only few people decide for all members. Interviewees’ comments showed that beneficiaries do not consider themselves as autonomous political actors who can activate internal changes within their own political parties. The change of beneficiaries’ perceptions is essentially individual opinions, which are not able to have an impact on political parties’ practices.

Project Description
This project was focused on the preparations for the general election planned for 2015 in Burundi. The project’s objective was to empower local councilors in the Municipality of Bujumbura, leaders of political parties and parliamentarians and educate them regarding the importance of democratic culture within the political bodies and to create dialogue between political leaders so as to build a climate of trust and cooperation in the 2015 general elections.

Lesson Learned: Youth as Agents of Democratic Change through Knowledge and Information Acquisition and Exchange in Laos

As a result of the project local and provincial authorities have started to consider natural resource management suggestions. Using educational activities with youth as a way of encouraging them to propose solutions to mitigate negative environmental effects, was a way of encouraging discussion of more complex political realities.

Project Description
The project enhanced the technical capacity of youth group leaders to introduce rights-based development knowledge. It also supported leadership development, and therefore was a relevant effort to involve youth in democratic and participatory processes regarding the management and use of natural resources. In addition, trained teachers of 17 primary schools from 6 provinces developed locally relevant curricula introducing indigenous knowledge. Given the political and administrative realities, the identification of bio-diversity issues and general development challenges, rather than direct democracy issues, represented smart approaches to support participation in environmental policy formulation by youth. The youth’s field-work identified about 30 different bio-diversity themes and general development challenges, and subsequently suggestions were made related to farming practices, but also to the need to preserve local culture and traditions. In view of the appreciation expressed by central and provincial representatives, evaluators are of the view that the project effectively contributed to improved consideration of local and biodiversity knowledge in local community development processes.

Lesson Learned: Promoting democratic and human rights values among Rwandan youth

The grantee used an explicit strategy to promote human rights concerns with youth which it called “internal influence”. This consisted of conducting non-public advocacy, so as to avoid antagonizing the authorities by airing concerns openly.

The overall objective of the project was to empower Rwandan youth to play an active role in the democratic process and good governance of their country, and to understand and stand up for human rights to further nation-building processes. The project targeted 7,000 youth members of Never Again Rwanda (NAR) clubs and associations to make them “ambassadors of change”. The targeted youth were to “reach out” to other young people and the general public through “knowledge and skills sharing and advocacy initiatives and drives”. The key activities of the project were to: train youth on human rights and advocacy skills; hold debates and theatre shows on human rights and democracy; and support the trained youth to play a role in democratic processes and good governance. The project was generally well designed in that it took into account the sensitive socio-political context of Rwanda under its post-genocide government.

Lesson Learned: Promoting democratic and human rights values among Rwandan youth

A project team made up of the grantee’s Executive Director and the Project Director was responsible for project management, while relevant board members provided strategic direction. The team was widely appreciated by project participants and trainers for its willingness to engage with them and its pro-active approach to dealing with young people’s concerns and needs. The quality of project management was also visible in how the grantee dealt with the political sensitivity of the issues raised.
